Thank you, Ms. President. Ladies and Gentlemen of the Senate, we have just moved fifty-one substantive bills to the 3rd -- 3rd Reading Calendar that deal with roughly sixty percent of the State's appropriations. We expect to receive another fifty or so bills from the House as their process moves along. This is the first time in a long time that a Governor's administration has introduced a budget in individuals bills. I'd just point out to the Members, it's been almost thirty-five minutes simply going through the 2nd Reading movement. The House has passed rules, Chamber rules, which require that the budget be introduced in individual bills. I think it's our intention to send these bills over to them, but I just caution all the Members that it's going to be a little bit more protracted process this time. Hopefully, it'll improve things. We've also passed onto the 3rd Reading Calendar ten budget shells and four bond authorization shells as STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 24th Legislative Day March 22, 1999 we work through the process. But I think Members should be aware. The Senate Appropriation Committee will be reconvening upon adjournment of this Chamber, if Members would go as quickly as possible. We still have a couple more witnesses left on Department of Human Services. We're going to hear Senator Walsh's Member bill and then we're going to hear DCCA. Other Members of the -- the Body who are curious, DCCA is certainly the -- probably most interesting of the agencies that Governor Ryan has chosen to focus on. So other Members of the Body who are curious or interested, we'll be hearing DCCA this evening, if you're -- down in Room 212. So I'd appreciate Members going immediately upon adjournment to Room 212 so we can continue Appropriation.

Yeah, thank you, Madam President. I'd just like to say a few words on behalf of -- of a former colleague who many of us served with. I had the pleasure of serving with him in the House, and he was the type of individual who worked very hard for the people who elected him. He was a former prizefighter. He told me one day that when he was boxing, he ran into Floyd Patterson. He got hit everywhere but at the bottom of his feet. And he said he decided then that boxing was not a place for him. He -- he was one who got known with a nickname that Mike Royko gave him one day, and that nickname followed him all the -- all the way through the rest STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 24th Legislative Day March 22, 1999 of his life. But he was a -- the only person that I knew that served in the House, came to the Senate, and went back to the House. So he set records within himself, but he was an elected official, a State Senator, State Rep, former Deputy Chief of Staff for the late -- I mean, for Mayor Byrne, and he was one who cared about people. And that -- that was his legacy, and I -- I just had to speak on his behalf.

Thank you, Madam President. I rise, too, to talk a little bit about Senator Taylor, Representative Taylor. I remember I -- I worked with Senator -- well then, Representative Taylor, and he set a trend in this State at that time. He was -- he got defeated - I believe it was '72 - in the regular election, and then he came back and won as a independent. So he was the true independent over in the House at that time. And he was so elated over that that he came down and talked to Senator Lechowicz, who the following year got defeated, and he told Senator Lechowicz how to do it. And I worked with him all those years. But he cared about people. He cared about his community. He talked about Englewood wherever he went, and he tried to do the best that he knew how to do and get programs in Englewood for the young people, as well as the seniors. And certainly the people of Englewood has lost a great champion in terms of Senator Taylor and the causes that he fought for.

I, too, would be derelict if I didn't say something in STATE OF ILLINOIS 91ST GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 24th Legislative Day March 22, 1999 regards to the late James Taylor, for it was he, when I was in the House, came over with Senator Collins and prevailed upon me at the time to come and to run for the Senate. He was a lover of people. He was dedicated to people. He was just one in a million. He was just James Taylor. And I wanted you to know that I certainly will miss him, and he was a formidable person who loved this Senate and he loved the House and he loved the Legislature. And I think we're going to -- going to miss him for what he stood for and what he meant to the State of Illinois, because his heart was truly legislative-prone. And I want to thank you for giving me this honor to just say I loved him as a friend, and he was a great person. Thank you and God bless you.

Yes, I wanted to say just a few words about Jimmy Taylor. I served in the House with him, along with Senator Geo-Karis, back in -- in the mid seventies, and we got to be very good friends. And he and Taylor Pouncey and Representative Patrick flew down to Mount Vernon in 1976 to our daughter's wedding. She now lives out in Boise, Idaho. I called her last evening after I read it in the -- read in the Tribune where he had passed away. But he was also a dear friend of mine, and I had a lot of respect for him. And I'm very sad to hear of his passing.
