Thank you, Madam President. Senate Resolution 49 is identical to Senate Resolution 21 that We had passed ea rlier, and what it does is it creates a Task Force on Electkon Aetivities and Reform . As you recall , we had a task force that we wanted Lo look into campaigns and election refo rm . It 's a big issue that 's important to all of us . This would form the bipa rtlsan task force of six members . It does include some expend iture of funds fo r staff and hiring consultants and contractual agreements, and that 's the reason We do need a roll call vote on this particular resolution , rather than a vo ice vote we took earlier . So I do ask fc r your support so we can continue this dialogue and have the task fo rce look at thls important subject, and I do ask for a roll call vote. Thank you .

don 't think anyone here would like to see or recognize the necessity of of our doing somethtng about campaign finance reform in this State anymore so than I do . We need to do that, and -- no doubt about it . But what we need to do is to ensure the people of this State tha t -- orr give them the trust and confidence that we are serious about meaningful campaign finance reform and, (b), that we want -- by eliminating the politics ouE of And -- and this amendment, if you look at it, it is structured in a way tha t it is totally dominated by one party . It ought to be totally, totally nonpartisan , and tn o rder to dc that , we have proposed an amendment make equal terms of the number of Democrats and the number of Republlcans . And the amendment has been bottled up in the Rules Comm ittee , which glves me the -- the feeling tha t we are not sincere about campaign finance reform y and I have some questions of the sponsor, given that this amendment was no e give an oppo rtunity to come out of Rules. And first of ally Senator Klemm, what do you expect us to do? Could you just kind of explain the functlon of this task force and what We hope to accomplish by November 1st?

Well, thank you, Senator Collins . As you know , as I answered before , -- I would like to see thts task force look at all these problems that have been presented to us by you and othe rs and myself. Many of us have -- through the years, have introduced legislatlon . Ra ther than a piecemeal z Band-A id approachr think tha t sometimes has been taken, like to see a no re STATE OF ILLINO IS 90TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCR IPT 38th Leg islative Day Ap ril 25, 1997 comprehensive app roach and have bipartisanship so that We would be able to pass legislatlon . As you know , a few years ago , I had leg islation that lald on the table here because everybody Was nitpicking a part o f it that they couldn 't support, so we d idn 't move it . thlnk wha t we need is a consensus , and that 's what think this will dc . As you notice y we also have a deadline of a reporting date of November 1st, 1997 , so that we wculd have ample time to take ca re of any recommendations that the task force wculd make in the Veto Session . So think we have the mechanism and the time frame that would meet with everyone 's approval .

Senator -- Sena tor Klemm , -- I ag ree w ith you that -- we have any hope for passing meanlngful campa ign reform , then will have to be a consensus . Well , you cannot have a consensus until we elim inate the politics from the Who le p rocess . If you have three Democrats and three Republicans , the possibility that that consensus can be reached , and we can move on with the hopes that the House would do the same thinç . W ithout that, you 're not going to have an agreement . You 're go ing to have the Republicans selectively decid ing what leg islation -- what -- what 's going to go lnto the reform package , with the Democrats being outvoted . So you fre going to have the same thing that we have now r and that 's the reason why we have not passed meaningful campa ign finance reform . The people out there want it . It is time to do it . We have a responsibility and obligation to do it, and we 're not going to accomplish I don 't think , th rough this process . And for that reason , I 'n go ing to have to oppose the -- the resolution.

Wellr you know , there are many reasons why people don 't Want to see campaign legislation come fo rth . One of them obviously could be, HWel1, we don't have enough input.'' ''It doesn't include everythtng we dd like to have .'' And I kncw we don 't live in a perfect world, but I had introduced earlier a resolution - a joint resolution - that would have b ipartisan suppo rt by House and -- and Senate Members . But I ftnd that the other side of the Rotunda , they weren't interested in having that , so I moved ahead with a Senate resolution that I think is necessa ry . We have to have some movement on some of this legislation . If I have a tie vo te on everything , nothing happens , and of course , that 's certainly one way to stifle it . So for those of you who don 't want to see campaign refo rm r o r elections, then , obviously , vote against this . I understand that , and I can count that as a negative vote fo r trying to help us move this process along . Fo r those of you Who belleve that we 're sincere and want to try to do something, I would ask for your support. Thank you.

And in further closing , I -- I think: here 's an oppo rtunity to have every Member, if they w ish, to submit their suggestions . I have on my desk a file - it must be three inches thick - of suggestions that have come from a task fo rce that came through last year, that came to me and said , ''We need some help on this lejislation.'' And when I look at the legislatlon that I am partly a sponsor on on many o f the pieces r I 'm delighted to have these leg islative efforts mcved . But if we don 't move 'em or if we don 't complete the p icture and complete the process , this task fo rce, I hoper will do that job. I can -- our intention, at least Would be m ine , and I can perceive that this would have hea rings th roughout 10 STATE OF ILLINOIS 90TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 38th Leglslative Day April 25, 1997 the State - Springfield, downstate , Chicago , other areas so that we can get a1l the interested parties involved in order to mcve this process and give thelr suggestions, and then we can massage the ldeas and come up w ith something tha t will pass. Through the years we have had g reat ideas , but nothing comes out of the Chamber because we don 't seem to get tha t consensus . We also have to look , I th ink , at some of the federal implications that have come through fund ing . As you know , one of the things that are happening today in the press and the newspapers and every time turn on the TV is the -- the wrongful diversion of foreign dollars com ing into federal coffers, filtering down to local races from fore ign interests . And that 's certainly something that I think the American public and the people in Illinois certainly resent, of having this influence coming in by selling some of the p roblems We have. I think the task fo rce should be looking at things such as that. I thlnk wha t we are interested in are clean electionsr campaign refo rm that people understand , that allows cand idates to have their -- their day , you will, to get their message out to their voters so they know wh6 they can vote for, but eliminate the hanky-panky that has been ioing on in prior years. I know none of us are doing it, so I know you'll support this bec4use I know how urgently you need some refo rm on these area . One of the reasons we 're continually wanting to nove this p rocess is because we want it open, we want to put the light of day into this procçss so that everybody has an opportunity, so that the press can join us and give us suggestions and to open this up . I think a little bit of daylight on the electlon and campaign reform process certalnly what we 're loaking for, and I certainly would like to ask you to do it . Now , for those of you Who don 't want to do that and keep lt in the dark , obviously you 're go in: to oppose this resolution. Well , thank you , Madam President . Just regarding the Senate resolution, stand in support and join Senator Klemm's efforts to have everyone support Senate Resolution 49. We passed this resolution previously on a voice vote : but because of the expenditure of monies that needed , the Senato r has graciously p resented it before the Body again and we need a recorded vote . And I would hope that we would all unanimously vote fo r it aga in . I think the -- the explana tion was clear encugh r but if it 's not clear enough , 1'11 be more than happy to g ive my interp retation of what the Senate resolution does . It has -- simply requtres five Members of the -- of the Senate to join in a task force to study campa ign finance refo rm . This is not going to be something that is going to be firm or going to require anybody to have any specific legislatlon, but to study and to listen to all options, like to listen from a11 the special interest groups: from the citizens: as well as Members of both parties , and see hoW We can improve the -- the finance -- the ... Can I have some ...

You 're asking that the task force emplcy staff, hire consultants, enter ln contractual arrangements through the Senate Operatlons Commisslon to conduct its lnvestigation and research . And I'm wondering just what the polnt of this is. Now, you just mentioned the use of forelgn money local races . Can you po int out a particular race in the last election where there was money from outside this country used?

Well, yes, we do feel that dc , at least tha t we need .to seriously address the concerns - and not just maybe have a -- a subcommittee of a -- of a standing committee - that We should have sta ff that can provlde the answers to some of the questions you 're asking me now . That 's why we 're having staff from both sides to be able to look at the investigations and look at the problems that we 've heard on television o r read in the papers . Rather than take lnnuendos, rather have people Who can, perhaps e follow this through , and it may cost us some money . think it 's inte resting that we 're willing to go to this extreme , if you will, to see that the job is done correctly. I think that 's in evidence of the 'seriousness that I really have for thls resolution, and I hope you would jcin that.

Well, that is an absolutely amazlng answer, to me . I asked you to name one campaign, one campaign in the entire State , that money was used from outside of America . You can 't name one , but you said , because I asked you r there are concerns . Well , my concerns are that you 're raising a red herrlng . That 's my concern . Xou have no evidence . All you have are rumors . Are we going Eo start creating task forces and spend ing taxpayer money to investigate rumors? Tha t doesn't make sense . One of the suggestions was that , can you assure that no money has ever done -- come into the campaigns . don 't know , and think that's one o f the -- one of the areas that maybe people have suggested that we look at . But really we 're locking at electton and campaign refo rms , locally , to find out what 's happening here and hoW we spend our monies and how they 're used properly . I 've got, already, leg islators asking me that ehey 'd like to testify on things that have happened that were wrong , that shouldn 't be allowed . These a re the thlngs that we 're talking about. -- if the committee and the task f6rce finds that there's evidence of -- of any wrongdoinq, wedre trylng to find legislatign to prevent that from happening. 'This is not a witeh-hunt. It's just one a rea they may wish to look at . It's a very all-encompassing task force, for once , to look at What we need to do . wish you would join me, but obvtously if you don't, that's your choice. If you don 't believe ke need this, then fine . You -- you have a cho ice to vote aga inst it.

Seems to me that wedre trying to study this to death when we already have bills that We can vo te on , put in effect so they would go in effect right away to reform campaigns, instead of studying so that lt won 't take effect for the next election . It seem s to me that we 're going pretty fa r afield , creating a -- a task fo rce w ith State contracts for investigators . We already have a comm ission with Paul Simon and -- and fo rmer Governor Stratton on investigating thls . Because it was my understand ing , Senato r Klemm , that this task fo rce 's responsibility -- primary responsibility was not to investigate but, fact, to take all o f the legislation that 's in subcommittee and tha t's Rules, that 's coming over from the Hcuse , both House and Senate b ills , and take - - laok at that and try and -- to arrive at a consensus of what was the best aspects of those bills to be put into one bill or one package of campaign reform -- meaningful campaign reform so tha t ke would not deal With it ln a piecemeal kind of way . Now , from Sena tor Dudycz 's explanation and fron your questions -- responses to Senato r Welch , this task force is not about campaign refo rm at all. This task force is going out and do some investigations, some hearings . Wha t are we going to be investlgatinq? The flfth bill we 'll move deals k ith Senator Woodyard 's transition money for his family . is our intent and hope, and can almost g ive a it 's a firn conmitment 9f the chairmanr to try to brln: the budget back to this Chambe r in multtple bllls . -- realistically , I -- I can 't prom ise or don 't think that we 'll be doing a bill for eve ry agency . But the hope and the expectatlon is to have three o r four or maybe five bills' as we try to work that out with the other Chamber.
