Yes. Thank you very much, Madam President. This is the annual increase that we offer each year in the Monetary Award Program for grants for full-time undergraduate students and for part-time undergraduate students. This particular increase would be -- this year is around four percent, which would raise it a hundred and ninety-eight dollars for full-time, and for part-time, ninety-nine dollars. This is -- has a fiscal impact in the budget of 9.7 million dollars. I was told today by the Board of Higher Education, Ross Hodel, that this is part of the Governor's budget. I understand that that will be -- that we will be negotiating this as time goes on, and -- and possibly this amount may decrease or maybe even disappear, depending on our priorities we establish. 13 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 76th Legislative Day March 6, 2002 But we do need to have a vehicle by which if there is an increase, that that vehicle would be made available, and I ask for your favorable consideration.

To the bill, briefly. I'm not sure I agree with the sponsor's strategy. I think a -- with so much undecided about the scope of the education budget right now, to send the message that a priority of the Senate is to do the Monetary Award Program over other considerations in the education budget, particularly when we have twenty-two major categorical programs at risk, may be sending the wrong message. And I'd urge the sponsor to consider holding this bill. Either we could amend it into a shell at a later point or we can deal with it in the Budget Implementation Act. I'm just -- as the Appropriation Chairman, with so much unanchored, particularly after the findings that have been announced from the Ec & Fisc Commission, would urge us to perhaps defer this decision.

I think it's kind of a convoluted means by which universities or colleges would decide that they're going to increase their inflation based on what a monetary award is for kids who actually need it. This is for those kids who -- who qualify, who need the -- the funds. I mean, we're not talking about the raising of the -- of the tuition at local levels or at our schools and universities. In fact, if you've followed what's been going on in recent times, we're seeing the tuition go up considerably at -- at our colleges and universities. I don't think this has anything to do with it. In fact, it's -- it's helping those kids who really need it.

Current law does not allow seizure provisions under Tobacco Products Act of 1995. So, when the Department of Revenue investigators take action on a business that has illegal cigarettes, they sometimes also find other tobacco products also in violation of Illinois law, and these investigators need to be able to seize those products, as well as the cigarettes.
