It's a voluntary situation. If you have a collaborating agreement with your physician, he can have you sign it. If he doesn't want this, he doesn't have to. It's a good piece of legislation, and it updates our School Code to reflect the way our laws are now, allowing for physician assistants. And I would simply ask for your support.

So we've come forth with legislation that would allow those individuals who have medically certified lupus to have an exemption from the tinted window...

Yes. Thank you. This would allow those people with lupus, who have a medically certified condition, to use tinted windows. The State Police originally had some concerns with this, as did the Medical Society. We amended their objections out of it. We made the legislation pertain only to lupus and those individuals who have that medical condition, and that relieved their objection. There is some already current language that allows for other conditions. We're just adding another one.

Thank you, Mr. President, Members of the Senate. Senate Bill 1695 is concerned with the Tri-City Regional Port District Act. The federal government has given the Melvin Price Center to the Port Authority, and the Port Authority -- this bill would redefine the facilities to include purposes that further the public interest, such as child care centers, senior -- senior housing, and it removes the aeronautical aspect of it so that there is no airport concern in the future. It permits the District to accept grants, loans and appropriations. It permits the District to enter into agreements with the State and the County of Madison concerning such agreements. Thank you, Mr. President. Senate Bill 1704 is a -- a terrorism initiative by the Illinois Association of Chiefs of Police. It's purpose is to allow cross-jurisdictional cooperation between the various police departments on large-scale types of investigations similar to the September 11th problem we had. And it would only operate if the appropriate law enforcement agencies requested aid from another law enforcement agency. This would allow the various departments to coordinate their efforts and try to solve and -- and take care of control for crowd control, those that are -- are looting, let's say, stores, if there's a bombing or something like that. In other words, for the smaller departments and even the larger departments, they can use the forces of others, other police departments around them, to be a 22 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 75th Legislative Day March 5, 2002 coordinated effort. It allows the -- certain -- certain municipalities in fire protection districts to sign intergovernmental -- have intergovernmental agreements to provide ambulance service. This bill has been in effect ever since Senator Grotberg was down here. He's the one who passed the bill. But at that time, the population figures of Kane County and Will County and DuPage County that are mentioned in this bill, were a lot lower. Thank you, Mr. President. This is also another very -- another very simple bill. It does two things. One thing it does, it -- it corrects an error in a cross-reference in the statutes. I mean, in one paragraph in the Township Code it says reference -- it references another paragraph and there isn't any other paragraph. So we're correcting that, and we're saying that the -- the second thing that it does, and the most important, it clarifies that an existing tax - I'm not raising any taxes or putting any new tax in - an existing tax for senior citizen services may also be used not just for the services, but to construct, maintain and repair and operate a senior -- a senior citizens' center.

This is a bill that would allow persons in SURS to retire after thirty years of service, and it's a good bill because this -- this legislation is due to expire in 2003. The fear of many is that there are about fourteen hundred employees who, if we don't extend this sunset, would be positioned to retire immediately, and they feel that the impact would be great upon the university system. So that I -- I feel that this legislation would allow these people to remain for an additional period of time within their jobs, and I think that it makes sense for those reasons.

It authorizes certain townships to provide for the construction of drainage ditches by special taxation of real property touching the road near the proposed drainage ditch if more than fifty percent of the affected landowners approve. This is specifically for those townships who no longer have highway districts. They've gone under the four miles of road and their highway districts have been sunset. This allows the township board to provide for drainage in those affected areas, and that would only be in the unincorporated area. It would not affect villages, incorporated towns or cities.
