Today, it's my pleasure to welcome a delegation representing the Bahamas, led by Fredrick A. Mitchell, Minister of Foreign Affairs & Immigration. Joining the Minister of Foreign Affairs & Immigration are his aide, Kenneth Christie; Ms. Kimberley Lam, Foreign Service Officer from the Bahamian Embassy in Washington; Mr. Anthony Stuart of the Bahamian Ministry of Tourism. The Minister of Foreign Affairs & Immigration has built a distinguished career in public service. An attorney by trade, Minister Mitchell has served the Bahamas in the capacities of Minister of Foreign Affairs and Public Service, Chairman of the Senate Select Committee on Culture, and the former Chairman of Council for Foreign and Community Relations of CARICOM. Today's visit is part of the Bahamian government's efforts to increase ties with the State of Illinois as part of their campaign to "Believe in the Bahamas". We have a chance of landing a 1.2-billion-dollar investment in a fertilizer plant. It would create fifteen hundred to two thousand construction jobs and two hundred permanent jobs. This is similar to something that the Illinois General Assembly passed last year for Peoria, under Senator Koehler's leadership. And we would ask that we would receive similar treatment for the Village of Tuscola.

It just changes the first condition that is required for an investigator to have powers of a peace officer. The original required criminal offense that creates a threat or life safety {sic} (to the life or safety) of an investigator or any other person. This amendment just removes this requirement and would instead require the criminal offense be discovered during an investigation or search pursuant to current duties. I ask for its adoption.
