Senate Bill 87 is a bill in -- in cooperation with the Illinois Department of Professional and Financial {sic} (Financial and Professional) Regulation and the Illinois association of currency exchanges as it has been the product of ongoing negotiation between the parties. Basically, what the 12 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 4/12/2011 bill does is stream light oversight -- it streamlines the oversight that the Department has and the authority to stop practices that are predatory or violate Currency Exchange Act. It also eliminates the sale of refund anticipation loan products. I know of no opposition.

I appreciate the concern that my Minority Spokesperson has in reference to the fees. The fees are very minimal at the -- at the least and it does not give the currency exchanges any power that they do not already have. They already have the right to increase or pass on the cost of doing business to consumers. But based on the support of the legislation by the 13 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 4/12/2011 Attorney General, Woodstock Institute, Citizen Action, the Sargent Shriver Center for {sic} (on) Poverty Law, I believe that it is very pro-consumer in reference to preventing some of the violations in reference to predatory lending. And I would just ask for an affirmative vote.

If -- if we’re for kids, let’s be for all the kids, because this debate’s going to come up here shortly, I promise you, and you’re going to have people say, “Oh, you know, we don’t know what to do about kids in -- in -- in -- in areas where they’re -- they’re underserved, where they’re overcrowded”, but here we’re going to -- we’re going to make a vote today that says we’re for these specific kids’ opportunity. Just remember that when you have to vote on bills in the future. We should be for all the kids, opportunity throughout the State, not just one. Thank you.

There’s actually going to be a board established, and within that board, it will be an equal number of students coming from all four districts.

What I am saying is that there is a concern among some people who take care of curriculum in schools about the -- the potential of taking students who raise the level of performance for all students. And, so, I’ve 23 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 4/12/2011 asked a couple of times, if you want to address it in the closing, fine. What will you say to people who might have a concern that there’s already, in Aurora, the Illinois Math and Science Academy?

And -- and that’s a wonderful facility, but this is through -- for -- for grades K through eight. And IMSA is an older student body.

Okay. And then final question is, how -- what’s the financing of the school? How will the children’s education be paid for and will this be -- well, if you can give us the specifics of how the education will be paid for.

This actually won’t alter anything because the individual districts will still be paying for these same students as they are now. They just have the opportunity to be in a facility that -- in an environment where their aptitude for math and science are able to come to the forefront.

But what is the -- what is the cost per student then that 24 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 4/12/2011 will be allocated to pay for faculty in the new school?

It’s going to be -- it’s based on State aid, of course. Now, the teachers coming from -- the teachers will be coming from these districts and they are still being paid at the same levels they would be within their own individual districts. This does not alter them. This was -- this was an agreement we worked out with IFT and IEA to make sure in that language we weren’t altering anything.

Okay. You’re saying that it’s based on State aid; however, all four of the school districts that you’re talking about have different levels of what their State aid per pupil is. So, can you give us some guidance -- some more specific guidance than you’re providing today?

This -- this is not altering that in any way, shape or form. All that’s going to happen is there will be a -- a different building that will house these teachers and students. Other than that nothing changes. They’re still coming from the districts, as are their teachers.

Okay. There’s -- there’s going to be a new school. There are going to be teachers in that school. I’m just asking for, specifically, what -- how are you going to pay for those amounts? I mean, there’s a school. There are teachers. I think that what you’re saying is that the teachers are only going to be drawn from those four districts, but is there some type of allocation? Can you provide some of that -- that detail? How are we going to pay for this program?

I mean, they’re -- they’re already in the school. I mean, their selection must be for a two- or four-year period, upon completion of which they must be assigned a comparable position in the school from which they were selected. All of this is -- is -- is pretty much staying the same.

Just a final question. Senator, this is a -- this, unfortunately, is not very clear to folks who want to support, you know, a -- a concept. But, you say they’re already in the schools; but you’re saying in the nature of this bill that they’re not going to be in that school, they’re going to be in a new school, in a new program. So, how are we going to pay for it, specifically? And how do you assure the parents of those four districts that somehow - and we -- you and I have to answer these questions - that somehow money is not going to be taken 26 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 4/12/2011 from their child’s education to pay for this new program that is not within that school because they’re going to be going, as you’ve said, to a different school? So, if you could address -- the biggest concern is going to be, what will the parents of the public school students say, are you taking money -- or, how do you assure people that you’re not taking money that would have educated my child, and some of the best, most competent students, taking ‘em out of those classrooms to create this new school?

Senate Bill 664 amends the Illinois Oil and Gas Act by requiring the Department of Natural Resources to -- to approve specific types of well stimulation activities before they commence. The bill requires all owners and operators that begin extracting natural gas using hydraulic fracturing to provide the Department of Natural Resources with specific information concerning the extraction. This is a bill dealing with the issue of what is commonly referred as fracking. We’ve worked this over the last few months with the industry. I know of no opponents today and would request a favorable vote.

Thank you, Mr. President and Ladies and Gentlemen of the Senate. Senate Bill -- 1034 adds six synthetic drugs to the list of Schedule I substances under the Controlled Substance Act. This is in response to the selling of synthetic drugs known as bath salts. They’re sold under brand names such as Ivory Wave, Red Dove, and Hurricane Charlie. However, these are very dangerous drugs that are sold over the counter and this legislation is modeled on legislation that came out of Louisiana by Governor Jindal. I know of no opposition.
