STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 23rd Legislative Day March 19, 1999 Senator Myers moves to postpone the reading and the approval of the Journal, pending the arrival of the printed transcript. There being no objection, so ordered. Senator Demuzio, for what purpose do you rise?
Thank you, Mr. President. I'd like the record to reflect that Senator Shadid is absent today, on legislative business back in his district. And Senator Cullerton is absent. He is attending a legislative conference on seat belts. And I'd like to also excuse Senator Trotter today. He is absent for illness. And on behalf of all the rest of us, we'd like to adjourn early so we could go to the basketball game. Thank you very much.
The record will so indicate. Committee Reports.
Senator Syverson, Chair of the Committee on Public Health and Welfare, reports Senate Bills 561, 668, 677, 680, 774, 782, 783, 953, 1067, 1077, 1106, 1107, 1110, 1111, 1113, 1116 and 1117 Do Pass; and Senate Bills 1, 319, 320, 562, 818, 943, 949, 965, 1063, 1064, 1065, 1109 and 1114 Do Pass, as Amended.
If I could just slow us down for one minute, Senator Noland has a group of basketball players that he would like to introduce. Senator Noland.
Ladies and Gentlemen, if I could have your attention, please. It's my pleasure to have the State Champion Decatur Christian School Warriors. They are the State Champions of the Illinois Association of Christian Schools Class AA, and this team didn't just win this year. This team has won the State Tournament three of the last four years, and five years in school history. So they are an outstanding basketball team. They're located in Decatur. STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 23rd Legislative Day March 19, 1999 They've won the tournament just this past year in Arlington Heights. I'd like to introduce the Coach, which is Bruce Dial, to come forward and also his Assistant Coach, Jack Moore, and School Superintendent Randy Thacker. And, Coach, if you'd please introduce your team.
(Introduces the Decatur Christian School Warriors)
Congratulations, and thank you.
Senator Geo-Karis, for what purpose do you rise?
Mr. President, on a point of personal privilege.
State our point.
Today -- today marks a great day in history for my district. Warren Township High School, which is in my constituency, is playing the team from Lincoln, Illinois, Senator Robert Madigan's constituency, and -- at 1 o'clock in Peoria. And needless to say, although I love both teams, I hope Warren can make it this time, and I want to just put a cheer for Warren.
Thank you. Senator Demuzio, for what purpose do you rise?
Thank you, Mr. President. In error, I was excusing Senator Cullerton this morning, and it's for Monday. So he is here today, but I'll do it again Monday.
All right. The record will so indicate. Committee Reports.

Senator Molaro, for what purpose do you rise?
Point of personal privilege.
State your point.
Well, Mr. President, the only reason I do rise, for those of you in the Chamber who -- who don't know, I've had a lot of kids, especially these kids after the war, ask me what the red flowers were all about. So those of you who don't know, today is the Feast of Saint Joseph. On your desk, you'll see from our -- myself and our other Italian colleagues, Jim DeLeo, "Vincinzo" Demuzio, Lou Viverito, Debbie DeFrancesco Halvorson and, of course, Christine Radogno. She may tell you she's not Italian, but she is, no matter what she tells you. Now, Senator Philip - they don't know this - I was in his office trying to get permission to pass these flowers out on the Floor from -- from our Italian colleagues, and at first glance, he -- he didn't want to, you know, clutter up the desks, but we made him an offer he couldn't refuse. So, Senator Corleone -- I mean, Senator Philip, thank you very much.
My pleasure. Thank you. Senator Demuzio, for what purpose do you rise?
I would just -- I chipped in for the flowers, too, and I was just going to ask Senator Molaro if there was any change. No. That's not what -- that's not what I wanted. I'd like to announce that tomorrow we're not going to be here, and it is the birthday STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 23rd Legislative Day March of one of our Members who at least had the common decency 90 out and buy some cupcakes for everybody at the -- in front of the -- the Chamber. Not like some of our Members when we had to get them free cookies from the back. But the fact is that Senator Link will be age fifty-two tomorrow, and he has provided or someone has provided us with cupcakes. We'd like to say, thank you very much and happy birthday to Senator Link. Tomorrow he's age fifty-two.
Happy birthday. Messages from the House.

STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 23rd Legislative Day March 19, 1999
No objections have been filed, Mr. President.
PRESIDING OFFICER: (SENATOR DUDYCZ) Is there any discussion? If not, the question is, shall the resolutions on the Consent Calendar be adopted. All those in favor, say Aye. Opposed, Nay. The motion carries, and the resolutions are adopted. For the information of the Membership, we have effectively concluded the business of the day -- of the week. The -- the Chair will -- will keep the Senate open for readings of House bills. Senator Demuzio, what purpose do you rise?
Thank you, Mr. President. While Senator Philip is on the Floor, can you, for edification, when we come back on Monday at 4 o'clock, you sort of give us an idea as to what we might be doing at -- at 4 on Monday?
PRESIDING OFFICER: (SENATOR DUDYCZ) Chair has been informed that there -- we will be doing no final passage and -- Senator Philip.
The intention is to do 2nd Readings only and do some paperwork. The intention also is on Tuesday, Wednesday and Thursday, that we'll probably stay late, maybe 7 o'clock, 7:30, 8 o'clock and try to get our work done. Hopefully we could get out of here on Friday.
PRESIDING OFFICER: (SENATOR DUDYCZ) Senator Demuzio.
Then we're not going to be taking any action on Monday, except moving bills on the Order of 2nd Reading. There will be no votes and no committees.
PRESIDING OFFICER: (SENATOR DUDYCZ) STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 23rd Legislative Day March 19, 1999 Senator Philip.
Yes. I think we have some committees on -- on... I believe Judiciary is one of them for sure. But -- and Approp, I think. And I might suggest this: If you have amendments and you want to amend some of these bills, I would suggest that you get them done and get them filed. Don't wait till the last minute. And I would assume we'll probably go through on 3rd Readings probably three times. If you don't call your bill in three times, we'll probably be long gone.
PRESIDING OFFICER: (SENATOR DUDYCZ) Again, for the Membership, we have effectively concluded the business of the day. We will be going through some procedural matters and -- House Bills, Introductions, 1st Reading, but other than that, we have concluded the business of the -- of the day and of the week. PRESIDING OFFICER: (SENATOR DUDYCZ) Senator Viverito, what purpose do you rise?
Thank you, Mr. Chairman. A rather personal thing that I have here. It is Saint -- I mean, it is Saint Joseph's Day, and we feel we have a lot going for us tonight. St. Joseph's is playing East St. Louis, Jim Clayborne's team, in basketball. The coach is Italian, Gene Pingatore. Tom Walsh is -- that's his school, as well. Isaiah Thomas went there, and we feel we're on top. So if you want to bet any money, bet on St. Joseph's tonight. Thank you very much.
