These are the individuals that transport -- do transport medicine in Illinois for inter-facility and also at the scene of accidents. These are the individuals that fly in the helicopter and transport these individuals to health care facilities. There's -- all over the State of Illinois. Like to introduce 'em if we could. And as I read your name, if you would stand and be recognized. Holly Morgan, Scott Hagemann, Matt Kasten, Bobby Groves, Matt Adams, John Landis, Nikole Cain and Aaron Bradshaw. One of the public institutions in my district that I'm most proud of is the Chicago High School for Agricultural Sciences. It's a Chicago public high school that was created by the General Assembly about twenty years ago in order to enable Chicago high school students to be exposed to an agricultural-based curriculum. It's really one of the great success stories in Illinois education, where kids from the City of Chicago learn about agriculture and the importance of it to our State. I'm honored today to be joined by eight students and their teacher, Meg Macellaio, from the Ag school. Thank you, Mr. President. As you see, this is a work in progress. This was brought to me by a retired judge, and the bill amends the Jury Act and the Jury Secrecy Act with some of the following: It provides that if a juror's predominant language is not English and they can understand the English language if interpreted or translated, then the -- then the juror can serve on -- on jury. Provides that if a juror predominant language is not English, then the juror shall have interpreter during all periods of trial and may be accompanied by and communicated with a court- appointed interpreter when the jury's sequestered during deliberation. It also provides that the court shall determine and allow a reasonable fee for all services provided under this subsection to be paid out of the general county fund. It also requires the interpreter to take on an oath swearing to make a 21 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 117th Legislative Day 5/7/2014 true interpretation of the proceedings and deliberations to the juror and to not interject his or her own thoughts, conclusions, opinions, or beliefs of the evidence presented, the instructions, how to analyze the evidence, or what the verdict should be. It also creates a pilot program for the bill and it makes applicable for the periods of two years in Lake, DuPage, Kane, Will, and Cook counties. And it also requires the Administration {sic} (Administrative) Office of Illinois Courts to record the amount of funds expended, languages interpreted, and extent to which interpreters are used in each county in which the pilot programs operate. And I'll be happy to answer any questions.

I'd like to say that my omission of Will County was just testing you, but it wasn't. I just left that one out. Thank you for correcting me. The second -- the second issue is, how does this happen in terms of procedure? I mean, does a juror request of a judge and then the judge makes the order? I mean, is -- is that how this works or -- I mean, give me the -- give me the practical ABC's of how this will play out in the courtroom.

The way the judge envisions to see this work is, if -- I think even on the forms they send to you when you are notified that you're to -- to serve as a -- as a juror, I think right there we want to talk about maybe putting into the language there, one of the things, is if, you know, the person wants to have an interpreter. That's one of the first things that we've been talking about. Second, when that juror is sitting there -- when that person is sitting there and the jury selection is happening, if an attorney, either on the defense -- you know, on the defense or on the -- on the State's, will ask that individual questions, and I think the first thing they're going to ask is, are you comfortable in English? That -- that person might not be comfortable in -- in the -- in the English language and, at that point, can ask if he wants an interpreter.
