Thank -- thank you, Mr. President. Senate Resolution 129 addresses the fact that the American economy is in dire straits. We are involved in two wars. Both of these wars are costing us an awful lot of money, as well as America’s most valuable asset, and that’s our people. So all this resolution does is send a message to Congress, just like we did on the war in Iraq, that 5 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 45th Legislative Day 5/7/2009 we should reconsider continuing to fight for people in Afghanistan that do not appreciate our sacrifice, in my opinion. We could take that money that we’re spending - a trillion dollars - and spend it in the United States of America. If we really look at history, we have to admit that they have been fighting over there for a thousand years before we got there and they’ll probably be fighting for a thousand years after we leave. So this simply says that we should reconsider continuing to fight the war in Afghanistan. And I’d appreciate an Aye vote. I’ll be happy to answer any questions.

Thank you, Mr. President and Ladies and Gentlemen of the Senate. I don’t have a problem with the message that Senator Hendon is -- is trying to send about our priorities - that it’s certainly better to spend the money domestically than in some foreign war. But I do want to point out, because we as State legislators are not privileged to the intelligence reports that President Obama is, that President Obama has sent seventy thousand more troops to Afghanistan since he took over from George W. Bush. I don’t have President Obama’s intelligence reports. I don’t understand why the Commander in Chief sent these some seventy thousand new troops to Afghanistan. He ran against the war. But he sent thousands, tens of thousands of new troops recently to Afghanistan. And while I agree with what 6 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 45th Legislative Day 5/7/2009 Senator Hendon wants to do here, I’m not sure the State Legislature is a place to be second-guessing how many troops my friend, our former colleague, the Commander in Chief, is sending to Afghanistan. So, you know, I understand we all got to do what we’ve got to do and I certainly think we ought to spend the money domestically rather than be in some war. But, you know, these kinds of resolutions are not really the purview of the State Legislature. And I just want to point that out so that if we want to get into these kinds of things we probably have no background in, we ought to rethink whether we put in these resolutions. But you got to do what you got to do. I agree with what he wants to do. I agree with what Rickey believes, in terms of expending the money here in America, as opposed to a foreign war. But I did want to point out, we don’t have the intelligence that President Obama does and our former colleague has just sent tens of thousands of new troops to Afghanistan recently.

Thank you, Mr. President. I just want to remind Senator Dillard that when George W. Bush was President, we had a similar resolution on the war in Iraq and we voted it out of here 59 to nothing. Senator Dillard, you -- you voted for it. Just because the President is now a Democrat, I’m not going to be a hypocrite and say, well, just because he’s a Democrat or because he’s the first African-American President that I’m going to just go along with -- with -- with -- with his opinion. We didn’t 7 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 45th Legislative Day 5/7/2009 have all the information that President Bush had, but we recognized the fact that we were in a foreign country fighting this war, which -- which really we can accomplish only so much. At least in Iraq, I also want to point out, that the -- we did have some natural resources to fight for. There was some oil over there. The only thing we’re getting out of Afghanistan is cheap heroin that is all over the streets of the City of Chicago, all over your area. They have more overdoses in Joliet than ever before. These are all numbers from the Department of Public Health. All -- ninety percent of the world’s opium, coming from Afghanistan. So we’re sending our people over there, exposing them to this high, potent drug. Hooking our brave men and women in the service on this narcotic, to come back to America and they can’t even find a job. So what are we fighting for in Afghanistan? That’s what we have to look at. All we’re getting is cheap heroin. It’s ten times more potent than what we had on the streets before we went over there. It’s all over Chicago right now, all over Joliet, Decatur, Danville, you name it. It’s coming from Afghanistan. So why are we fighting for them? Why? It makes absolutely no sense for us -- our children to be over there dying for these people who don’t even like us, who don’t even want us over there, who have been fighting a thousand years for their own personal, religious and ethnic problems and reasons. To close, Ladies and Gentlemen, I’m asking you to do the right thing. Don’t take into -- well, he’s a Democrat or he used to be here, so maybe he’s right. All we’re saying is that we could spend this money better and that our children’s lives are much too precious to be wasted in that country. I, today, had the privilege of attending the memorial service for those five policemen and it was a wonderful service, but it came to me of a dear old friend of ours that had served here for thirty years, a man whose birthday we used to celebrate - his and mine together - Vince Demuzio, who gave so much to this Body and who did so much good. He became the Majority Leader. He was the Chairman of the Democratic Party. And I remember he also was a Political Science man that was teaching at the community colleges. And I recall it well, because when I first came here, I knew an awful lot about local government, but 11 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 45th Legislative Day 5/7/2009 I truly didn’t know a lot about the legislative Body. And it was Vince who had encouraged me. Mr. President, yesterday, a constituent of mine that many of us are -- should be familiar with, if we’re not familiar with, passed away at the age of a hundred and one years old of heart failure. This was Leon Despres, who was a giant of independent politics in Chicago. He was a 5th Ward alderman. He was a champion of political reform, way before we started talking about political reform down here. He challenged the notorious Chicago machine when it was unthinkable to do so. He was a champion of civil rights. He was a -- a force in the labor movement. And I think it’s fitting, at this time, then, where -- where -- where we’re looking at what political reforms should be embraced in our State, that we have a moment of silence for Leon Despres.

Thank you very much, Mr. Chairman {sic}. It gives me great pleasure to be able to remind the Senate Body of one of our former colleagues, Peter Fitzgerald. Senate Joint Resolution 34 recognizes his service not only to the State, but to the country. You know, unfortunately, although it’s true that Illinois has a hard-earned and now national reputation for a few politicians in both political parties who have engaged in flagrant public corruption, abuse of the people’s trust and cronyism, we, however, have native sons and daughters who have distinguished themselves in the defense of the nation - Abraham Lincoln; protection of the Constitution - Ronald Reagan; fulfillment of the promise, original promise of our Declaration of Independence - in Barack Obama; and uncorruptible service to the people - in Peter Fitzgerald. It was necessary that former United States Senator Peter Fitzgerald and former colleague of ours in the Illinois State Senate -- that Peter Fitzgerald acted boldly and courageously to shake up the political establishment and the endemic culture of corruption by choosing an independent person of impeccable integrity and honor and the hardworking federal prosecutor in Patrick Fitzgerald. I would ask you to join -- join me today in honoring Peter Fitzgerald, who, by the way, is enjoying his life after politics immensely with his wife Nina and his son in northern Virginia. But I -- I’d appreciate your consideration of this resolution.

This resolution urges President Obama, our congressional delegation and the U.S. Department of Transportation Secretary to increase the personal net worth limitation in the Disadvantaged Business Enterprise program to two million dollars. This is where the program already is at in the City of Chicago, for example. And it will help us get a bigger pool of qualified DBE firms to perform the work that is being funded through the federal stimulus program.

The 95th General Assembly adopted House Joint Resolution 66, which directed the State Board of Ed, the Board of Higher Ed, and the Office of the Governor to jointly appoint a task force to recommend a sequence of strategic steps to implement improvement in school leadership preparedness in this State. The Illinois School Leader Task Force submitted a report to the General Assembly in February of 2008 outlining specific strategic steps to reform Illinois’ school leader prep programs with the goal of increasing school improvement through instructional leadership.
