Thank you, Madam President. Senate Resolution 27 honors the life of a young man who was killed on the outer drive at 59th Street. His name is Harvey Gordon Clark. And he was killed because there weren't any safety barriers at the medians. Since that time, those barriers have been erected, and these plaques will be honoring -- honoring him; will be called the Harvey Gordon Clark Lifesaver Memorial. We do this for persons who make that request. In the last eight or nine years, I believe, we've done eleven of these types of requests around the State of Illinois. Working in conjunction with the City of Chicago and the Department of Transportation, they will erect this particular plaque in his honor. And I know of no opposition, and ask for a favorable vote. Senator Jones, I apologize, 'cause it's a little hard to hear your explanation, and is the Department of Transportation the one who will be erecting these plaques? And can you kind of describe what the plaque is?

I'll give you an example. I have one in my hand that was erected. This bridge is dedicated in the memory of Matt Ryan, who lost his life in -- in 1997, and we best remember him for our days -- his days upon this earth; bridges that we build and bridges that we cross. A young man was killed -- I forgot what community it was; it's somewhere here in southern Illinois. And they erect -- erect these plaques. The Department of Transportation will make up the plaque and they place 'em at various locations whenever such request comes in. And this is what this particular resolution has called for.

And I -- I -- do -- this is really difficult, 'cause I know STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 15th Legislative Day March 3, 1999 that this is a -- a death of someone and I -- I -- it -- and I understand. Are we going to get into a situation where we have accidents and deaths on our roads where plaques are going to be erected for this? I know in Europe they have what they call "black spots" to show where a fatal accident has happened. I'm just wondering, are we going to do this? What's the cost of the plaques? What's going to, you know, there's -- there's a lot to this. And I know it's very -- and I don't mean to, on a very personal thing, Senator, but I think the questions have to be asked.
PRESIDING OFFICER: (SENATOR KARPIEL) Senator Jones.
Yes. I'm glad you asked -- asked the question. This young man, whose father's a friend of mine, he worked very diligently over the years because he believes his son was killed in a wrongful accident. Since that time, the City of Chicago and Department of Transportation have erected those barriers along the median of the outer drive, which is called Lake Shore Drive. As I indicated to you, in order for this to happen, resolutions must be passed. The young man that I spoke of, Matt Ryan, I forgot what community that that plaque - and here's the copy of the resolution - he was killed on April 9th, 1997, on the -- as he walked along the shoulder of Wolf Road. And this was the House resolution asking that this be erected, which was done by DOT. In the past eight years, I believe eleven such plaques have been placed at various locations around the State of Illinois. And it's not something that comes up every day, but if a request of this nature comes in, it has been honored. And so therefore, I'm honoring this particular request of one whom I knew, and I would like for that to take place. But it's not something that's going to happen every day. I put it that way to you. DOT - information they STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 15th Legislative Day March 3, 1999 supplied my staff with - indicated that in the past, I believe, several years, eleven such plaques have been erected around the State of Illinois and the latest one that I know of was done in 1997. And so I ask the same for this young man.

Thank you, Madam President. I stand in support of the resolution. And being familiar with the Matt Ryan situation, which took place in my district, it has meant an awful lot, not only to the family, to the Ryan family, but also -- he was a young child. I believe at that time he was eleven or twelve years old. And it's meant a lot to his classmates also, my nephew being one of his classmates. And it's just a -- and I understand what Senator Donahue is talking about, that at what point does this get out of hand. But I think that we can take a look at, you know, maybe take a look at these situations one by one, and I think if it's -- if somebody feels that it's merited, that we ought to do it. But I know in the situation of Matt Ryan, which is the most recent situation, that it has -- it has meant an awful lot to our community, and I stand in support of it. And if the same thing can help the community down in -- is it, down in Harvey, I would -- I would think it'd be a great thing. This has -- again, this has meant a lot to young kids and to the family and to our entire community .

The Lincoln Highway was established as a highway across the country from New York to California. This is part of a national effort to redesignate the Lincoln Highway.

You may all recall that in July of 2000, the NCSL annual meeting is going to be in the City of Chicago. We did this i n 1982 and provided a great forum to -- to really showcase Illinois and Chicago. We're privileged to have the opportunity to do this again in -- in the year 2000. This will be the 25th Anniversary of NCSL, and Senator Berman, Senator Obama, Senator Dudycz and I both -- all four serve on the executive committee from the Senate. There are four members from the House. With us today, I'm happy to introduce to all of you the individual who we have hired to be the Executive Director of NCSL 2000. Her name is Jane Rodriguez.
