Right now, she's attending St. Ambrose University, where she is on the varsity volleyball team. She wants to become a lawyer, and we're going to talk about that all summer long. But I think she wants to do it for the right reason, Mr. President - she wants to be a prosecutor. I'm sure she's going to be fantastic at that. Mr. President, Ladies and Gentlemen of the Senate, we have with us some young men from Urban Prep Charter Schools. Many of you-all have heard and read about Urban Prep. Urban Prep's founder Tim King has joined us as a guest today. They, for -- for the last seven years, they've graduated and sent to college a hundred percent of their graduates. They've taken the mission of education to some of our most challenging neighborhoods in Chicago, where others have given up, and have turned these boys into men. We 15 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 5/17/2016 have with us six graduating seniors: Mr. Michael Taylor, who's headed to Jackson State University; Juwaun Cooper Muhammad, who's going to Georgetown University; Dimitri Love, who's going to the University of Illinois Champaign; Sidney Benson, who's going to Dillard University; Joseph Wilkerson, who's going to the University of Illinois Urbana-Champaign; and Malik Griffin, who was admitted to four Ivy League schools and is going to the University of Pennsylvania. Can we give 'em a warm Senate welcome?

Next fall, he's heading off to William and Mary, the College of William and Mary, where he plans to study International Relations. He has a great interest in politics and government. He's active with Model UN and the National Honor Society. He's also an athlete who enjoys tennis, skiing, skeet-shooting, and archery. He's joined today by his grandparents, John and Paula Hiatt, who are in the gallery, along with his little sister, Paula, a fifth grader. And I'm very pleased to have them with me here in the Senate and I would ask you all to join me in a warm Springfield welcome.

Thank you, Mr. President. This bill is the initiative of the Water Reclamation District of Chicago. It amends the Environmental Protection Act and it would align our State law with a new federal EPA standard that allows for multiple entities to make joint applications to the Pollution Control Board for a variance if they're all on the same waterway or within the same watershed. This bill is still a work in progress. The Attorney General's Office and the Illinois Environmental Council have expressed some concerns about the bill. They met two weeks ago while with the Water Reclamation District and the Illinois EPA and they've agreed to put together a working group to continue to discuss this and address the concerns they've had. All parties have asked us if we would vote in favor of this bill and move it on to the House, where 39 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 5/17/2016 they'll continue to work on it and potentially come back in the fall with a -- a completed product. We're going to -- going to wait until we can get all parties in agreement on this legislation before we move it forward. I ask for the Body's indulgence in this and ask for a Yes vote.

Thank you, Mr. President. I -- I bring this bill for the third time and I just want to talk briefly about, you know, what it does again so everyone understands. It's important as a legislative Body to place checks and balances on our different branches of government. In the Executive Branch, the Department of Revenue makes mistakes. I talked about that before. The mistakes cost a lot of money and the mistakes also result in -- they result in municipalities not receiving the sales tax that they are entitled to. It is important as a legislative Body that we provide oversight on the Department of Revenue. This bill would allow for companies to audit the Department of Revenue in a confidential manner. They would sign confidentiality agreements with municipalities and then they would go ahead and find out what moneys are due to those municipalities. There's been a lot of criticism on this bill. And I will tell you that you may hear some remarks from the opponents that certain states may have repealed the law, but before we hear those arguments, I will just tell you those states are run by people who really don't understand the law and those that make mistakes in their own -- their own capacities. So, I will just mention that this bill is supported by the Illinois Municipal League. It's supported by many councils of government across Illinois, from north to Rockford down south to Carbondale. And I plea again, if you are to vote, I ask that you vote to support your towns that are not getting the revenues that they are owed and not support those that aren't paying their taxes. I have again offered that a hundred times to sit down with Senator Hastings and all of the stakeholders to try and come up with 43 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 5/17/2016 something that we can embrace, that we can be proud of, that we actually can say is a good measure. This is not it. It doesn't matter how many times this piece of legislation is brought before you, in this fashion, it's not good public policy and it's not a good bill. And I would again ask this Body to stay firm and vote No. Thank you, Mr. President.
