Today I want to share with you why I’m wearing this red AIDS ribbon. I’m recognizing National Women and Girls HIV {sic} (HIV/AIDS) Awareness Day, celebrated every March 10th. HIV/AIDS is a serious public health threat. Nearly two hundred and eighty thousand women in the United States are living with HIV and it is estimated that ten thousand women with HIV are living right here in Illinois. While the majority of people with HIV in the United States are men, the impact on women, and particularly women of color, is growing. In Illinois, nine out of ten women diagnosed with HIV are African-American or Latino. We have important successes to celebrate here in Illinois. Thanks hard work -- thanks to hard work of Illinois legislators, ourselves, advocates, and the Department of Public Health, Illinois has enacted forward-thinking programs that have nearly eliminated mother-to-child HIV transmissions in this State. Think about it. Hardly any AIDS babies are born today. Illinois has effective programs that provide sterile syringes to inject drug users, and they are working. These programs have prevented an estimated two hundred and fifty new HIV cases among women over the past eight years, saving well over one hundred million dollars in lifetime medical care and social services costs. We have more work to do, Ladies and Gentlemen. Illinois must fully implement national health reform, which will transform the lives of women living with HIV and at a risk of -- of HIV by giving them access to comprehensive preventative 4 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 16th Legislative Day 3/10/2011 health care and effective treatments. We must promote economic independence by increasing women’s access to jobs and pay -- and that pay living wage. We have a -- a group here called the Illinois Legislative Sportsmen’s Caucus, and each and every year for the past eighteen years, we’ve had an event. A lot of times, it’s been held out at the fairgrounds. This year, it’s going to be held right north of the Capitol, here at the State House Inn, which will be very convenient for everybody. It is on March the 30th, on a Wednesday evening. The reception starts at 6 p.m. and the auction, which Senator Sullivan and Representative Sacia are usually our auctioneers and does a great job of auctioning off items. And that’s one of my requests, is that if you could get a fifty-dollar item from some vendor back in your district, a sporting goods store or the like, to -- to auction off. These go for youth, handicap hunts and the like, and fishing trips, and it’s a great cause and we would love to have you.
