Thank you, Mr. President. Senate Bill 147 establishes a legislative commission to create the Criminal Law and Corrections Commission. The purpose is to study and make recommendations for recodification of the Illinois Criminal Code. It's been many, many years. The Code of Criminal Procedure was enacted in 1961. Code of Corrections was enacted in '73. Just in the last ten years that I've been in the Senate, there have been more than seven hundred bills to amend the Criminal Code. It's our desire to have a broad-based bipartisan committee. This would have two members from each of the four caucuses, legislators, and then a number of other advisory members on the commission. We have established, through an amendment, a sunset on the commission. STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 14th Legislative Day March 2, 1999 But the idea is that we need to take a look in terms of proportionality of sentences and consistency, to take a good hard look at our Criminal Code, to get the best minds together and to -- to recodify it. Thank you, Mr. President, Ladies and Gentlemen of the Senate. Senate Bill 150 amends the Illinois Building Commission Act and the State Finance Act. Provides that the Commission may establish fees for the services it provides. Provides that the fees and certain other monies shall be deposited into the Illinois Building Commission Revolving Fund. It then creates the Illinois Building Commission Revolving Fund in the State treasury. This is the same language we passed last year, voted unanimously in the Senate and then got tangled up in the House. I know of no opposition and I'd ask for your Aye vote.

Thank you, Mr. President, Members of the Senate. The -- this is one of the amendments to the Criminal Code to which Senator Hawkinson referred. But it came out of the Judiciary Committee, and the purpose of this is to -- in the interim before the Criminal Code is recodified, I would like to have this amendment made so that it will protect the personnel in hospital emergency rooms. In other words, it provides that committing a battery against individuals known to be hospital emergency room personnel engaged in the performance of their official duties, or to prevent the performance of their official duties, or in retaliation for performance of their official duties -- in other words, it will STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 14th Legislative Day March 2, 1999 enhance the offense to aggravated battery, which will be a Class 3 felony, which provides for five years and twenty-five thousand dollars. This legislation was brought about because of assaults on -- on emergency room personnel in Fulton County and in Madison County. And the two State's Attorneys in each of those counties are strongly in support of this piece of legislation. If there are no questions, I would ask for an affirmative vote.

...g eneral comment on -- on moving this type of legislation, where we keep adding categories, whether it be the death penalty or aggravated battery. So the point would be in this legislation, if somebody's going -- loses it in an emergency room and attacks two people, one happens to be an ordinary civilian like me or you and one happens to be working there, if they charge him for me, it's just regular battery, but if they charge him for the medical personnel, it's aggravated battery, even though they did the same thing to us?
