This is the school's first ever boys' basketball State Championship. On March 12th, the St. Joseph Ogden Spartans defeated Rockridge 61 to 43. It actually clarifies that the Illinois Department of Veterans' Affairs shall advise the Secretary of State's Office on ways to provide proof of service. This will also allow -- the requirement of solely active duty service people for -- that qualify that -- for the designation - it expands that so it does include our reservists and our Army Guard individuals for the designation on the license of veterans. Thank you, Mr. President. 2268 is a cleanup bill from -- to follow up from last year's, you may recall, the ABLE Act bill, which came through the Senate with a 58 to 0 vote in May. Essentially what that was, was creating accounts for those with families of -- of -- of -- of disabilities. It'll be tax advantage savings accounts, similar to the tax advantage college savings accounts. Thirty-two states have joined us since we -- since Illinois was a trailblazer in this -- in this field. But the State Treasurer cannot begin accepting funds under the legislation until 34 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 97th Legislative Day 4/12/2016 the federal government comes up with their final guidelines. 2268 would just allow him, once federal government reaches interim guidelines, to begin that process of working with other states and collecting funds.

This is a bill, an initiative of the Department of Public Health, which amends the Vital Records Act to address allocations under the Death Certificate Surcharge of two dollars per certified 45 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 97th Legislative Day 4/12/2016 copies of death and the use of the funds. The intent is to tighten up the process for allocating funds, changing some of them, and to make certain the funds are used for the purposes outlined in the law. I checked with the coroners; they are okay with this even though it changes some money going to the Coroner Training Fund. But apparently they're okay because of other things that's going on that they're happy with. So there's no opposition to the bill.

Mr. President and Ladies and Gentlemen of the Senate, I would be remiss if I allowed us to leave the Floor today without noting that today in 1861 the first shots were fired by the Confederate General Beauregard on Fort Sumter, on a federal fort in the harbor 50 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 97th Legislative Day 4/12/2016 of Charleston, South Carolina, which began, of course, the Civil War. One of the three great defining wars of our Republic. The Revolutionary War and World War II were the other two. But the Civil War redeemed us and fulfilled, in Lincoln's terms, the ideals of the Declaration of Independence that all men are created equal and given inalienable rights by their Creator - life, liberty, and the pursuit of happiness. And these were enforced and brought to fruition through four years of bloodshed. Terrible bloodshed. And for it, we redeemed our land and the patriots that fought - one of them was my great-grandfather in the Union Army. Senate Bill 2907 provides that for the offenses of criminal damage to property, institutional vandalism, and criminal defacement of property, the damage must exceed five hundred dollars, instead of the current three hundred dollars, to enhance the offense to a felony. This makes the threshold for similar offenses more uniform in State law. I'm not aware of any opposition. I'm willing to answer any questions as well.

Thank you, Mr. President and Members of the Senate. Today is Pay Equity Day. Today is the day, April 12th, that marks how long women must earn to earn the same amount of money that a man earned for the same job over the last year. I wanted to point out a couple of different things. One is that the overall number is seventy-nine cents to the dollar. The other thing is that, for African-American women, it's sixty-three percent, and for Latino women, it's fifty-four percent. And that means that African- American women lose more than eight hundred and seventy-seven thousand dollars over the course of a forty-year career. And Latino women lose over a million dollars over the course of a forty-year career. To put this in perspective, if women earned the exact same amount as our male counterparts, we would be able to afford seven additional months of mortgage and utilities or 1.6 years more worth of food. This costs American women every year five hundred billion dollars a year - just this gap alone. So, in honor of this day, in honor of pointing out the fact that, for the same work, we ought be paid the same amount, I would like to leave the General Assembly with this one thought. That our illustrious historical figure named Fred Astaire had a partner. Her name was Ginger Rogers. She did everything he did - backwards and in heels - and didn't make nearly as much money for it.
