And this is a team I've had the pleasure of watching since they were really little kids. And made just a tremendous run to the State title game. They lost on a buzzer beater. And this is a team that has everybody coming back, except for one girl. So, next year, we're going to have the Mustangs down there in the well, and, Mr. President, you're going to have no choice but to let me up there. So, without further ado, I'd like to just introduce, from the Rolling Meadows Girls Basketball Team, Jackie Kemph, Sami Kay, Chloe Prodanovic, Jenny Vliet, Elizabeth Vasilogambros, Megan King, Nora Rasche, Alexis Glasgow, Allie Kemph, Katie Shewmon, Ashley Montanez, Hannah Mickey, and Morgan Kelly {sic} (Keller), and congratulate the coaches, Ryan Kirkorsky and Nick Nichols, on a run that really made us proud in the northwest suburbs this year. Thank you. I would like to introduce a couple of ladies who are visiting us from the Islamic -- Council of Islamic Organizations of Greater Chicago. It's an umbrella organization covering a number of Islamic organizations throughout the Chicago area. We have Humaira Basith, who is the Interim Director, and Suzanne Sahloul, who is the Intern Volunteer Coordinator. So, if we could give them a welcome and then I'd like to mention something else. They are here today in order to do some of the logistical planning for the Muslim ACTION! Day, which will be next Thursday. They're expecting eight hundred to a thousand Muslims to be visiting us here at the Capitol so that we can learn more about their culture and they can impact our process more. And with that, we're so excited, 'cause it joins in commemoration of the efforts, dedication and hard work that led to the success. Now this young lady couldn't take any kind of singing lessons at the time because her parents couldn't afford to do so. Currently, under existing law, people who are indigent and seek help for civil services or civil -- under civil cases, they get screened by a legal aid organization. If they meet certain requirements - income, the merits of the case or other cases for veterans - they receive a certificate that show the clerk that they're -- they can get their fees waived when filing a complaint. Currently, there's not enough lawyers that are under that -- that program. So what this bill would do is, would create a court-sponsored pro bono program, which would act similar to clients that come in for legal aid organization. So 26 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 under these court-approved sponsorship programs, they, too, can file a certificate to waive filing fees. Currently, they would have to go to a judge to get that waiver. So this would -- would eliminate and make it more efficient in the court system. Green would be defined through many different categories. It is not Kermit the Frog green, or anything in that nature. It is more having to do with environment. And I know, out in your district, environment is very important to you. So I am hoping to see a huge amount of support from you to specifically get this environmentally necessary tool out for your local municipality, Senator.

Thank you, Senator. That was a very adroit response. So, since I know this bill doesn't mention environmental, but you've entered it - - the term into debate here, define environmental or environmentalism.

In the environmental aspect of this bill, it would go towards storm sewers, detention basins, green roofs. Again, to the green comment, rain gardens, porous pavement - what else would we have? - native planting, environmental issues such as that.

Okay. Now I come from a very, what I consider, purple district that also enjoys various shades of green. But, you know, are we talking -- when you talk about environmentalism, and I can think of some groups that espouse environmental causes, such as the Sierra Club - right? - or Greenpeace, or Arbor Day Foundation. Can you give us a sense of just how far along the spectrum where -- we're taking this so that I, you know, get a better sense of how my constituents, who you referred to, how they might respond to this?

Well, the good thing about the bill is it's not requiring 30 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 anyone to do anything. It's allowing a municipality to take care of things that are already in place, such as a detention basin that has no ruling due to the fact that there is nothing in the law that talks about green and environmental structures. And as it stands now, they would have to either form some type of governmental agreement or they would do it without real permission. This just gives them permission to do it, if they choose to.

Okay. That's good, because many of my constituents don't want these types of regulations forced upon them. And I'm sensitive to that as well, though I be a Democrat. Now you talk about the shade -- various shades of green. I note that your last name is Cullerton. Correct? And if I understand correctly, you are Irish? And so let me ask you, how much did your own ethnicity influence the drafting of this bill? And why -- why did you choose to use the -- so frequently, the term "green"?

Well, I -- I've been using the term "green" so often because I know that every Senator out here is very envious of this first bill of mine being such a -- a dramatic impact throughout the State. So, due to envy and green being the color of envy, that is why I use green so much.

That was very good. No. I also just want to ask, though, what are we infiltrating and what do you plan on infiltrating with? Have you been talking to Senator Biss about his drone bills? I'm just curious as to what your plan is with that one as well.

Well, I would imagine that a -- if we were talking about infiltrating pipe systems, we could utilize a camera much used by plumbing companies to go down the pipes. But, infiltration, we're talking more about maintaining areas that are infiltrated by water. So we will not be using drone cameras for that.

So, in response to Senator Steans' apt question, I want you to put in common usage, in the English language, what managing runoff by infiltration, evapotranspiration, and collection is. Tell -- describe what that's going to do to my backyard when it rains heavily.

Your backyard is already doing that, because it's water going into the ground.

I -- I thought it goes up into the atmosphere too, by your remarks earlier. Right? Doesn't it evaporate?

There is possibility for evaporation. However, that would be after a long-term ability and, say, possibly a rain barrel where that would evaporate. But you would utilize that more so for your garden, if you are a gardener. I do not presume to assume you are a gardener, but I imagine a man such as your 36 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 caliber would find that to be a very relaxing hobby.

That would not be correct. However, I want you to describe what's going on, in plain English, when -- if this law will authorize cities and villages to manage the runoff by infiltration, evapotranspiration, and -- or collection.

In simple terms, it will allow a municipality or, more simply, a city to actually mow the lawn of a stormwater area. Now, a stormwater area is a man-made pond that takes extra rain that lands on a parking lot and goes into the, essentially, pond. Now, that can be a lot of other things. And the infiltration, all this will do is allow them to maintain those systems, whereas the law is not permissive for them to maintain it now.

The driveway is a porous pavement. The roof is green with -- with moss. The garden does grow when it rains. And some of the backyard is a detention basin at some times of the year. Can I receive a grant from the corporate authorities for my home in the foreseeable future if this bill becomes law?

And my seatmate here, Emil Jones' father, his photo hangs in the gallery. Thank you, Mr. President, Members of the Senate. Senate Bill 1872, under -- I want to just explain what current law is and how we're changing it. Currently, if you are convicted of prostitution for the first time, you are sentenced as a misdemeanor. So that's from a zero to a -- three hundred and sixty-four days. That's the maximum you can get, is three hundred and sixty-four days in a county jail. A subsequent offense, if convicted -- so, if you're -- you're convicted and then subsequently charged with prostitution, you can be charged -- or, the State can upgrade the -- the charge to a felony and then you could be sentenced as a felon, if convicted. What this bill will do is eliminate the felony upgrade for prostitution, but preserve Class A misdemeanor penalty. Just some background: 45 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 In 2000, the legislator -- legislature changed it to upgrade to a felony charge after a second conviction and hoped that that would have reduced the crime of prostitution. They predicted that sixteen inmates per -- over ten years would be incarcerated in the Department of Correction {sic} (Corrections). Unfortunately, that did not happen. In 2005 alone, there were five hundred women that were incarcerated in the Department of Correction. We also have found, through -- over the past twelve, thirteen years, that prostitution is a -- an extremely high-risk -- has a high-risk recidivism rate and shows that multiple felony charges are not deterring or helping people exit the trade of prostitution. The felony conviction traps people in -- in prostitution, preventing them from get -- joining -- getting other employment. We had somebody testify, Glenda Sykes, who testified in committee, and testified powerfully how she entered that trade and remained there and was charged multiple times and has since turned her life around, which is probably highly unusual if you're in this downward spiral and -- but now has prevented her from -- getting other employment because she has a -- a felony conviction. There's also one other disproportionate…

Well, I -- I just want to make one other further comment. Solicitation - so the person that is soliciting or to try to buy the act of prostitution - there is no upgrade for that. So a person can be charged many, many, many times without the fear of 46 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 being charged or -- with a -- a higher -- or, charged with a felony. So there's a disproportion for the - mostly - women who are charged with prostitution versus the men that are soliciting for -- for prostitution. In the end, it's very, very costly and ineffective to charge mostly women - ninety-five percent of the people charged with prostitution are women - very ineffective for them to turn their life around. And I believe intervention and prevention would be more effective than punishing them by incarcerating them in the Department of Correction.

Senator Mulroe, we had a conversation, lengthy conversation, about Senate Bill 1872 in committee, and I want to cover a little bit of that ground again here today on the Floor for the rest of the Members who weren't there. For starters, the bill before us, were it to become law, would forever prohibit a State's attorney from filing a felony charge against an individual who's charged with prostitution, were this to become law. Is that -- that's correct?

Thank you, Mr. President. Now, Senator, it is my understanding that there are several ways that a misdemeanor prostitution charge could elevate into a felony. Obviously, one of those is -- you described in your opening, and that is if it's a second or subsequent offense. But there are a lot of other reasons as well, and I want to go through those just so that you and I and the Body are all on the same page here. It could be charged as a felony not just if it was a second or subsequent offense, but if it were committed within a thousand feet of a school or if the act of prostitution was committed in conjunction with any of the following offenses: solicitation of a sexual act, promoting prostitution, promoting juvenile prostitution, soliciting for a prostitute, soliciting for juvenile prostitute, pandering, keeping a place of prostitution, keeping a place of juvenile prostitution, patronizing a prostitute, patronizing a juvenile prostitute, pimping, juvenile pimping or aggravated juvenile pimping, and, finally, exploitation of a child - all of those -- all of those offenses I just read. If the prostitution occurs in conjunction with any of those, it will still be a misdemeanor charge, correct? If this bill becomes law.

For the prostitution charge itself, yes. Thank you, Mr. President. Ladies and Gentlemen, the debate that was had in the Criminal Law Committee on this proposal was extensive. I think that probably every member of the committee weighed in at least once, if not twice, to ask questions, either of Senator Mulroe or the witnesses who were present. The most compelling witness at that hearing - and in my sixteen years in Springfield, maybe one of the most compelling witnesses that I've ever heard - was from a lady who had suffered multiple - and I don't mean three or four; I mean I think that number was fourteen - felony convictions for prostitution. Her life as a young person had strayed in the wrong direction in just about every single way that a young person's life can stray in the wrong direction. But finally, as what happens in life fortunately, someone or a group of people got ahold of her and straightened her out and put her in the right direction. And so, as she sat there at the witness table, she was receiving training to be a health care worker. But one of the obstacles that she was having, a substantial obstacle that she was having, to going to that better place, becoming a more productive member of society, becoming a health care worker, which everyone in 49 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 this Chamber knows we need more of, was the fact that she had to get cleared for the fourteen felony convictions that she had for prostitution. Now, I am an advocate for personal responsibility. I am a former prosecutor. This bill is the right thing to do. There are very, very few crimes, in my view, that exist in the Criminal Code that you can truly say, in this instance, the perpetrator is likely as much a victim as they are a perpetrator. Now, people who would disagree with that would say, okay, there's a notion of personal responsibility here. They decided to do it. And you know, in the strictest of legal terms, there is no doubt that that's true. But the situations that most of these young ladies find themselves in are unlike any situations that I bet any of us have encountered, and I hope that none of us -- ever have to encounter. Avoiding a felony charge and a felony conviction will make it easier for women, like the woman who appeared in committee and told a remarkably courageous story, to get back on the path of a productive life sooner, and that'll be better for those people like her, everyone in this Chamber, and everyone who lives in this State. With that, Mr. President, I urge a Yes vote on Senate Bill 1872.

I want to commend Senator Mulroe, 'cause this is a very -- this subject is very dear to my heart. A few years ago, I was 50 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 also -- I legislated on something to do with, you know, the -- the issue of prostitution and human trafficking. And I know that this is something that is going on in our neighborhoods. You know, when you talk about some of the folks - 'cause not only are we talking about women, there are a few men that are also involved in this trade - and when you talk about folks that face chronic homelessness, mental health, substance abuse, engage in prostitution for basic necessity, such as food and shelter. The opportunity that this bill will be able to bring to them is exactly that, the story that the young woman told - you know, the story that our esteemed colleague from the other side just mentioned. Be able to take some of those charges that now exist, once they have turned their life around, has to -- we have to -- we have to deal with it now, because we know that now we have many of these issues still going on. You go out there. People are in desperate need of -- of -- of services. Many suffer from mental health. And I know that, right now, there's children that are also being subject to -- to human trafficking. That's why this is a great bill and I want to commend you. Because I think that anything we can do to straighten out their lives so their past does not interfere with their future, I find it commendable. Thank you, Senator.

51 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 I want to echo Senator Martinez and Senator Righter especially. The -- the bill does not diminish. Should not be taken as a -- as a diminution of society's efforts against prostitution. It is, in fact, a focus upon the wrongdoer in the situation. The wrongdoers are those -- the evildoers are those who exploit. The world today is awash in the exploitation especially of women, of young women, the brutalization of young women and boys. It's fueled by the explosion in the Internet pornography. It must be stopped with focused law enforcement, enhanced penalties, as Senator Martinez pointed out, which we -- we are -- we have done and we're doing on the sex traffickers. It must be stopped with the -- things such as Attorney General Madigan's emphasis on child pornography, the federal government's emphasis on that for some years, the apprehension and the punishment of true evildoers. This bill removes the misbegotten effort to literally shoot the survivor, to use that phrase, to shoot the victim. This focuses law enforcement on the true evil nature of this enterprise called prostitution and the evildoers who participate in it and who profit from it. I urge an Aye vote.

I've had the pleasure, over the last four 52 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 years, of working on this issue in a number of different ways, from sexual assault and domestic violence to cyberstalking, to funding for those agencies that give relief to people who have suffered some unimaginable trauma. In this instance, I think it's also really important that we look to this as another way of treating this issue more in the realm of public health. That when you see documentaries of young children or young girls who are forced into this situation, the fact that we are now providing a provision that can help them rebuild their lives in a way that we want them to, that -- that they need to, is -- is an incredibly powerful thing, especially considering the nature of the topic. So, I thank you. I thank you on behalf of all the advocates and all the people who work in this area and for the fact that my daughter is fourteen and a half, and but for the grace of God, she didn't come into contact with anybody that could actually lure her down -- down a path that would be devastating for our family. And it happens in suburbs and cities all across this country. So, I thank you for this measure and I'm so very proud to support it. And I urge an Aye vote.

Well, the State of Illinois has had a history of providing great military leaders. The other -- the reason behind this bill, Senator Noland, is that if you look at the leaders that have come from World War I, World War II, the Vietnam, the Korean War, you'll see that those leaders go on to serve their country in other capacities, as in state-elected officials like yourself. And my goal is to provide the educational opportunities to come here to Illinois and get educated, because we know that they're going to go on and provide leadership opportunities and provide their leadership to a lot of other things - not just in Illinois, but nationally. But when they do that, Senator Noland, I want them to say that they're from Illinois.

That's a -- that's a good question. But it does not, Senator. This bill allows for -- let me back up. Existing law allows a municipality to require entry-level applicants to either have an associate's degree or a bachelor's degree. This bill would say that if someone has served in the military for at least twenty-four months and they were not dishonorably discharged, then that would qualify in lieu of the associate's degree. Alternatively, in lieu of a bachelor's degree, if someone had served for thirty-six months or three years and was not dishonorably discharged, that person would qualify in that scenario.

Then this would allow those individuals then with -- with - - without a degree then, they would be allowed to carry a weapon. Is that correct?

Well, that sounds like a non-answer answer. Let's try that again. Will these police officers be allowed to carry weapons? Let's say, those who are actually on patrol or those who are working the streets, will they be allowed to carry weapons?

This -- again, this legislation doesn't speak to whether they will or they will not. Presumably, other State statutes and the municipality or police department determine who does or does not carry weapons.

Okay. Let's try that again. If -- your legislation says we're going to waive college so they can go into police training, and the community hires them. They're police officers. Now they are going to work for the municipality. The officer is going to be in a vehicle. There's going to be signs on the side of it that announce what city it is, that they're law enforcement. That individual is driving around from -- around the community. A point of clarification. Some of the vehicles do not have lights on top of the vehicle; they're actually inside it - a. B, whether or not they are carrying a weapon, I don't know. In your hypothetical, I would presume that oftentimes members of law enforcement in their line of duty are carrying a weapon. Again, though, this legislation has nothing to do with whether they are or are not. It only deals with whether or not municipalities use military service as a qualification for determining who an entry-level hire is.

There were many questions in committee about whether we were trying to enact this legislation in regards to police, as well as fire commissions. The amendment makes it very clear that this is only in regards to those who are hiring police.

The request for this legislation came from the police chief of one of the municipalities that I represent. Additionally, I think there are concerns that have been raised by those within fire departments that they impose, in addition to educational requirements on their new hires, additional requirements. Those fire districts were concerned that they did not want us changing any of those requirements with this legislation. So, in essence, the request was we make this change for police. And I think, had we expanded it to fire, there would be a number of other questions that this Body would probably want to discuss before we'd enact any type of legislation like that.

…you, Mr. President. Senate Bill 2217 makes several updates to the Early Intervention Services System Act so that it will comply with federal and State regulations. It expands criminal background checks for providers to include FBI background checks. It also complies with new federal requirements for parent consent in order to use public and private insurance to pay for services. DHS received 17.3 million dollars in federal Part C funding for FY'13. It is imperative that we pass this bill no later than June 30th, 2013, so that we can remain in compliance.

Senator Morrison, in looking at the information I have in front of me, one of the requirements is that families will no longer be required to use their private insurance to pay for early intervention services. So, the question I have is, one, am I reading that correctly? And two, does State law currently require a family to utilize their own insurance if they have access to that insurance for these kinds of services?

Senator -- Senator, in July, federal regulations changed. Since that date, the Department has been asking parents for consent in order to use either private or public insurance.

No. May I add that I have been working with some of your colleagues to develop an amendment or a trailer bill to answer some of those questions about insurance.

So, as -- as I understand it, the current practice in this State is that someone has to utilize their own insurance for these services if these services are covered in their policy, if they have a child whom they desire to have early intervention services. I appreciate the change in federal law; I just want to get clear that, in Illinois right now, we tell the families to use the insurance for which they're paying before we ask the taxpayers to pay for the services. Would you agree with that statement?

In order to not jeopardize the seventeen million dollars, we have to change our statute to comply with federal. So, the answer is, currently our statute does not comply. Thank you, Senator. As was mentioned, unfortunately, with this change now, Illinois law didn't in the past require that they use insurance first and so they had to make an offer. They'd ask about insurance, and I think there was approximately two hundred and forty-five families that have chosen to not use their own insurance for any number of reasons. But with the trailer bill that we're doing, we're going to be changing the statute to say if insurance is available, insurance has to be primary and paid first. By passing that legislation, that will free up and generate about seven million dollars a year more towards this -- this program. This would change that, once we do this further amendment.

…I -- maybe I could add, just to clarify, that when a family does -- Senator Righter, when a family does decline to use their private or their public insurance, that doesn't necessarily mean the State is going to bear the entire cost. A family fee often goes into effect, and it would be the maximum amount in many instances. Sometimes families choose not to use their insurance, or -- this is my understanding, the children between ages of zero and three are the ones who are eligible for these funds and for these services. They decide instead to wait until the child ages out of the early intervention program and then use their insurance for those services. Does that help at all?

Senator Syverson, you said earlier that the trailer bill that you have in mind would make clear in Illinois law that the families have to utilize their private insurance for covered early intervention services. That's what the trailer bill will do. But what I hear Senator Morrison telling me is that federal law will prohibit just that. That -- that the federal regulation that she's seeking to comply with and avoid a seventeen-million-dollar penalty will not allow Illinois to require Illinois families to use their own insurance before going to the taxpayers. So, why would we change Illinois law 100 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 and clarify it to make sure it's clearly in conflict with what the federal rules that Senator Morrison says are coming down into effect? Can -- can you help me with that?

Again, I think the answer is that it's the way we had it written currently in our -- in our statute that needed to be changed; that if we make this change, this will allow us under the new federal statute to be able to do that. Under the current law, the way it's drafted in Illinois, that we cannot do that. This language - and I have a -- a copy of the proposed amendment; I'm just looking over this now - would make -- yeah, would make it primary payment. So, I -- I'm -- I'm guessing the answer is that federal law precludes that unless we have clarification and actual specific language that says insurance must be paid and must be primary. If that -- again, if that makes sense. I think the concern in the past has been that people were concerned that if they use their insurance that it would affect their rates, or it could affect their claims, or affect the -- the availability of their policy. And that's not the case, and that's why there's not a downside to people using their insurance.

And this would remove that obstacle, if that farmer chooses to do so.

Thank you, Senator. And thank you for doing such a great job representing my old district. First question will be is, this -- the legislation affects a lot of farm and hunting issues and can you tell -- tell me how many farms and -- or, how many hunting parks or reserves are in -- in your district?

I am not aware of any farmers in my district. However, I was born and raised on a farm. My -- the property -- the subdivision I live in is next to a State park, so we have wild turkeys that'll inhabit my backyard. Obviously, I'm not able to hunt them. But I just think it's everybody's interest to look out for the great farmers in the State, and especially those who like to hunt on their property.

So this legislation would just ban the use of pure water, but you can use dirty water, then, in attracting. Is that correct?

There's no definition of pure water. There may not be such 113 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/11/2013 a thing. But clearly it bans -- any water that would have any additives or chemicals added to turn in the form of bait that would attract animals would not be allowed. Pure water is simply water that'd be used to -- for example, feeding livestock.

So, you just stated that the legislation says you can't use pure water, but then you just said, if I can quote you, not sure if there is such a thing as pure water. And so, if we're banning pure water, then -- but there is not such a thing, does that create a conflict?

No. You're able to use -- farmers are able to use pure water on their property. If there are additives to the water that would be used to bait these animals, then that would not be allowed as under current law. But pure water would be allowed for farmers to use on their property.

Now you mentioned earlier you were concerned about, because of where you live, that there are a lot of wild turkeys around there. Have you had problems with turkeys on your property before?

No, that would not be affected by this legislation. This, again, simply allows farmers to water their livestock with no intention of trying to bait any animals. Senate Bill 2371 amends the Video Gaming Act to clarify that licensed retail establishments include those establishments who hold a retail liquor license, whether they operate on a nonprofit or for- profit basis. Also clarifies that background investigations into corporate officers and/or owners of an applicant for a video gaming license are only required to the extent that the corporate structure of the applicant allows the investigation into such individuals. This arose out of a issue involving a Knights of Columbus in my district. I'm sure that many of you have had similar issues getting a license, a license they depended on and it's risking shutting them down. Would appreciate an Aye vote.

It changes reporting dates. It also eliminates a license for some of these industrial hygienists because they're already nationally certified. There was an opposition to the bill, based upon a group representing industrial hygienists, but after the first meeting, I'm not sure exactly what the opposition's based on, since it does eliminate a bureaucratic function. It doesn't eliminate their jobs or anything of the sort. They're still certified by a national agency and that certification is respected by everyone in Illinois, including the EPA. They had a hundred and sixty-three thousand people enrolled in their CPR courses, a hundred and twenty thousand people involved in swimming and lifeguard programs. But most importantly, they assisted over three thousand families with disasters last year, usually natural disasters, and serviced more than sixteen thousand members of our United States military. You're right to point that out. This gives them an opportunity to get some of the money up front and not have to be put in a position financially where they'd have to borrow, you know, to pay for the work that's been done on the project. It's -- also, the amount of money that's sitting in the OSLAD funds is apparently about forty million dollars. So they're -- they're sitting on the dollars. Gives the impression that there's more money in the funds than -- than is actually available to be used. So these are for dedicated projects. They've been -- they've been approved and it's a good way to get them to move forward on these projects. The last thing we want them to do is to -- you know, is to hesitate in their moving forward on a project that's really viable.
