Well, thank you. I have a parliamentary inquiry, if I might, while Senator Weaver's on the -- on the Floor, if I could get his attention. We just had a -- we just -- we just had a Rules Committee meeting and I think I need some clarification for our Members on our side. Do we intend not to have any more Rules Committee meetings after next Friday for bills, because some of STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 10th Legislative Day February 18, 1999 our Members even -- haven't even got their bills introduced yet?

That is our deadline, Senator. I think we may make some concessions, and check with LRB, with those individuals who have bills that they're waiting to get from LRB. But there will be a cutoff. So I'm just encouraging you to get your bills introduced. That will be the -- that will be the deadline. Yes.

Well, it seems to me we've established the -- you've established a deadline for committees to report Senate Bills of March the -- March the 19th. If you talk about the seven-day posting period, if that is the -- is the fact, then we would have all the way to the 12th of March in which time to -- to introduce bills, since there are -- is no deadlines. And it seems to me that if our Members -- working off of the deadlines that have been established that are printed on the Calendar, that somebody is going to be of the misconception that they have all the way up until that date in order to introduce bills. So I think we ought to have some sort of an understanding for our Membership and some clarification.

I'm glad you've notified your Members that there is a time limit. We're starting out rather slowly this year, and I'm just encouraging people to get their bills introduced, call the Chairman, get 'em posted, and let's move on.

Well, I just want to point it out that if we -- if we did it on the 26th, was our last day for Rules, that that's almost a month before the deadline for bills to get out of committee. So it just seems to me that, you know, we ought to have more Rules Committee meetings, and we'll go from there.

Well, if we're going to be working together as a legislative Body, I would -- I would have thought or -- or - I see the President's not here - there'd been some form of communication to all the Members so that the Members would know to get those bills into LRB where they can be printed out. But just to -- this came by way of happenstance, and it should not be that way. If you're going to set a deadline, I think the proper way to do that such is send it out by way of communication to all the Members, not the week before that you plan to set that deadline, but give one time to have their bills down to the Reference Bureau and etcetera. Matter of fact, most Members would not even have known that Friday was the deadline. This come -- come by way of happenstance. So can we -- Senator Philip, I know he's not here. I know he's been under the weather. But I would think that we should sit down and work on that date, rather than out of the clear blue sky this is a deadline and no one knows anything about the deadline.

Well, Senator Jones, last year the deadline for Introduction of Bills was the first week of February. There's no deadline on when you may introduce the bills. Well, could -- could you show me on this Calendar where there's a deadline on February the 26th that that's the last day for bills to be reported out of the Committee? Now can you show me that? Out of the Rules Committee. Can you show me on the Calendar where there's a deadline for Rules -- for bills to be reported out of the Rules Committee?

Well, we did not put it on the Calendar, but I thought those were on the original Calendar that was handed out a month or so ago on what those deadlines were.

I -- I have the Calendar that was handed out and there is nothing on this Calendar whatsoever saying that Friday the 26th is the deadline for bills to be reported out of the Rules Committee and -- and this was going to be the final and last meeting of the Rules Committee. So, what I'm -- even -- even as I show you this, Senator Weaver, you can see that evidently there was some miscommunications and I believe Members on your own side of the aisle don't know this, or they may know it. But what I'm saying to you, I would suggest to you, that this arbitrary date that's pulled out happenstance about a deadline for bills to be reported out, I don't think that's the proper way we should do this. And I trust and I hope that you would talk to your Leader on the other side of the aisle and let's get a more realistic date that's STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 10th Legislative Day February 18, 1999 printed, where Members would know that they have to have the bills in. That's the only thing I'm saying.

Well, I'm -- I'm sure the Rules Committee will -- will be meeting up until May the 21st. But we're just trying to exped ite the process here a little bit. We'll be as lenient as possible. That's going to be based somewhat on what the backlog is in LRB.

If Senator Vince Demuzio had not raised this question to you and we would have adjourned today and Members come back next week and just happened to have stumbled on this information, no one would have known that you had in your mind that the 26th is the -- is the deadline for bills to be in the Rules Committee 'cause they're going to be reported out -- that's the last day the Rules Committee is going to meet for substantive bills to go to the various committees. So what I would suggest to you very strongly is that there will be other issues up around as you -- as you want to work together in a spirit of cooperation. Perhaps you shouldn't set this arbitrary date. But perhaps you should try a week later to set a date and notify the Members in writing that this is the date that you -- you're going to have for your bills to be in the Rules Committee. Because to arbitrarily come up with a date like that is totally unfair to all the Members in here, Senator Weaver. Senator Weaver. Senator Weaver. May I suggest to you that rather than have this arbitrary date that you just pull out of the sky, could you possibly get a communication together, talk to your Leader on that side of the aisle and set a realistic date, and do it by writing to the Members so that they STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 10th Legislative Day February 18, 1999 would know? No one knows what's in your head. I try to read your mind sometime, but I can't do it. No one knows.

Parliamentary inquiry, Mr. President. Are we going to get to Resolutions today? I have a resolution, Senate Resolution 30, that calls for a one-year moratorium on the death penalty, and I'd -- I'd just like to know are we going to call that resolution today?

Well, Mr. President, I have filed a -- a motion to suspend the rules for the immediate consideration of this resolution, and I would like for that -- for a vote on that motion. As you know, there have been ten people who have been on death row who have been exonerated and found to be innocent. This is a dire situation, and I'd like the motion called for the suspension of the rules for immediate consideration of the Resolution 30.
PRESIDING OFFICER: (SENATOR DUDYCZ) Senator Hendon, the Parliamentarian has informed the Chair that your motion is out of order and, as a matter of fact, your motion has been -- excuse me, your resolution has been assigned to committee from the Rules Committee earlier. Senator Hendon.
Mr. President, in all due respect, I -- I had this resolution STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 10th Legislative Day February 18, 1999 last year and I was told the same thing and -- and the resolution was never called. In all due respect, I'd like to appeal the rule of the Chair, because this is a very important issue and I believe the Membership should have the right to vote on whether they want to hear this resolution today. It's very simple. It's very simple, Mr. -- Mr. President. It simply calls for a one-year moratorium. It does not get rid of the death penalty in any way. So I -- I appeal the rule of the Chair.
