Thank you, Mr. President, Members of the Senate. This bill maintains the current law for incarceration, parole, periodic imprisonment, and supervised mandatory release. It adds a new provision, however, which provides that any person who has been convicted of a sex offense perpetrated upon a victim less than eighteen years of age is entitled to visitation rights while that person is on probation or on conditional discharge, or that -- if that person has been discharged from probation or conditional discharge, only - only - after that person successfully completes a treatment program approved by the court. This is a trailer bill that Senator Hawkinson suggested, which clarifies that a person who is convicted of a sex offense perpetrated on a victim under the age of eighteen, is sentenced to probation or conditional discharge, can be granted visitation rights after completion of the treatment, rather than after the completion of their -- their sentence and treatment. In other words, they -- they can -- they can still be serving a portion of their sentence, but they must have completed the treatment approved by the court.

Yes. Thank you, Mr. President. This bill deals with a STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 12th Legislative Day February 25, 1999 community in my district, Breese, and it's an effort to amend the Tax Increment Allocation Redevelopment Act, which, of course, is the TIF districts, and it extends the life of the -- TIF district from twenty-three to thirty-five years. Now what they've done in Breese, which is -- which is to their credit, is they've gotten all the various groups together and have come up with what they call an agreement. Part of the TIF district money is going to be going to the school district. And the schools traditionally opposed this legislation. In Breese, both the Central High School and Breese Elementary support this because some funds will be going to -- to those schools for work that's going to be done. Now the -- the urgency of this, and the reason I'm trying to expedite this - this was part of the package that was put together last year by Senator Radogno - is that Breese Elementary will be receiving a school construction grant, and as a result of that, they're going to need -- need funds that it -- will be made available through the TIF district for a parking lot and a entrance and an exit of that parking lot. So there is a certain amount of urgency to this because the construction will begin soon. It was heard in the Revenue Committee and there was some questions, but I don't believe there was any opposition. There were a couple people -- or, one, I believe, individual who voted Present; otherwise, it passed out of the Committee without any opposition. I would ask for your support.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. Senate Bill 168 provides that in -- in cases where municipalities seek to disconnect from fire protection districts, that the citizens of the fire protection district may request a referendum by filing petition for it - a backdoor referendum - to put the question on the ballot. It has an effective date of January 1 -- or, January 1, 2000. So it doesn't affect anybody who is currently transacting or thinking about disconnecting. There's plenty of time for them to complete whatever transactions. The idea of municipalities disconnecting from fire protection districts, in many cases, in effect dissolves the other unit of government, and it's become controversial in a lot of areas where people who are residents of the fire protection district, property taxpayers of a -- of a unit of government created by referendum, have no rights in -- the decisions are being made by the village trustees. This simply gives them a backdoor referendum right and a future effective date.

The -- the bill comes to us from the Fire Protection District, and I think what they would tell you is that when a municipality disconnects, it's generally because a municipality represents seventy or eighty percent. So it's a small number of people who are forced to lose their government, so they wanted a fairly low threshold for the backdoor referendum. We selected it 'cause we thought that was okay.

Is the Village of Hanover Park still opposed to the bill?

Senate Bill 174 amends the Illinois Procurement Code and exempts concessions awarded by the Department of Agriculture for the sale of food and beverages and other goods and services at the Illinois State Fair and the DuQuoin State Fair. This -- this bill would totally exempt the food and beverage vendors from competitive bidding or be subject to waiver from the Governor of the State Illinois. I don't know of any opposition. There was a -- I talked to the Chairman of State Government Operations and he had no problem with us moving it on over to the House, if they want to change it a little.
