It -- you know, there's a camaraderie to this business that a lot of people don't understand, and even though I can be a royal pain in a lot of people's butt down here, that didn't prevent them from showing that camaraderie. And it -- it is greatly appreciated. I don't know if it's going to mitigate what a pain in the butt I'm going to be the next few weeks, but this is a special place with special people. And for me, on a personal level, that was on display over the past week. So I just wanted to thank you all. And if you could avoid kicking the crutch out from under me over the next few weeks, that'd be appreciated too. It's good to be back.

Ladies and Gentlemen, it’s my pleasure to welcome the Consul General of Japan. This office serves ten Midwestern states. These include Illinois, as well as Indiana, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, and Wisconsin. The Midwest – specifically Illinois - remains particularly attractive to Japanese direct investment due to its central location, top quality workforce, strong transportation network, and favorable business environment. Since assuming the post of Consul General of Japan at Chicago in January, Mr. Masaharu Yoshida has worked to strengthen ties between Illinois and Japan. He joins the efforts of Japan American {sic} (America) Societies, Japanese Chambers of 14 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 47th Legislative Day 5/8/2013 Commerce and citizen associations, along with individuals, to champion our Japanese-U.S. partnership. PRESIDING OFFICER: (SENATOR LINK) State your point.

Jim Oberweis (R)

Mr. President and Members of the State Senate, we would all like to, first of all, welcome back Senator Matt Murphy. And I would like to point out that Matt has demonstrated, unfortunately, that perhaps the House has some physical advantage over the Senate. However, I would like to help us demonstrate that the Senate has an intellectual advantage over the House by challenging them to a chess match. And I would ask you to convey that challenge to the House.

Terry Link (D)

PRESIDING OFFICER: (SENATOR LINK) It will be under advisement, Senator Oberweis. Senator Hutchinson, for what purpose do you rise?

Toi W. Hutchinson (D)

Thank you, Mr. President, Members of the Body. I actually have two points of personal privilege. 15 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 47th Legislative Day 5/8/2013

Terry Link (D)

PRESIDING OFFICER: (SENATOR LINK) State your points.

Toi W. Hutchinson (D)

The first one is, I'd like to welcome some very dear friends of mine from back in my district, the University Park Fire Fighters Local 3661, all the -- crew in the orange shorts - - orange shirts up there. The President is Jeff Duhoski. Could you guys please stand up so we can all say welcome to the Capitol? And my second point is that today is Diabetes Awareness and Prevention Day at the Capitol. And I have a wonderful group that's downstairs in the south hall, right underneath the Lieutenant Governor's Office, that is doing screenings for diabetes. It's a major health problem, affecting twenty-one million Americans. More than six million people don't know they have it. It's a prime -- prime reason -- it leads to heart disease. And as a result, I have two people that are here with me today, Cynthia Williams, who is the Executive Director of the Austin Peoples Action Center. They're the ones sponsoring these wonderful screenings and an opportunity for you to go ask questions and go get tested. Cynthia is behind me. And Dr. Kara Davis, who wrote this book, "Spiritual Secrets to a Healthy Heart". And since one of the prime, leading causes of heart disease is diabetes as an underlying factor, any Senator that goes down and gets screened will get a copy of this book. So -- I also want to say hello to the Austin People {sic} (Peoples) Action Center staff. If you guys will please rise. They're going to be down there doing the screenings. These are the people who you can go see when you want to go get tested. They've already done over two hundred screenings and it's not 16 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 47th Legislative Day 5/8/2013 barely the afternoon yet. So, thank you so much for making diabetes awareness an important day at this Capitol. And thank you for giving them a warm welcome to Springfield.

PRESIDING OFFICER: (SENATOR LINK) 36 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 47th Legislative Day 5/8/2013 Leader Sullivan, to explain your bill.

John M. Sullivan (D)

Thank you, Mr. President, Members of the Senate. House Bill 2775 amends the State Commemorative Dates Act to include Mother Mary Ann Bickerdyke Day. This day will be observed throughout Illinois on the second Wednesday in May each year to honor the contributions made by Mother Mary Ann Bickerdyke, military nurses, and nurses throughout the State of Illinois. Today is, as you maybe have recognized, is the second Wednesday in May, so this will be the date that this date will be -- that -- this will be the date that will commemorate Mother Mary Ann Bickerdyke. She was a resident of Galesburg, Illinois; served as a nurse and hospital administrator for the Union Army during the U.S. Civil War. She became involved with war -- with supply -- supply delivery during war in a rundown military hospital in Cairo, Illinois. By the end of the Civil War, she was responsible for assisting in building three hundred hospitals and aiding war casualties on nineteen battlefields, including the Battle of Shiloh and Sherman's March to the Sea. So I think it's very fitting. And I certainly, Mr. President, want to thank you for going to the motion of -- on the Order of 3rd -- 3rd Reading for House Bills so that we could commemorate Mother Mary Ann Bickerdyke Day today, being the second Wednesday in May, which will be the date that we're going to commemorate her here in the State of Illinois. I ask for an Aye vote. Be happy to answer any questions.

Terry Link (D)

PRESIDING OFFICER: (SENATOR LINK) Is there any discussion? Seeing none, the question is, shall House Bill 2775 pass. All those in favor, vote Aye. 37 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 47th Legislative Day 5/8/2013 Opposed, Nay. The open -- the voting is open. Have all voted who wish? Have all voted who wish? Have all voted who wish? Take the record. On that question, there are 53 Ayes, no Nays, none voting Present. House Bill 2775, having received the required constitutional majority, is declared passed. With leave of the Body, we'll go to page 19, House Bills 2nd Reading, House Bill 3267. Senator Hunter. Mr. Secretary, please read the bill.
