Yes, thank you, Mr. President, Members of the Senate. This amendment was approved by the Judiciary Committee. The -- it deals with the State Employee Indemnification Act. The -- before the Department of Corrections and the Department of the Juvenile Justice separated, the Department of Corrections had the benefits of the State Employee Identification {sic} Act. And when we separated those two departments, the indemnification didn’t follow over to the Department of Juvenile Justice. So all this bill does is to reinstate the benefits of the State Employee Indemnification Act to the Department of Juvenile Justice. Move for its adoption.

Thank you, Mr. President, Members of the Senate. The bill, as now amended, is the result of a task force that was created 18 STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 154th Legislative Day 5/8/2008 last year by the Governor after the very tragic incidents at Virginia Tech. The task force was created, of which the title of the task force is the State of Illinois Campus Security Task Force. And the task force is comprised of top leaders from around the State of Illinois in -- in the areas of education, mental health, public safety and law enforcement, along with the input and the leadership of the Illinois Emergency Management Association {sic}, the Department of Human Services, the Division of Mental Health, and the Attorney General’s Office. The task force made recommendations as to how -- what we can -- what steps can be taken to address security and safety issues on our higher education campuses in the State of Illinois. And those recommendations are included in the legislation that we’ll be addressing here today. Specifically, it -- the legislation creates the Campus Security Enhancement Act of 2008. Under this Act, all institutions of higher education in Illinois, both public and private, including community colleges, are required to work with their associated municipalities or counties and their emergency management associations to establish emergency plans for the campuses. The bill also requires institutions to establish violence prevention protocols and committees. This is to be done in cooperation with the local mental health departments and first responder agencies. IEMA will be required to provide any assistance to the institutions to establish those policies. I’ll be more than happy to answer any questions.

To the bill: First of all, I’d like to say that I think we all agree that we need to -- to move forward this type of legislation. It’s something that many of our State institutions are already under way with. But certainly this will help provide added incentive to -- incentive to move forward. I would like to -- just a word of caution relative to some of the concerns that -- that we do have. This could be considered another unfunded mandate on our universities, which just two days ago were told that they were not going to receive their last payment of the fiscal year. And I know that that adds up to a lot of money throughout the State. And we just need to be aware of that. I’m -- also have a concern that this would come out of a capital program. And, certainly, I think anytime we use operational expenses -- or - excuse me - capital funds for operational expenses that raises a red flag to me. Having said that, I think this is something that we need to do; we need to pursue. Appreciate Senator Sullivan bringing the bill forward and certainly encourage an Aye vote. Thank you.

So, I appreciate the questions of Senator Burzynski with regard to the cost of the program, but let’s understand as well that many of the campuses have already put forth a -- a security -- have put forth security measures and basically this codifies and -- and establishes a set of guidelines in -- in working with local emergency management. And what this does is it increases by ten percent the sheltered care rates which will be in effect on June 30th of 2008.
