It is my distinct honor and pleasure to fill in for Treasurer-elect Rutherford who could not be with us here today 7 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 129th Legislative Day 11/16/2010 to introduce to you a tremendous group of young people from Gibson City in his district. The people who stand before you have worked diligently on an issue that matters to all of us, particularly all of us who have -- who -- who have friends who have children who just got their licenses. In my case, I have a boy who’s been driving for about forty-five days now. We all know people like that. And we all know that the accident rates among those younger, more inexperienced, drivers are higher than the population as a whole. These kids know that. They and their teacher, Judy Weber-Jones, have worked as part of a national competition to put forth ideas and publicity on the importance of driver safety. Unlike everyone else in the country, the students here from Gibson City find themselves at the top of the heap. They are the ones who performed better than any other group in the country when it came to promoting issues of teen driving safety. They are to be commended for that. And I want to take a moment and introduce to you and let you hear a little bit from the student leader, Jacob Dickey. Jacob.

Ladies and Gentlemen, you know, every -- it seems like every Session we have an endless number of bills wherein, by passage of those bills, we hope that they will positively impact young people who are driving on the roadways, but we can pass as many bills as we want, if we don’t have buy-in from young people saying this is the right thing to do, then none of that will really matter. Thank you, Mr. President, Ladies and Gentlemen of the Senate. This bill merely begins the threshold for this excessive speed penalty to apply to thirty-one miles per hour in over the posted speed limit. The reason for that is Cook County and many other counties in Illinois have preprinted forms with the stated fines being twenty-one to thirty. They’d have to spend thousands of dollars recomputer -- reconfiguring their computers and buying new forms and it’s easier for us to do this.
