Mr. President, if I could just bring the Body’s attention to the -- the loss of a young soldier from my district a few weeks ago. In fact, we had the funeral last week. Army Sergeant Michael Bartley, of Barnhill, in Wayne County, Illinois, lost his life on January the 15th of 2011 in Iraq. Young Michael Bartley graduated from high school in Fairfield in 2007 and immediately enlisted in the Army. And over those last four years, he came back many times to Fairfield and told some of his teachers, and even the superintendent of the school, that the best thing that he ever done in his life was joining the United States Army and defending this country of ours. The ironic thing about young Michael -- Michael Bartley, it -- just 87 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 a year ago and five days to the day that he lost his life in Iraq - they both attended the same church - but we had a young Marine Corporal Lowe who lost his life last year, a year and five days apart from Michael Bartley. And they both attended the Orchardville Church in Wayne County. But really something that’s very unusual, that’s the third life of those church members that have given their life for this country of ours. So, I would just like for the Body to give a moment of silence for young Michael Bartley who gave his life so that you and I might have the freedoms that we enjoy today.

But, it -- it really is a privilege to see my good friend, my flying 102 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 mate and colleague of many years back here again. I -- I really don’t think he’s ever leaving. I think it’s just a figment of our imagination. But, on a serious note, I want -- I want to say -- personally, I want to say thank you to Senator Viverito for something that I don’t even think he realized. Many years ago, I -- I -- I came to the Senate and I probably was as cocky and brash as every new Senator is when they come into the Senate. And we have all the answers and we’re going to solve the world problems. But Lou kind of pulled me over to the side and talked to me. And he gave me some advice and I -- I adhered to that advice. And -- and I got to tell you, Lou, it probably was some of the best advice I ever got. And I don’t think I could’ve exceeded to the place I am today and got the things I got done if I would not have listened to that advice. And I personally and publicly want to say thank you. And I want to tell you the best of luck. Hope to see you in a lot warmer weather. And hope to see you on the golf course many a times. And the best to you and your family and Godspeed to you.

We’ve shared a lot of communities over the time and we’ve worked together and you’ve always been such a gentleman and so helpful and fun to be around. I know we’ve shared some dinners and plays together, which has been fun as well. But I’ll tell you, the thing that I’m going to miss the most about you is going and sitting on that little stage at the West Suburban Chamber of Commerce early in the morning, and you and I sit next to each other and we chit-chat a little, and I always walk out smelling like your cologne. I won’t have that anymore. So, Senator -- Senator Landek, I hope you have some good cologne. Now I do understand that you will be driving -- Senator Viverito, you are going to be the new driver for Senator Landek. That’s what he told me the other day. To the resolution, Madam President, Members of the Senate. As -- as many of you know, I -- I very seldom get up and say goodbye to folks, and that’s generally because I don’t usually get up and say hello to folks. As -- as -- the deal is, I don’t like many people, and when Lou came down here, I certainly didn’t like him. One, because he -- he took the place of one of our dear, dear friends, Gary LaPaille. And we all know how much we loved him. So, when Lou came with his whole full head of hair, you know, like -- throwing it around like some kind of a Revlon model, you know, I mean, it wasn’t really -- you know, like, where’s the -- where’s the meat in this guy? Where’s the beef? Well, there’s a lot of beef to Senator Viverito. As said by other Members, he befriends you and -- and, as your friend, he advises you. And he gives you good advice. He’s -- I mean, his leadership was certainly appreciated by former President Emil Jones. How many times did he kick you out of Leadership? Oh, yeah. Right. But, I mean, not many people actually aggravated Emil Jones as much as this guy did. It had something to do with his defense of somebody in the 13th Ward when -- who -- who we -- how dare you? But that’s to show you his friendship. Even in our caucus, he did not turn his back on anyone, even though it might have been popular in our caucus to say a lot of bad things about those people on the other side of 105 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 the Rotunda. Lou loved this process. He’s always wanted to see it work for all of us. And he knew that the only way that it could work efficiently, the way it’s supposed to for all of us, is that all of us work together. So it was not just bringing us together in this Chamber, but also bringing -- or taking us so we can, at least, get some kind of working relationship with those other folks on the other side. You -- you’ve been a good knight for them. You’ve been -- you’ve led the fights here in Springfield for your constituents, for all the people of the State of Illinois. Again, we’re going to miss you. Going to miss your voice. We’re going miss your lovely wife who used to come down here. Most of us come down here and, like it or not, admit it or not, you come down here ‘cause you don’t want to be with your spouse. You know, and -- and they usually, they don’t mind us coming down here ‘cause we’re not with ‘em. They’re glad when we’re gone. But Lou would bring his lovely wife down here, who -- who is -- who is just as kind and as bighearted as -- as he is. So if -- I will miss her more than I miss you, Lou. Just -- one, her smile and -- and, just again, you’re -- you’re good people. You’re part of this family. Always will be part of the family, and look forward to working with you in -- in whatever endeavor you so desire. Thank you.

Lou -- Lou, you’ve been a -- a friend and an adviser for me for the eight years that I’ve been here, and actually a little bit before that time, because when I was actually running for this 106 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 position, I called you up and we had some conversations about -- and you gave me some advice as to how to campaign and so on and so forth. And, Ladies and Gentlemen, I don’t know if you’ve noticed it, but Lou is still campaigning. He’s working the Floor even as he’s leaving here today. He’s going around shaking hands. So once it gets in your system, I know it’s hard to leave. But, Lou, you’ve been just a -- a great friend, an adviser on -- on many, many issues for me over the years. Senator Trotter, I think, summed it up, your relationship with your wife, you know, and that’s something that I think everybody here understands what it means -- what it means to you to have such a wonderful lady like Carolyn to -- to be a life partner for you, and -- and you give all of us, you know, great hope in that -- in that endeavor. You know, just your decency, your -- your honesty, you’re trustworthy, a man of your word. I -- I tell you what, Lou, we’re going to seriously miss you. To -- to the new Senator Landek, you -- I told him earlier, he’s got some -- you got some big shoes to fill. And I know that you can’t actually do it, at least not yet. It’s going to take a lot of years and a lot of experience like Senator Lou has. But, Lou, thank you for your friendship, your advice, and my best to you and your wife.

107 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 It’s a great honor to speak today on behalf of this motion. This great Chamber, which has been in existence almost two hundred years, has a certain mystique. Yes, it has elected some scoundrels. It has -- people who have served here have been dunderheads, some of them. But many of them, most of them, are statesmen. And I would class Senator Viverito as a statesman. Although I would remind him that Harry Truman once said a statesman is a dead politician. But he exemplifies what’s best about politics. He exemplifies what is best about Chicago. Chicago has been given an image over the decades. “The Chicago way”, as we noted in the words of Sean Connery, you -- if he brings a knife to the fight, you bring a gun, et cetera. Well, Lou Viverito exemplified the other Chicago. He exemplified, as Senator Sullivan pointed out, decency. He exemplified integrity. He exemplified a basic civility to everyone that he met, whether they were a citizen or whether they were the Mayor of the City of Chicago or the Governor of Illinois. He exemplified the ethic of those who serve in office in a democracy. And he exemplified, in many ways, as I’ve said, the City of Chicago. To look at Lou, to listen to Lou late in the evening after several Scotches, was truly a gift. It’s a gift that you wanted to wrap it up and put it back under the tree after the midnight hour, but it was a great gift. And he -- he exemplified -- he reminds me of the -- two of the great songs of the last fifty years. When he started life as a patriot serving his country, became a husband and a father, served in all those capacities with distinction - but he exemplified the song by Frank Sinatra, “It Was a Very Good Year”. And as curious as that may be, it’s a very important seat, because when Lou Viverito gets on the State plane and somebody’s in that seat, you -- he lets them know immediately and they are gone, because that is Lou Viverito’s seat. Lou’s seat here will never be gone. He may be gone, but his presence and all he has done for us will be with us forever. And we wish you the very best of luck and I, personally, am going to miss you. Some of the words we’ve heard 109 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 today to describe Senator Viverito: gentleman, friend, adviser, statesman, and even Liberace - even Liberace. I -- I got to say, every one of those words is absolutely one hundred percent correct in describing you, Lou. Your caring compassion, the caring compassion in which you do your job, both as a State Senator and as the supervisor of your beloved township. When we hear Lou Viverito talk about the services provided by his township back home, you know, your eyes light up and you can just see how big your heart is when you describe those services. And, of course, we know what a family man you have been. And you’ve been kind enough to share with me and others around the dinner table some of your -- your stories growing up, and your folks, and your siblings. And -- and you’re a guy, Lou, that never, ever forgets where he comes from. Never, ever forgets his roots. Never, ever forgets why we’re all here doing this job. And so, as others have said, thank you so much for imparting your wisdom, of being such an example of how to carry yourself in this august Body, of how to make a difference back home, and most importantly, how to be genuine, real, and a hell of a lot of fun to be with. I just want to thank Senator Lou Viverito. You know, Lou - - Lou Viverito is a rarity in government today. He’s actually 110 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 served thirty-eight years - thirty-eight years. That’s a remarkable time to be elected. And, you know, in this Body, where we have a lot of really bright scholars and people with degrees from Yale and people with degrees from Harvard and degrees from Illinois and Loyola - that’s one? - Loyola, Lou Viverito has a high school degree. And I’ll tell you what, he was a man full of common sense. He always knew what to say and when to say it. He always fought for seniors. And I want to point out another thing, too. You know, as Lou rose from a Stickney supervisor to the Assistant Majority Leader of the Illinois Senate with a high school degree, you can do anything you want in this great country, and Lou’s proof of that. And I would tell you, I’ll never forget the day when Lou walked in here and didn’t have any hair. Senator Viverito had his locks shorn for the St. Baldrick’s Foundation and that was a great moment for me to see. But I think, you know, I want to -- I want to make sure that I talk about one thing before I close. I want to talk about the real leader in Lou Viverito’s life. And we tease a lot in this Body, you know, that Senator Viverito is a man who works closely with the Speaker. But I want to talk about the real leader in Lou Viverito’s life, and that’s his government. Lou served in the Korean War, a three-times {sic} decorated Korean veteran. I want to salute you for that, sir.

I don’t know if I -- I can add any more attributes to this young man who sits before us today, but Lou Viverito has been more than a friend to me. He has actually been my godfather, in the sense that when I ran for office, I took in portions of Viverito’s old district. And I remember traveling to the southwest side in -- in some of the Stickney area, and when I walked in, the first thing he said to me, he said, “Stick with me kid and you’ll be all right.” Because a lot of times when we go into communities, I didn’t look like anyone. When I looked out into the audience, I didn’t look like any of his constituents. And I’m sure that some of my experiences have been different. But I want to speak to the quality of this man who welcomed me with warm and open arms and made me feel confident that with Lou behind me I would be successful in carrying on his legacy and exemplifying the person that he is. He is more than a politician. He is a public servant. He is truly a statesman. He’s a superb human being with sterling qualities of character, faith, family, loyalty, and his word has truly been his bond. So, Lou, I’m sure I’m going to interact with you, because whenever I come into your area, I’m sure you’re going to be there to welcome me as well. So I thank you for being such a wonderful individual and wonderful example of what we can accomplish when we put the concerns and the issues of our constituency first. So I thank you for being so exemplary.

SENATOR SCHOENBERG: Senator Viverito, I not only had the opportunity to sit in your seat this morning on the way here, but more importantly I’ve had the opportunity to occupy an office that you once had here in the Capitol. I’m in Suite 218 and I have vestiges of two great leaders from the Illinois Senate. I have former Senator Jim DeLeo’s signature pinstriped wallpaper and I have Senator Viverito’s barber’s mirror on the back of the door. And even though I’ve been in that office for several years, I never moved that barber’s mirror. I never felt it was my place to move that barber’s mirror, even though it was my office. I always felt like I was borrowing it from someone who had taught me so much over so long. I first -- well, Senator Viverito - our dear friend Lou - has been a leader not just in local government for many years; he’s been a leader in the Democratic Party amongst suburbanites for many years - before it was popular for Democrats to be a -- to win many offices in suburban Cook County. Stickney Township was an area that Lou Viverito had transformed through sweat equity, attention, good listening, and proven results. And I got to really know Lou through -- it was Bill Bradley who brought us together. I had met Lou, we had dealt with each other from time to time, but it was really former U.S. Senator Bill Bradley who gave me the opportunity to get to know Lou Viverito as a friend. For some inexplicable reason, there was a small cadre of dissidents who did not want 113 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 Al Gore to be the Democratic nominee for President. We instead lined up behind our stalwart, Bill Bradley. Well, Bill Bradley, as you know, didn’t do very well in many Democratic primaries. In fact, by the time we got to the Illinois primary, Bill Bradley was formally out of the race. But wouldn’t you know that in the 3rd Congressional District, in Congressman Lipinski’s district, the slate for Bill Bradley featured names such as Lipinski and Viverito. And even though Bill -- even though Bill Bradley had withdrawn from the race, those names were the top vote getters of any names in the -- of any delegates in the Congressional District. You could say that that’s fitting -- that that speaks in and of itself to the type of impression that the Viverito family has made in the southwest suburbs. But I think more importantly, all the individual lives who have been touched by Lou’s kindness, his guidance, his firmness when he thought you were wrong, his sense of forgiveness when he thought that you had been in the gulag long enough - all of those wonderful qualities will be a hard act for Steve Landek to follow. But I know you’re up for it. I know you can handle it. And when the time comes and you want that barber’s mirror for your office, if Lou Viverito says that you can have it, I’ll give it up. Thank you, Lou, for your friendship and for all your service.

Senator Viverito, I’d like to publicly go on the record today by thanking you for your commitment to public 114 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 service. Your -- your life has truly been a credit to our profession, to public service. In fact, the word “public service” isn’t befitting of your life and your career as truly a statesman of the southwest side of Chicago and the southwest suburbs. You know, we on the southwest side, as you know, Lou, we’ve -- always keep it simple. It’s about working families. It’s about children. It’s about seniors. And I can tell you, as I entered this public career some years ago, it was great that I -- my path crossed yours. And you led me, because you know -- not only led me as I walked through the halls of the Metropolitan Water Reclamation District, where you served proudly as a Commissioner, and then you helped me get to this great hall, the Illinois Senate. And I’ve learned a lot through my years of just watching you do your business here in this Chamber over the years. And what’s memorable to me was the years -- the trying years of the Blagojevich administration, when you and I and some of -- some of our other colleagues stood here, and through those trying years, as you were stripped of your leadership and I was stripped of passing any bills out of the Rules Committee and, you know, no one would ever even come visit us through those trying years, because we on the southwest side know how to take care of our business. And we know how to hold ‘em and we know how to fold ‘em. And we stood firm with our friends of the southwest side of Chicago and we took care of the business of the people of the southwest side of Chicago. And you don’t find too many people like that who come across politics these days who know how to hold ‘em and hold ‘em firm. And I -- I’ve once again learned a lot from you, Lou. You’ve been good to me. You’ve been good to my family. In fact, you 115 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 know, it was Lou who gave an opportunity to my young sister, as she graduated from nursing school, for a job over in Stickney. And it’s you who have been a big part of our lives. You’ve been a big part my life. We will miss you. And leaders like you don’t come by that often and we will -- surely miss you and I will miss you. Thank you, Lou.

Where’d he go? I just wanted to recall, the first time I met you was actually the first time that I had made a trip to Springfield after having been elected. It was when you caught a ride with Senator Shadid and I was in the car, and I got to listen to you and George talk all the way down. And I want you to know, you just scared the heck out of me, you guys. And I would have loved to have taped that because it was such a -- a fascinating conversation. I wouldn’t have been able to play it for anybody under eighteen, but it was -- it was my introduction to coming to this place in Springfield and it was really a great honor to have done that. George said, “You trust Lou. He’s a good guy. He’s one of the good guys.” So I just want to say, it’s been a privilege to have been a colleague of yours. You’re a man of grace. You’re a man of dignity and wisdom and I’m going to miss you.

Lou, I’m glad you’re leaving, ‘cause at least, you know, I -- with -- with -- with my receding hairline and Don Harmon’s receding hairline and Clayborne’s receding hairline, at least now the people can see Cullerton from up there when he’s trying to be on Channel 2, 5 or 7, ‘cause Lou, with all that damn hair, would be there and you couldn’t see nobody. John’s already short. Lou got all this hair. You -- so at least, now you got three balding guys, we can see the President finally now that Lou’s gone. I just want to know, could you leave the hair here, Lou? ‘Cause I’m hating, you know. Lou was my seatmate for years and I -- I thought Sandoval was going to cry a minute ago. That would have been something to see, you know. And -- and -- and Schoenberg talking about Liberace and taking his seat on the plane and taking his -- you better hope nothing else is there, Schoenberg will take everything you got, you know that. But, Lou, you know -- Lou was my seatmate and we would sit here and talk about you all like a dog all the time. Trust me. You don’t know the things Lou will say about you when you’re not listening. He’d talk about every one of you like a dog. We used to laugh at you all, all the time. Lou, you know we did. We had a lot of fun. But I got to tell this one Lou story. I thought Donne Trotter was going to tell it. You know, ‘cause you know them south siders, they always be running their mouth, talking about everything. One day we were coming down to Springfield. That’s when I used to drive with -- ride with Donne, before I realized that a hundred and five miles an hour 117 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 will get you killed. So I stopped riding with Donne, right? But this particular day Lou and his lovely wife had had a flat tire. Remember that, Donne? And Lou’s over on the side of the road. He’s got a flat tire. And two black guys jump out of the car. Lou thought he was getting stuck up or something. You know what I’m saying? Lou thought it was a hijacking or carjacking. We like, “Lou, no, it’s us. It’s us. It’s -- it’s Rickey and Donne.” He goes “Oh, my God. Oh, whew. Whew.” His lovely wife, you know, had to pat him down and everything. We changed the tire. Lou stood there and watched us change the tire. Lou was like, well, you know, they black, you know, let them do the work. You know what I mean? Lou -- we -- and what? What? Yeah, he was -- Lou was like, “The tire’s in the trunk and the jack is right there.” So we changed the tire and -- and -- and -- and -- and -- and we got in the car and drove off and Lou made sure that we were way on down the road before he pulled off in his car. But this is my good friend, Lou. You know we love you, baby, and going to miss you. And, you know, just don’t get no flats on 55 anymore and, you know, you’ll be all right. But, Lou, love you, babe. Appreciate you.

Senator Viverito - Lou - I, too, want to stand up in this Chamber and acknowledge you and all your kindnesses to all of 118 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 us, teaching us all of the tricks of the trade, so to speak. And when we created the Local Government Caucus, sharing that wonderful passion for units of local government, I looked across the aisle and thought, who would I like to Chair this with? And there you were with that mane of gray hair and all those years of experience. And not only did you provide great deal of giggles and fun, you also did teach me a great deal of how to work on both sides of the aisle to get things done that were right for the State of Illinois. And I will remember that forever and I wish you well. My favorite story is -- I don’t know, do any of you know that Lou actually has really great knees? He used to walk in those long overtime Sessions, if you’ll recall. And we would pass each other doing our little regime outside trying to get some air and exercise. So I will miss you terribly. I wish you well. Tell your wife I said, hello, and enjoy your retirement. Thank you.

I’d like -- I’d like to say something. I’d like to say something nice about Senator… That’s true. Senator Viverito was to -- to second my nomination for President of the Senate. He had his speech all prepared and he was stuck on an elevator for a half hour. And gave more time to prepare the speech, but by the time he got out here, he was a little shook up. I just wanted to first say that - maybe publicly admit this for the first time - that, Senator Viverito, I’ve -- I’ve always been somewhat jealous of you, actually. Because in my household, 119 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 whenever your name comes up, my wife would say, “Oh, that’s Lou Viverito. He’s a handsome man.” And I’d say, “What do you mean by a handsome man?” “Well, he’s just a very handsome man.” So I’ve been listening to this now for a number of years. So I’ve always been a little jealous. I also know that you’re a very clever man - because here we’re having the second time that we get to come up and say nice things about him. Now how many guys get two resolutions? Where we -- you have to think of even more nice things to say about him. But he’s done -- and -- and he’s had a tough job in the Senate, because he’s always had to represent the Speaker. So he’s been the Speaker’s Senator, which is not -- I can assure you, not that easy a thing to do. He also, I must say, is very well known for his constituent services, phenomenally well done, in keeping in touch with his district, understanding what they need, understanding what they want, and really knowing his district and providing those services. And one thing that -- I just mentioned this to Lou earlier today, I happen to have a big book - about six hundred pages - that I’ve been reading on and off and it’s about the Korean War. And -- it’s called the “forgotten war” for many people because people just didn’t know about it. And -- and it’s a fascinating history book written by David Halberstam. And, Lou, -- I just asked him today, “Where did you serve in the Korean War?” And he told me about these towns that he fought in the war for - was it eight months in Korea? - ten months in Korea that -- that I just had read about over the last few weeks. A -- a decorated war veteran. And I -- and I think all of us know that if you know Lou and you’ve met his wife, you could not find a happier couple and more dedicated man and wife 120 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day 2/8/2011 to each other. And so, with that, Lou, I got to tell you, we are definitely going to miss you. But, as we say, you’re -- you’re leaving under the -- the best of circumstances - a full pension, didn’t lose an election, and you’re still young and you’ll still be out helping us, giving us good advice.
