He was named one of the Top 20 Student Innovators in 14 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 81st Legislative Day 2/18/2016 the State by -- in the State -- State by the University of Illinois for his work in the areas of social entrepreneurship and peer leadership. In addition to giving over six hundred hours of service to his community, he served two terms on the National Youth Advisory Council, where he makes service projects for more than four million members. He's currently in his second year as a District Officer for the Illinois-Eastern Iowa District of Key Club. He stays stays very involved in his school and community. And he wants, eventually, to have a career in public service or in government. Would you please give Jackson a very big welcome?

Thank you, Mr. President, Members of the Senate. Senate Bill 513 in its present form is a shell bill that I was -- would ask you to pass over to the House. Our intent is to add an amendment to extend the Lottery Department's Internet pilot program. This is a four-year program that expires on March 25th, 2016. It's kind of an unusual sunset date. This bill came out of our capital bill that we passed a number of years ago to help pay for our -- 17 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 81st Legislative Day 2/18/2016 our road program. And because of this date of -- the expiration, March 25th, I'd like to get a bill over to the House, given their limited schedule. We can hopefully do this the first week of March. If it is allowed to sunset, we won't be able to sell lottery tickets over the Internet. Those sales have generated almost eleven million dollars in fiscal year '15, thirteen million in fiscal year '14. I'm aware of the fact that I think Senator Syverson has a bill on this as well, so we would hope that this would be a bipartisan effort to extend the deadline. Be happy to answer any questions and ask for an Aye vote.
