Thank you, Madam President. Senate Bill 4 amends the gambling Act, saying that a company or person cannot set up gambling on the Internet for money or for gain. We found out that the Statutes do not exclude that. And as you know, we do allow gambling under certain conditions, and this would just tighten that up so that it couldn't be indiscriminately done without our knowledge. And I would ask for your support.

In that bill, we enumerated the relatives of a victim that were eligible for a particular type of compensation, and we left off child of the victim. We talked about brother, sister, half brother, and so on. This adds child back in, as was originally intended.

This bill creates the Illinois Family Farmer Support Act, and it mandates that the Cooperat ive Extension Service of the College of 6 STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 13th Legislative Day February 26, 1999 Agriculture of the University of Illinois create a Cooperative Development Board. It provides that, subject to appropriation, the Board shall establish, assist, and enhance the development of local and regional agricultural cooperatives to provide support to Illinois family farmers. We did add a first amendment and it did add to this bill, not limiting it to cooperatives, but other ownership structures, contractual arrangements, and information systems to provide support to Illinois family farmers. And I would urge support of this bill. Thank you very much.

Thank you, Madam President. The proposed legislation is in response to some recent actions in Congress. In 1977, Congress enacted Internal Revenue Code Section 2032A as a means of providing targeted estate tax relief for family-owned and -operated farms. Section 405/12 of this Act, that we're considering amending, was enacted to provide specific statutory authority for an affected minor's parents to act in a child's name for Section 2032A purposes as natural guardian and without a court STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 13th Legislative Day February 26, 1999 order. In '97, Congress decided to extend the principle of conditional estate tax relief to small business owners; therefore arose the need to update 405/12 of the Act to allow parents to take advantage of the new congressional legislation. This bill creates the same parental authorization for the new Section as the old Section.

It deletes the provision stating, "Nothing in this Act prohibits a Joint Action Water Agency from providing water service to all residents of member municipalities and to all persons who have executed pre-annexation agreements with any member municipality." This bill amends the County Codes {sic) (Counties Code) to clarify that sheriffs' fees in counties with a million or less population apply to both civil and criminal process. There's been some question among the seven counties that collect these fees as to whether the current Statute authorizes both civil and criminal. It's a one dollar fee on the taking of bail bond. In committee, Cook County slipped this in opposition, but I was told yesterday by Steve Morrill that that slip was filed in error and that they are not opposed to the bill. I'd be happy to answer questions, otherwise ask for an affirmative vote on Senate Bill 176.

Actually, the question as to the authority goes to the criminal fee, I believe. But, yes, that's -- it's a one dollar fee that is collected. And I think in the civil end of things, they collect that everywhere now. That's my understanding anyway. But it -- it -- if it was a hundred dollar bond, it'd probably be a ten-percent rule and then an additional dollar fee for processing the -- the claim.
