25 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 4/28/2004 Thank you very much, Mr. President. I’ll repeat myself, that this is the first of the supplementals that’ll be coming through this Body as we try to address the concerns and the budgetary problems that this State is facing. House Amendment No. 2 to Senate -- Bill 1271 does three things. One, it provides for one million one hundred twenty-five thousand dollars for -- from the Teacher Certification Revolving Loan Fund. It will restore the line to the original amount as passed by the General Assembly before the Governor’s veto of last year. Funds are collected from fees charged for certificates and are used to provide technology and other resources necessary for a timely and efficient processing of certification requests. The other is a transfer to the Legislative Audit Commission. This supplemental request is to cover a shortfall in the personal services budget for the Audit Commission and comes at the request of the Audit Commission. It is a five-thousand-dollar transfer. The only -- General Revenue dollars that we’re asking for today will go to Department of Human Rights for increases in personnel services, Employees Retirement System and Social Security lines, and that’s for five hundred and seventy-one thousand dollars.

Last night in my district there was a -- a collision between two fire trucks, one from the Village of Stone Park and one from the Village of Northlake. Five firefighters were injured and one firefighter was killed. I would just ask the -- the Senate to join me in a moment of silence for the fallen firefighter and prayers for the families of -- the -- the killed firefighter and those who are recovering.
