Thank you, Mr. President, Ladies and Gentlemen of the Senate. House Bill 4705 is our Preschool for All legislation. What this bill does is just actually extends the sunset date to 2010. When we first enacted Preschool for All, we made it a program that we would come back and revisit. I’m sure all of us would agree that our preschool children are a part of our top priority in making sure they’re educated properly and ready to perform at the level they should be at at kindergarten. And I’d be happy to answer any questions.

Thank you. Senator, I -- there’s always a reason that we sunset these programs and then we come back and say that we’re going to extend them. Is there any proof that the program has done what the -- its supporters said it would do? Is there any substantial, quantitative proof?

Thank you, Mr. President. Well, Senator Burzynski, based on the data that we’ve received from the Voices for Illinois Children, the Ounce of Prevention Fund, Action for Children, Fight Crime: Invest in Kids in Illinois, our Chicago Metropolis 2020 and Latinos United organizations - these are the organizations that have the capacity to provide data and get the research that we need - and from my understanding, the National Institute for Early Education Research gave Illinois, our pre- kindergarten program, a grade of nine points out of ten on its Quality Standards -- Checklist for 2006, which is really amazing considering we’ve been ranked fifty-one, fifty-two, fifty-three and -four and failing in how we educate our children. So, to have an -- a score of nine out of ten, I believe we’re headed in the right direction.

Thank you. And -- and it’s not surprising that those organizations, which are strong proponents of early childhood 28 STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 155th Legislative Day 5/13/2008 education, that are strong proponents of Preschool for All, universal preschool, would -- would be supportive and -- and show that kind of ranking. What about the Illinois State Board of Education? Do they have any data that would indicate that students are -- that have been enrolled in -- in a lot of these preschool programs are better suited for school at this point?

Yes. What I’m seeing is that their report of their findings is due on November 1st, Senator Burzynski.

Thank you, Mr. President. To the bill very quickly then: You know, it -- it just seems to me like it would be good if we would wait and see what the reports are, the findings of the reports, before we’d extend some of these programs. But, thank you.

Senator Lightford, it’s my recollection that when this was originally passed, that in terms of funding, there were going to be grant applications submitted to the State Board 29 STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 155th Legislative Day 5/13/2008 of Education and then the State Board was going to make those awards based on a certain set of criteria. Is that -- is that accurate?

Thank you. Mr. President. Senator, then it -- it would be important, I think, in deciding whether or not to vote to take the sunset off, to know what the geographic distribution of the grant funds have been. And I don’t know, maybe that information is before some of the Members here in the Chamber. I don’t have that information. I don’t know that the Members on this side of the aisle have that information. Can you go through, if you have that information, the details of where that grant money has been distributed?

Senator Righter, in the Illinois State Board of Education Fiscal Year 2009 Proposed Budget, there’s a complete breakdown of the Early Childhood Education program here. It starts with FY’06 when it was first funded and it shows that downstate Illinois projects received two hundred and sixty-six grants in the area of birth to three prevention initiatives and parental training projects. FY’07, that number increased to two hundred 30 STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 155th Legislative Day 5/13/2008 and seventy-two, and the estimate is two sixty-two for FY’08. Three- to five-year-old pre-K and parental training projects - five hundred and twenty-six for the downstate Illinois area; five hundred and -- and that was in FY’06; five hundred thirty in FY’07; with the estimate of five twenty-seven in ’08. And then three to five Preschool for All projects - zero was in ’06 for that area downstate; a hundred and one in ’07, and that was the second year, when we added additional funding; and then a hundred -- one hundred and seventy-nine - so another seventy- eight grants additional - in FY’08. And then in the Chicago -- the total number for children served - downstate, fifty thousand four hundred and fifty-two children in the first year; fifty- five thousand eight hundred and sixty children in the second year; and the projection of fifty-nine thousand three hundred and ten. And in the Chicago public schools, twenty-six thousand fifty-six children in FY’06; twenty-nine thousand three hundred and twenty-six children in FY’07; and thirty-one thousand one hundred and twenty-five children in FY’08. And -- and these numbers are awesome to see that we have a -- a great need here. We’re servicing over almost ninety thousand children in Early Childhood Education who would not normally be -- receive any type of academics prior to kindergarten.

In totaling up those numbers, I remember in an Appropriations hearing coming to the conclusion, looking at the analysis and then discussing it during the meeting, that it was -- that there was a cost per 31 STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 155th Legislative Day 5/13/2008 student or participant in preschool of ten thousand dollars per year per student. Can you -- can you re-summarize just the total number of kids in the program in Illinois and the total number of dollars that are spent?

Let me be sure that I understand what you’re asking first, Senator Lauzen. Of that ninety thousand students, you’d like to know a amount per student that has been spent on them over the last three years?

No, actually it’d just be what you just read -- read off - ninety thousand kids are participating in the program. And then, what is the total budget for the program? So that there’s a -- a cost - you know, the total cost or investment in that program divided by the number of kids equals the cost per child.

The FY’08 amount -- appropriation was 347.8 million with a change from the prior year of twenty-nine million dollars. So we did an increase for twenty-nine million dollars in our last fiscal year, which is a -- which was a 9.3 percent increase.

Senator, I don’t know what you mean by unbiased, but, you know, I’m led to believe that children are arriving at kindergarten more prepared to learn than not receiving this service. If you take note to the fact that most of the kids receiving this are at-risk children of academic failure, children whose family income is less than four times the poverty guidelines, and I believe that would give a clear indication that they may not be as prepared as a child who may not have a 33 STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 155th Legislative Day 5/13/2008 financial hardship at home or a child who comes from a home that is at risk for academic failure. I believe that our universal Preschool for All program is an awesome program, is something that we should be proud of here in the State of Illinois, and not a program that we should continue to provide questions based on the fact that it’s an idea that the Governor initiated a couple years ago. We should rise above that and give all of our children an opportunity to arrive in school prepared to learn at an early start at an early age.
