Thank -- thank you, Mr. President and Ladies and Gentlemen of the Senate. How does one adequately sum up and describe the career of someone such as Senator Evelyn Bowles? It's difficult to do. Senator Bowles was born into an area of Madison County dominated by coal mines. It was a tough environment. It was a environment of poverty and struggle. She faced that. She came out of it 29 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 4/18/2016 possessed with a will to succeed and a desire to help people. She was a strong woman, although I truly believe that she had a very sensitive core and a hurt to her was never forgotten in my view. She could forgive, I believe, but she wouldn't forget. She was engaged to be married as a young woman and was shabbily and terribly treated by the young man, never married. She entered the Armed Forces of the United States during World War II, which was unorthodox to -- to say the least. She came back and she taught school. In fact, one of her students was retired Representative Karen May, who was born and raised in Worden, who spoke very affectionately of Senator Bowles. She went to work for the County Clerk of Madison County, Eulalia Hotz, whose family went back to the turn of the nineteenth century in Madison County. And she worked in that office, became Chief Deputy. She built a core of support in that office, especially among the election judges. My late mother was a Democratic judge, part of the Irish mafia in those days, and she just worshiped Evelyn. In 1974, I was returning to the county to take up the practice of law and I was beginning a quest in the Democratic Party in those days and I received an irate phone call from my late mother, saying to me in scathing terms, "What are they doing?" Referring to the good ol' boys of the Madison County Democratic Central Committee, who got together when Ms. Hotz, who had suffered some strokes, decided to retire, they passed over her Chief Deputy, Evelyn, in favor of the Granite City Assessor, part of the "Good Old Boys". Well, I'm telling you, Ladies and Gentlemen of the Senate, hell hath no fury and the women were outraged. So I dutifully told my mother, "I'm with Evelyn." I didn't know Evelyn, but I'm with Evelyn. She won overwhelmingly because of the strength not only of the election 30 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 4/18/2016 judges of the Democratic Party, but the committeewomen, as well as the Republican election judges. They were for her. They -- the Republicans filed somebody to run, slated somebody, and they were simply annihilated. I don't even -- I don't remember who it was. From that time on, she had no opposition. And she had no opposition -- as someone put it at her funeral the other day, she became, in the public eye, the custodian and the guardian of democracy. That was her role. She saw her role as just that. In the old courthouse, her office was on the second floor, and as the citizens would walk in, they would see her front and center - this ethic that she had to serve, to help. You need help, you need a birth certificate, you need a marriage license, you need to straighten out your taxes, you need to register to vote? I'm here to help you, and my staff. That was her ethic and she was the icon of those who serve throughout the State of Illinois in all public office. She's the exhibit A of those who strive to serve with integrity and with competence - competence. The people want competent service. And no one was too low of station to be treated as royalty in Evelyn's office. When I became State's Attorney of the county, she was the county clerk. And, again, Evelyn was one of the kindest people I know, but she was also very tough. When the local officials would gum up the tax levies, she would call me and she wouldn't call any of the -- the Assistant State's Attorneys, who knew -- actually knew more than I knew. She would call me. "I want this straightened out." And she wanted it straightened out now and she wanted it straightened out without fuss or any untoward remedy. I explained to her once, when a major city had gummed up its tax levy, that we can go to court -- the State's Attorney can go to court on behalf of the people and get 31 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 4/18/2016 an order called nunc pro tunc. That's a Latin phrase which means whatever you did, we're going to make believe you didn't do it and get it done right. It's used now and then. The President of the Senate probably knows what nunc pro tunc is. And -- and I explained it to Evelyn and she said, "I'm not signing anything that's not true." I said, "Evelyn, you won't have to sign anything. The judge will sign it and you will be ordered to", but that was Evelyn Bowles. No corners cut, no dishonesty, and competence. That was her ethic. When she arrived in the Senate, she carried the same attitude. She served her constituency the same as she did as the county clerk. She never forgot where she came from. She never forgot her base. She never forgot that she was there to serve the common good. She was a, as I say, a brilliant example of what it is to serve in public life. She was an argument against the current bashing of public officials. She's an argument against term limits. Whatever you want, Evelyn Bowles -- when the good Lord made Evelyn, he made a true servant of the people. Ladies and Gentlemen, I move for the adoption of that motion.

Thank you, Mr. President. I had the great pleasure to serve with Evelyn and she was indeed a true public servant, but she was also kind of a fun and independent spirit and I really did enjoy the time with her. I, frankly, don't remember her passing the bill having to do with the reuse of surgical instruments, but what I do remember is her hemp bill. So, we've come a really long way, because all she was trying to pass was that the University of Illinois could actually study uses for hemp. Now -- because hemp 32 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 4/18/2016 - marijuana - I mean, it was a very difficult, difficult thing for her to pass, and now here we are, we're, you know, on the verge of legalizing it. We have legal -- legalized medical marijuana. But she had a table set up at the front of the Chamber with all kinds of hemp products on it - hemp hand cream, hemp chapstick, hemp rope. I mean, she was way into hemp, which I always thought was kind of funny. I also remember her -- she was so delighted the day that she, I believe, cast the deciding vote on the expansion of gambling, and I think she was in the restroom when the vote occurred and there was a verification and she came out and she couldn't believe that she was the one that made this happen, and I remember this picture of her on the front page of the Sun-Times just throwing back in her chair laughing, you know, like, oh, my gosh, I can't believe this happened. So that's kind of a picture I think about her. The other thing that -- that I remember about -- about Evelyn is she's the first person that I ever heard use the expression "right as rain" and she used it a lot, and so whenever I hear that expression, I think very fondly of Evelyn. I had the chance to see her about -- oh, after she had retired for some time and she -- on a plane and she was just as delightful as ever. So, in addition to being a great public servant, she was a really interesting and fun person. So we will miss her. Thank you.

Currently, this sunsets on July 29th of 2017. We want to extend it an additional three years so it expires August 1st of 2020. It does apply to all the River's {sic} Edge Development Zones, but Aurora is the only municipality that is currently wanting to use this.

Senate Bill 436, as amended, provides that when a teacher is paid from federal funds, the employer shall pay to the System from those funds at a rate equal to the employer's normal pension cost, as determined by 39 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 4/18/2016 the System. Right now, what's happening is, downstate school districts are being required to make payments that include the unfunded liability payments of that situation. Basically, what's happening here is that federal money, Title 1 money, that should be going to low-income poor students in the district is being required to pay off the State's unfunded liability debt. I don't believe that's what the money was intended. I think this is very critical for districts that have high numbers of low-income children, that this money be used for low-income children versus being used to help pay off the unfunded liability. This came out of conversations in the Executive Committee, where instead of dealing with each individual entity one by one, we are giving this authority to a -- a class of local governments, in this case the library boards. Although there's often opposition to bills involving alcohol, I am not aware of any opposition. I don't think any slips were filed in opposition and no one testified against it in committee. As amended, Senate Bill 460 amends the Nurse Practice Act, providing that 41 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 4/18/2016 nurses who have continuously held on {sic} advanced practical {sic} (practice) nurse license since 2001, but do not meet the educational requirements necessary for national certification, do not have to show proof of national certification to renew that APN license. And also, the Department of (Financial and Professional) Regulation may renew the APN's license of a nurse who are {sic} unable to provide proof of continued national, but comply with all other renewal requirements. The renewals made on and after May 31st, 2016, based on the changes in this bill should be retroactive to the expiration date. On and after May 31st, 2020, APNs must show proof of continued, current national certification in their specialty. And I'll be happy to answer any questions.

Senate Bill 2159 closely parallels a bill that Senator Connelly passed back in the summer of last year, only this applies changes to State universities, where the -- the previous bill applied to community colleges. The bill really gets to the heart of the problems we've tried to address by placing some safeguards in place to protect taxpayers and tuition payers from excessive compensation perks and severance obligations when university presidents are dismissed in mid-contract. Among other things, the 44 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 4/18/2016 bill places a one-year limit on the amount of the severance packages - can only be equal to a one-year contract. It forbids rollover clauses, forbids severance payments or contract buyout - - buyouts if charges are pending against a -- criminal charges are pending against a university president. And it mandates that the provisions of the contract must be published prior to a meeting of a board before the contract is voted on. I, again, know of no opposition. Would appreciate Aye votes.
