Or in other words, the owner of the structure being able to do repairs themselves. Under the majority of circumstances, yes, the owner, yes, the employee of the owner could do certain repairs. If they're engaged in the use of flammable materials and the use of a blowtorch, which is the common practice, they would have to be specifically trained in order to prevent fire or loss of property or loss of life. They would have to… have to be specifically trained in the use of these devices and materials in order to do the work for an owner as an employee of that owner."
"So… so, currently, when you get a roofers license, does the business get a roofers license or does the individual get a roofers license? A limited license permits a licensee to residential roofing only and an unlimited license permits a licensee roofing work on residential, commercial and industrial buildings. When applying for a license with the department, an applicant must indicate for which type of license he or she is applying for. The following requirements are needed: $250 thousand insurance for each occurrence, 500 thousand for personal injury, proof of workers' compensation, proof that an applicant is obtained, applied for as an Illinois unemployment insurance employer, proof of a surety bond of at least 10 thousand, designation of a qualifying party, $125 application fee. Now, it seems that the argument that the department had raised and certain Members have been greatly concerned with the opportunities for owners to still be able to do their roofing repairs themselves."

So, I know people have their fundamental reasons for… for why they do things and in a vacuum maybe this Bill seems like something that's common sense, but not all commercial roofs are equal. "Well, I want to get back to the original Bill where it says that the employees can repair a commercial roof but cannot replace that roof. Is that still part of the Bill?" Burke, D.: "I think you're referring to Senate Bill 2982 which passed the House overwhelmingly last Session. This new language was added at the request of the Home Builders Association. It adds a definition of 'roof repair' to the current Roofing Industry Licensing Act. So, it would be consistent with the International Building Code and clarifies the exemption that employees of a building owner can still perform roof repair without a license but a license would be required for more dangerous techniques, for fire safety, liability, workers' comp, and those related to OSHA violations. So, if you're talking about an individual that's doing basic roof repair without the use of these dangerous materials, or flammable techniques, they would then require a license or be certified."

Well, I think, erroneously, we think of commercial property as a large structure. Each and every one of our districts have business owners who may have one employee, they may have a basic structure. They're trying to make a living. They may have taken a structure like a garage. They may do lawn work. This Bill says that if you have an employee who may have years of experience in construction, cannot get on that building and replace that garage roof. If you look at what the Governor's Veto said last year, it said it takes away basic owners' rights. And I think that is correct. There should be a 'no' vote on this Bill."

House Bill 3070 is an initiative of IMRF that codifies current practice wherein employees have the ability to… it codifies the practice and allows members to make a one-time payment for service credit purchases after termination as long as valid application is received while the member is still an active member. "Well, if a member had been eligible for IMRF, to participate in IMRF but hadn’t been enrolled, perhaps they weren’t aware of it, there is a credit for like military service. This law would not effect that case, but the… there was a question brought up in that suit about this. And it looks like we're changing that to oh… rather, we currently have training on civil rights and cultural diversity. We're changing that to cultural competency. And the second one is that we have training regarding racial and ethnic sensitivity and implicit racial bias. And we're reducing that down to implicit racial bias. Do I understand the Bill correctly?"
