He will be attending American University in Washington, D.C., in the fall to study public policy and conflict resolution. Safaan started an interfaith club at his high school, called UNIFAITH, consisting of Muslim, Jewish, Christian, and Hindu faith groups. I'm hoping he does not want to be a Senator, because he's right by my district and that would be very, very disappointing to me. I'm going five - bright young man who is -- has a great future, and he attends the mosque right in my hometown of Villa Park. So I'd like everybody to welcome Safaan for me.

SENATOR McCARTER: You know, many times we stand up here and everyone gets real quiet when we announce the -- you know, a soldier that's died in our district, but this -- that's not this announcement today. Thank God. But I -- I think something equally as disappointing is the announcement I'll make today, and that is, in my community in Greenville - as you know, my predecessor, Senator Frank Watson's from Greenville - the Fair Oaks long-term care facility has a hundred and eight beds. They've got sixty-three residents. They announced to their staff yesterday that they would be closing because of a -- the inability to operate because of a three- hundred-thousand-dollar loss every year and two and a half million dollars the State has not paid them. They are reimbursed -- and this is good for us all to know in our districts - that they're 8  STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 36th Legislative Day 4/18/2013 reimbursed a hundred and nine dollars for every resident and it costs them one hundred and forty. We are number forty-nine in regards to reimbursement for Medicaid. So, those seventy employees were told yesterday they would no longer have a job. The mayor called me. He's announcing that today. He just announced that in the community and I see this as another casualty of our Medicaid system. And I think we just need to take note of that. And, you know, when we look at the numbers sometimes, we don't translate it to actual people and I think it's good for us to recognize. I just want to apologize on behalf of the State of Illinois to the people of Greenville and that community for our lack of ability to get this job done, and I will do the best I can to rectify this and I know all of my -- all of my friends and the Members here will do the same. Thank you.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. You may recall, in 2012, we passed an Act that permits a mayor in a municipality of fifty thousand or fewer residents to maintain an 17  STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 36th Legislative Day 4/18/2013 interest in a -- a liquor license in town, so long as he or she follows the process set forth in statute to separate the duties of the liquor commissioner. That had the effect of creating that opportunity in thirteen hundred and thirty-six municipalities. The voters in Oak Park, in last week's election, elected a popular restauranteur who has an interest in a liquor license, but unfortunately Oak Park has fifty -- fifty-two -- fifty-one thousand eight hundred and seventy-eight people, and so narrowly misses the statutory threshold. This would increase that to fifty-five thousand people. It would add an additional five municipalities, total, where this process could be followed. This is somewhat time-sensitive, as the new mayor is set to take office, like all new mayors, at the beginning of May. And I'd be happy to entertain any questions, but I would certainly ask for your support to ratify the wishes of sixty-two percent of Oak Park voters who voted for our new mayor.

Thank you, Mr. Speaker {sic}, and thank you, Senator. We did have a productive conversation which helped put this in context. I tried to do it in my opening remarks, but I know that there's some distractions on the Floor here. The law that we passed in 2012 would apply to municipalities of fifty thousand or fewer residents. That impacts roughly thirteen hundred municipalities. The amendment before the Body today would add an additional five municipalities, leaving, as I calculate, only twenty-four municipalities in the State where the prohibition remains in place. I think you and I talked also about perhaps it's time to revisit this anachronistic system statewide. I'm asking to deal with this in a much more surgical way now to deal with the imminent inauguration of a new village president, but I'd be very open to chatting with you and others who are interested in a more holistic solution.

As a result of rapidly evolving technology, as well as substantial deregulation on the federal level, we're now facing a situation where, across the country, law enforcement agencies are considering the use of unmanned aerial vehicles, or -- or drones, for surveillance. This bill seeks to put in place a very commonsense set of regulations around that so as to ensure that our privacy is not violated. The bill simply says that a law enforcement entity may not use an unmanned aerial vehicle to collect information about someone without a -- a search warrant, and then it lays out a series of exceptions for emergencies and health and saving someone's life and -- and so forth. I think this is a commonsense regulation. I think the people of Illinois have a reasonable expectation for privacy. I'd urge an Aye vote, and I'm happy to take any questions.

Thank you, Mr. President and Members of the Senate. Senate Bill 1844, under current law, minors found guilty in a juvenile court will be placed in detention for up to a maximum time of thirty days. However, the -- the law requires that the detention take place in a juvenile detention home. Senate Bill 1844 seeks to prevent delinquents eighteen years and older who have been found guilty or delinquent in juvenile court from being detained in juvenile detentions {sic} homes with younger children, and instead allows the minors eighteen years and older to be confined in an adult detention facility, up to thirty days' detention period, but a judge would have to consider a -- a number of qualifications before putting a -- an eighteen-year-old in the adult system.

Thank you so much, Mr. President. This amends the Illinois Vehicle Code. Basically what this does -- it was an initiative of the Secretary of State and there's two components to it. One is the provision of the cancellation of the driver's license sixty days after the filing of an affidavit that the person is moving out of state and requests a waiver from paying SR-22 insurance, as is required by law. The next component is the suspension of license plates and driver's license for a person who has an unsatisfied judgment relating to a traffic crash. This would limit the suspension to only the person and car involved in the accident, instead of all cars registered under that person's name.

Senate Bill 1910 reduces the grant matching requirements from recipients for convention and tourism bureaus from a hundred percent to fifty percent by making permanent the language that was in the Fiscal Year 13 budget implementation bill. This is something that was very successful last year and it really helps smaller local convention bureaus to be able to access dollars that could be released as a result of the hotel tax.

But this -- this bill -- this amendment shells the bill. This is an ongoing discussion and the gist of it is to transfer most - not all, but most - of the functions relating to asbestos abatement to EPA. Some of them are already there and this would transfer most of them and the staff that would carry out those functions. We want to make sure that everyone who deals with this particular enterprise - the pipefitters, the architects, the contractors, everyone else, including the owners of -- of buildings, public and private - are happy with this and comfortable with it since this is designed to improve government from what it is and not to cause anyone any heartache -- or, headache. So, this shells the bill because we want to keep this discussion going. We have a pretty voluminous amendment. That's all it does.

It allows insurance companies and customers the ease of electronic transfer of policies and -- and endorsement with the care of being -- of maintaining the confidentiality. It sets the requirements of how policies and endorsements may be posted on websites and one's phone. It brings the insurance industry into the modern age, as they are being pulled by their savvy customers.

This Amendment 1 to Senate Bill 205 authorizes the Comptroller to use third-party vendors -- assist in identifying persons who owe debt to local governments and also receive payments from the State. Once identified, the State will withhold payment and return the owed funds to the local governments. This is an incentive of the Comptroller. Know of no opposition and I ask for its adoption.

It establishes increased fines for employers required to pay a non-waivable administrative fee. The amendment will require the employer to pay two hundred and fifty dollars if the amount ordered by the Department of Labor as wages owed is three thousand or less; five hundred if the amount is -- ordered is more than three thousand, but less than ten thousand; and one thousand dollars if the amount is -- ordered is ten thousand or more.
