What this bill does is amend the School Code to increase the foundation level by two hundred and fifty dollars per student to five thousand and sixty dollars from the current four thousand eight hundred and ten dollars. In the committee, there was no opposition. It passed out of our committee unanimously. It passed out of the House 111 to nothing. I’d be glad to answer any questions.

Thank you, Madam President. I rise in strong support of this bill. I want to remind the Members of the Body that the Education Funding Advisory Board recommended that the foundation level be increased by a thousand dollars. The Governor, in his first year, indicated that he was committed to doing that, and last year, we were able to increase the foundation level by two hundred and fifty dollars. Now, this second year, with this bill, we’ll be able to increase it another two hundred and fifty dollars, making it possible for the Governor to keep his commitment towards increasing that foundation level by a thousand dollars over -- over a four-year period. I recognize that there are numbers that have changed and the original number that this would cost about four hundred million has been reduced; therefore, there will be additional dollars out of the four hundred million that the Governor put in his initial budget. There will be additional dollars to work with. We have other issues out there. We have the poverty grant, the hold harmless amount that we have to consider. We have categoricals that will need to be considered. We’ve got early childhood education that needs to be looked at, and I think we’ll be able to do that. But we must do what is most important here, and that is, send a bill to the Governor that establishes the increase in the foundation level, which is the best way to get 19 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 4/29/2004 dollars out to our school districts. And of course, we will be dealing with the categoricals and with these other areas down the road. So, I -- I urge you all to support this. Let’s get it to the Governor and make sure that this step moves us towards reaching an agreement on the overall funding for public education in the State of Illinois at the elementary and secondary level. Thank you very much, Madam President. I rise in support of this -- this measure, and I am particularly comforted by Senator del Valle’s remarks about -- that -- you know, pointing out to us that this is simply a piece, a significant piece, of a overall funding package for education. The foundation level is vitally important, but we also have the poverty grants, yes, and we also have the hold harmless, yes, and we also have the categorical funding components. So, there is a -- kind of a big picture here, and this is not the -- the ordinary practice. In the past, the Governor would come forward with sort of a comprehensive plan for funding and we would kind of balance the foundation level commitment with other commitments that are required. But this is essential. This is important. This is a big part of the overall package, but I -- I enthusiastically vote for this, as I wait for other parts of the package in order that our education commitment will be complete. So, please vote Aye.

Yes, Madam President. To the bill. I just wanted to echo what Senator Cronin said, that as somebody who represents suburbs, we have to be mindful of the categoricals, and we are all interested in seeing the foundation level raised another two hundred and fifty dollars. But I think it’s very important that we also, later on, address some of the other components of education funding.

Well, I spoke to the Governor yesterday about this. He’s very interested in this. I told him my arguments for signing it. He said he’s -- he’s going to wait for the bill to land on his desk before deciding what to do, but he said he would take my arguments under advisement.

Well, I don’t have all of the figures with me here. They’re just off the top of my head, but I think we made a commitment last year to early childhood education that was like a ninety million dollars over three years. So, that’s -- let’s just add thirty million dollars to the figure here. Categoricals - I -- I’m not sure that I understand totally what that might be, but if it’s a hundred percent, I think that’s close to a hundred million for -- for the categoricals? I guess that’s a question.

The book of the month club, that program - and I’m sure that -- that’s supposed to come out of the education budget - I understand that’s about twenty-six million dollars. The -- or, I’m sorry, the poverty grants were mentioned. What is the price tag on the poverty grants, and while we’re at it, throw in the hold harmless? What is the -- the cost there also, too, Senator?

The poverty grant cost for next year is 16.5 million dollars. On the issue of the books each month - I’m informed that we’re looking for private sources to fund that - I think the first year of that is nine million dollars, is what I’ve been told, but that would be funded outside of the budget, is -- is what we’re trying to do.

Okay. I’ll just take the twenty-six million out. We’ll put that over there in some other category. Okay. So, we have six, eight, nine -- we’re at four hundred and ninety-six million and the Governor, I guess we all know, yesterday or the day before, said he wants his budget passed. So, we’ve got four hundred and ninety-six million. He’s -- he’s allocated four hundred million, and I think there’s probably some other pressures there that I’m not even sure of. I think the pension contribution, maybe generally, is part of education. Haven’t even talked about that. So, where is the Governor? I mean, what does he want us to do? He wants us to pass his budget, four hundred million dollars. We’re going to do -- allocate three fifty here today. I mean, I’m just confused, I guess that’s all. And I’m -- I’m -- I don’t know -- I haven’t had the opportunity, as you have, Senator, to have a conversation with the Governor. He’s -- he’s not necessarily made himself available to me, which is also a disappointment. But how do you figure -- four hundred and ninety-six million, how do you cram that in to four hundred million that he’s actually allocated?

Well, Senator, you know, at the end of the Session, a lot of things happen. It’s kind of like Vince Demuzio used to say. He said, “Things go bump in the night.” And that’s what we’re going to be doing in the next month. We’re going to be working on finding more money for education. In fact, when I talked to the Governor yesterday, he did say there -- there could quite well be more money available to us as we go forward. It depends on what the Legislature passes.

Just one final comment, I guess. I just must have misread and I don’t understand his message that he sent us then, because he’s pretty adamant about passing “his” budget and that would be four hundred million dollars for education. And obviously not all -- all this can fit into the shoe, you know. We -- we don’t -- it -- it isn’t going to be there, unless he obviously says there’s going to be more money available later - then that’s not his budget. So, I don’t -- I’m confused, Senator, and if you can ever enlighten me on that and help me out with that, I -- I would appreciate it. Thank you, Madam President. This doesn’t happen often. It happened a couple times during the course of the Session, but I have to really echo the words of Minority Leader Watson. The -- raising the foundation level is a great idea, but to eat up almost three hundred and fifty million dollars of the four hundred million dollars in the budget I think is really wrong- headed. We do have a commitment to early childhood education for thirty -- thirty million dollars, at least, this year. Senator Watson talks about the categoricals, another hundred million; the pension contribution, the whole other host of services that -- that need to be funded. So, I -- I -- I think this is really one of those bills that sounds good, we’re doing something, but is not -- really does not make sense within the amount of money that we have to spend on education this year. So, I’m going to vote Present on this, because I -- I think we have to have a closer look at priorities and I don’t want to see us shortchanging the poverty grant, shortchanging early childhood education, shortchanging categoricals as we try, in this very tight budget year, to fund education.

Thank you, Madam President. Let me just say that the Governor’s original budget proposed a four-hundred-million- dollar allocation for education, and he said to us in the Legislature, “You guys, you decide how you want to spend it. You set the priorities.” And that’s what we’re doing today. Certainly we’re working to get more money in the education budget. We’re going to continue to do that till the end of May. That’s our main goal. But this issue itself is extremely important. This would be the earliest passage of a major education funding bill in -- in my twenty-two years here in the Senate. This will allow our local school boards to decide what they’re going to have available for them coming -- in the coming year. This may lead to many school boards not laying off 24 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 4/29/2004 teachers and then rehiring if they know in advance how much money they’re going to have. So, I think that’s really important. Secondly, it keeps our commitment that we made, as well as the Governor, to try to reach the Education Funding Advisory Board goal of over fifty-six hundred dollars per student available to every student throughout the State of Illinois. We did that last year with a two-hundred-fifty- million-dollar increase. This is our second year of keeping that pledge. I think it’s important that we keep that pledge. This also, as a third important factor, shows the Governor and shows everyone in Illinois that we in Springfield are serious about settling this budget. We’re not going to stay here till June. We’re already getting a major issue off the table, and that’s funding for our kids. Every one of us, when we’re back in our district, are asked the question, “Is education the top priority in Springfield?” and we say, “Yes.” Ladies and Gentlemen, this is the first budget bill passed out that shows this is our number-one priority, and I urge you to vote Yes.

I found no personal flaw in Mr. -- Fanning; however, our rules do require that all nominees contact the Chairman and the Vice Chairman and the Co-Chairman, Senator Geo-Karis, and discuss their positions on the issues. Mr. Fanning failed to do so; therefore, we recommend that he be rejected.

Again, Senator, just in connection with the protocol that was adopted about -- and a Member’s right to, perhaps, insist that the person be held for purposes of -- of a hearing, when -- when you adopted the protocol when you were appointed Co- Chairman of the Committee on Executive Appointments, an individual Senator could, in fact, hold the -- the -- the process if the nominee did not or refused to meet with -- with that Senator or Member of the Committee. I -- I find it very difficult to recommend anyone who I haven’t had the opportunity to speak with, who hasn’t spoken with the Chairman or the Vice Chairman of the Committee.

Well, then I -- I would just like to speak to the Senate in connection with this nominee. I do not know the gentleman. I’ve never had the opportunity to meet with him. I never had an opportunity to question him in any way, shape or form. But it does seem to me that there’s a -- the road that we are embarking upon which may not necessarily reflect favorably upon this institution, and that is to -- to simply, literally at random, pull a person out and decide that he should not be recommended merely because he chose not -- or, for some reason his schedule and a -- and a Member of this Senate’s schedule did not coincide. If, in fact, it turned out to be that this person had voted wrong, that -- even in connection with a pending matter that was before that person’s particular board, that makes the precedent even that much more dangerous, that we would yank an individual for that reason alone. I can’t say whether he’s a good nominee or a bad nominee because all I have is printed paper and we never even had the opportunity to question this gentleman. So that I would recommend that the vote that we have, at least on this side of the aisle, is the same that we did in Committee, and that’s to vote Present.
