We have the Illinois Little League State Champion eleven-year-old baseball team from River Forest. And I want to tell you this, they had an incredibly exciting championship game. I'm afraid it will be too painful for many of us to hear all of the details, but they won the Little League Championship in Watseka, Illinois, last -- Thursday, August the 4th, by beating Jackie Robinson West 14 to 5 in seven innings. Now, this is where it gets painful, gang. I'm afraid Members of the Senate are all too familiar with their opponents -- getting a whole lot of runs in the top of the seventh today. And they won the championship for boys ten and eleven. I'd like to introduce the members of the team. We have Robert Dombrowski, Nick Humbert, Tommy Klein, Luke Landis, Brian May, Andrew Neilson, Tommy Reardon, Philip Saleh, KJ Slepicka and Zach Zobel, along with Coaches Jeff Kline and Ken Slepicka. And it designates November, in this bicentennial year of the War of 1812, as Native American History Month in the State of Illinois and celebrates the history and traditions of Native Americans. This resolution states that we urge the Department of Natural Resources to continue to build strong relationships with Feeding Illinois, Illinois American Water, and other corporate and not- for-profit and government entities that continue to employ creative solutions, including the Target Hunger Bowl {sic} (Now!), to battle Asian carp in our waterways by - and I want you to listen to this now - by providing Asian carp as a food source for all of Illinoisans to -- to eat. And this resolution encourages that development. I will tell you this, my -- my eating habits are a little different than most, but I went to -- I went to a special presentation by DNR, -- Illinois American Water and the South Side (Mission) Culinary School. They brought a chef in from New Orleans who fixed Asian carp as the entrée and I tasted a little bit of it. It is delicious. Senate Resolution 630 designates November 2012 as Illinois Diabetes Month in order to recognize the dangers posed by diabetes and the steps that should be taken to potentially delay the progression of diabetic peripheral neuropathy. SR 630 is similar to House Bill 5003 - Senator Hunter, 2012 - which amends the State Commemorative Dates (Act) to designate November 14th of each year as Diabetes Awareness Day. And I would ask for your favorable vote.

Philip Randolph (Pullman Porter) Museum in Chicago. He was known for his work with labor groups, as well as his role in the Civil Rights Movement. He was the lead architect of the 1963 March on Washington and was instrumental in the organization of a proposed March on Washington in 1940 to desegregate munitions plants during World War II. And I wanted to say that it was such an incredible pleasure working with a woman who was so knowledgeable and so, you know, even -- evenhanded in her approach to how we would deal with sometimes very contentious issues, ‘cause Revenue's all about the Tax Code and where money goes and how we proffer those arguments. And I -- I wanted to say, just for me personally, that it was a pleasure working with you, Nancy. I enjoyed every minute of it, even when you didn't like things that I was trying to pass. But I wanted to say that it was really, really an honor to work with you. Yes, thank you, Mr. President. This bill is an initiative that came out of a federal report by Defense Secretary Leon Panetta and Chairman of the Joint Chiefs of Staff, General Martin Dempsey. And it -- the report outlines opportunities and 16  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/26/2012 -- and -- and best practices for states to better support military spouses serving in progressions with state licensure and -- certification requirements. This report showed that as a result of frequent moves associated with the military life, licenses from one state do not always easily transfer over to another; there's over a hundred thousand military spouses and -- that require licenses for their professions; and they are much more likely to move as a result of their -- their partners being transferred. So this is a -- a response to that. The bill would say that -- establish a process for expediting the processes of these occupational and professional licensing here in Illinois; require each director of a State department that issues an occupational or professional license, in addition to the Fire Marshal, to give an expedited temporary license to service members and spouses. And they, however, would only do that if the individual holds a current license from another jurisdiction with licensing requirements substantially similar or exceeding Illinois. And I think it's a very good idea. I think we've worked out the bill so that it has the support of the State agencies. And would ask for an Aye vote.

As you may remember, a couple of years ago, we passed an amendment to the Insurance Code to ensure that children with autism have access to the care that they need and the insurance coverage they need. It's important for a great many families in Illinois. Recently, the American Psychiatric Association has proposed a change in the diagnostic manual that would severely constrict the definition of autism and could expose those families that have had health care coverage to the loss of that coverage. This bill, very simply, ensures that if -- if -- if you have been diagnosed with autism and have enjoyed insurance coverage, you may maintain that even if there's a subsequent change in the diagnostic manual. It is -- protects those who are already covered and does not -- prospective going forward. We would still follow the medically necessary diagnostic tools. I want to thank Chairman Haine for his work in ensuring that we reached an agreement with the industry on this bill. I am not aware of any opposition and I ask for your Aye votes.

What it -- what it does as amended, to facilitate health care purchasing groups to purchase -- for small businesses and individuals to purchase health insurance. It defines "employer" as "an individual, sole proprietorship, partnership, firm, corporation, association, or any other legal entity that has one or more employees and is legally doing business in this State." It increases the maximum number of employees that any single employer participating in the health care purchasing group may have from five hundred employees to twenty-five hundred employees. And it requires that a health care purchasing group must be a licensed insurance producer to negotiate and solicit, market, and obtain proposals for -- for, and enter into group master health insurance contract. This is aimed at allowing small businesses to pool together and reduce their health insurance costs. I urge your support.

Thank you very much -- thank you very much, Mr. President. Senate Bill 3280 amends the Illinois Oil and Gas Act to address hydraulic fracturing. Under this bill, the Director shall adopt rules to require owners and operators to perform a suitable mechanical casing integrity test and record -- record pressures during the well stimulation operation. Also requires owners and operators to provide DNR with specific information concerning volume of water used, chemical disclosures, and the handling of well stimulation fluid recovered during operations. In order to address the issue of industry trade secrets, requires that DNR prescribe a process by which an entity may withhold certain information. This is a product of several months of negotiations, working with various industry groups. I think we've finally reached an agreement here that removes all opposition from anyone who had any interest in this bill before. I'll be happy to answer any questions.

Thank you very much, Mr. President. This is another bill, the result of a lot of hard work. We've traveled around the State getting information about enterprise zones. And with my co-chair of the committee, Senator Pamela Althoff, and other members of the committee, we've gotten a lot of good support for a few changes to our State's Enterprise Zone Act. A few of those changes in this bill: would extend the life of enterprise zones from a maximum of thirty years to fifty-five years; would allow ten more enterprise zones over the next ten years, with no more than two zones certified per year. We do some things to modernize the bill and take out some of the tax incentives that 62  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/26/2012 perhaps weren't as necessary or duplicative: removing the five hundred dollar jobs tax credit for jobs created; removes the income tax deduction for dividends on businesses in an enterprise zone; removes the income tax deduction for interest received by financial institutions on loans given to businesses in the enterprise zones. What else it does: It extends the maximum size of an enterprise zone and increases disclosure requirements. This is something we've been working on in the Senate for the last few years. We've passed a couple of enterprise zone extension bills over to the House, but I think this time we finally have a modernized bill that has a lot of support, and our hope is, this time, we can get this signed into law. I'll be happy to answer any questions.

He was -- he lost the primary, so it became -- moot, but I thought it was important that we close this loophole. I understand if someone lives in a county next door. I mean, I can go along with that. But I think a person ought to at least be a citizen of this State in which they are representing.

Probably not, but I -- I could -- I could say that, you know, maybe the officers -- one of 'em could quit that's in the position now and they could just merge their offices and we wouldn't have to go through a constitutional amendment.

So I'm not going to pin my hopes on the hope that we pass something 67  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/26/2012 we've been trying to work on for twenty years, when I think this new measure is so simple and so commonsense. It's just common sense. Now, merging the other offices, there's probably some people that can make some arguments against those. But I really don't even think anyone in the State of Illinois can argue against a citizen -- or, an elected official being a citizen of the State of Illinois. I think it's an oversight. And hopefully it won't happen again. But I would hate to think that someone from Indiana -- or, let’s even go a step farther. What if the Governor of Wisconsin, who seems to hate Illinois, runs for State’s Attorney in Chicago? Is that a good idea?

In -- in a rare occurrence, I'm going to share a lot of Senator Brady's concerns, given that I was the sponsor of the -- resolution for the constitutional amendment to combine the offices. But there are some powers that I or no one else in this Chamber have and -- to impact what happens in a -- another Chamber. So, with facing that reality, I think the issue that Senator Jacobs raises with this resolution is a commonsense issue that needs addressing. Senator Haine and I spoke earlier this week and we talked about the fact that State’s Attorneys, once elected, are essentially their own boss. And we're going to be contemplating in coming weeks giving State Attorneys some extraordinary powers - some extraordinary powers. And God forbid that we do that and give such extraordinary powers to somebody that may be a resident of Utah or Alabama, to -- to have such extraordinary powers in the State of Illinois. So, this issue is an important, pressing issue, because of the things that we're going to be contemplating in coming days even. So I urge your support for this.

Yes, thank you, Mr. President, Members of the Senate. We'll try this again. This is an important bill. This amends the Property Tax Code and would allow property to receive a property tax exemption based on the use of the property, regardless of ownership. This bill comes to us from one of the hospitals in -- in Peoria. And they have a desire to have a new building project. And a typical way of doing that, of course, is having a fund drive and you -- and you raise money and -- and all that. This would allow part of -- you know, them to do two things really. One is to sell an existing property and then to - to a private owner - to lease it back and use the proceeds that they've gotten for that to fund another project. Or, they could take and sell land or -- or acquire land, have a private developer build a building, which the hospital would then occupy on its completion, and as long as it was used for that same tax- 72  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/26/2012 exempt purpose, then they would still be tax exempt. It's a way of capitalizing projects in our local community. There are a couple of communities in -- in addition to Peoria - Rockford is an example, the Metro East area. Again, this is -- this is a -- a very narrow kind of an area, but it's important, because as we're looking at different creative strategies and try to -- how to capitalize projects in our community, this becomes another tool. And I would certainly urge your support.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. Senate Amendment No. 2 to Senate Bill 3259 creates the Commission for High School Graduation Achievement and Success. This is an initiative of the Governor's Office. During his 76  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/26/2012 budget address, he suggested that we increase the compulsory age to students of age eighteen. I, along with some others, really felt some concerns with increasing the compulsory age without addressing our high school dropout rate and some of our other challenges - and gainful employment for our young people, skill building, and college readiness. This initiative will allow us to begin to examine and evaluate the actual graduation rate, the mandatory attendance age, and current programs that we do have aimed at reducing the dropout rate. The members will be appointed by the Governor and the Leaders of the General Assembly. The Commission must submit its final report to the General Assembly on or before November 1 of 2012. And this bill does not increase the compulsory age attendance at this time from seventeen to eighteen. I'd be happy to answer questions.
