President Huang began his term at WIU on January 1 of 2021, but due to the pandemic, is only being inaugurated today. Before joining Western Illinois University, President Huang served as the president at Edinboro University of Pennsylvania. He also was the chancellor at Louisiana State University. He is the author and editor of 13 books as well as numerous essays and articles. He earned his doctorate in English at Texas A&M University at College Station and completed graduate studies in English from Beijing University. Doctor Huang and his wife, Jennifer, have a daughter, Claire, who is in sixth grade in Macomb, and a son, George, who is majoring in political science and history at Rice University in Texas. So, within the last few months we lost an icon, a true lover of Illinois. A man who had made such a difference not only in this state but also in our nation. Someone who I'm proud to have known for a number of years, and that is Richard 'Dick' Duchossois, otherwise known as Mr. D. I'm pleased to be joined today in this Resolution with his daughter, Kim, who's in the gallery with us. Thank you, Kim. Mr. D.'s great-grandson, Oliver. Oliver, thank you for joining us. And also, Tony Petrillo. Tony was the CEO and president of Arlington Park. Thank you all for being here today. I'd like to say a few comments about Mr. D. and his life. As a native Chicagoan, Dick Duchossois learned more about other parts of the United States when he attended Washington and Lee University in Virginia. The honor code he saw there was something he continued to observe and share all through his life, including the tough world of horse racing and even the tougher world of United States business. Mr. D. was born in 1921 in the South Side of Chicago, was a member of what is now called the Greatest Generation. He was a World War II veteran, an honored, decorated World War II veteran. In combat in the Moselle River in Germany, he earned a Purple Heart. That was the Battle of the Bulge. He served this country with great honor. He rose through the U.S. Army in the final months of combat in the first months of the occupation and retired from the service with the rank of major. He was a tank destroyer in the Battle of the Bulge. We've seen movies of what those men did. It's incredible that he survived, but put his life on the line in World War II 10200095.docx 9 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 95th Legislative Day 3/31/2022 with every one of those heroes. At the end of World War II, American railroads and the railcars were worn and rusty. In 1946, the diesel engine-powered heavy truck was the glamor technology for future U.S. freight movements. Banks and lenders were more likely to lend money for truck fleets than money to railroads and car owners. One of these aging railroad cars, the old IC or Illinois Central, rumbled through Homewood-Flossmoor, the community where Dick Duchossois and his growing family would make their home for many years. Home from the war, Mr. D. found himself working for an old-line Chicago Heights railroad car manufacturer. Under Duchossois' leadership, the Thrall Car Manufacturing Company began to turn away from old fashioned box cars and started welding together specialized nonbox cars. These new types of railroad cars were specifically designed to carry the freight commodities such as coal and racked new automobiles that shippers continue to want to ship on train rails. The work of Mr. D. and his allies in helping to save the U.S. railroad industry can be seen in every time we look at a freight train. As an industrial, Mr. D. saw other opportunities. In later years, the Duchossois Group was affiliated with the significant number of diversified operations and assets. Another sign of his life work and achievement of Mr. D. and his family can be seen from Chicago's Washington Park, only a few feet away from the 1893 Columbian Exposition, raised the first… world's first Ferris wheel. What today's Chicago is now see rising is the Duchossois Center for Advanced Medicine, where the state-of-the-art research is done today on some of the toughest projects in medical research. Far more important than his business, medical research, or even horse racing to Mr. D. was his love for his high school sweetheart, Beverly Thrall Duchossois, who died in 1980. His second wife, Mary Judith, who he married… was married in 2000. He has two sons, Craig, Dayle, Kim, and Bruce. His step-sons, Steve and Paul. And we're joined by Grant today. Let me just say this, that… as I said, I've known Mr. Duchossois for so many years. He was a very energetic man who, up until his late 90s, would drive from Barrington to the park every day, was a man who was at the office early and worked a full day. He believed in hard work, he expected hard work, but he was a generous man that never said no to anyone. He was very self-effacing, but he also had a servant's heart at the same time. So, I just want to thank the Duchossois family for what you have done for our state. And also, I want to thank you for what your father has done for this country by serving nobly in World War II to protect democracy throughout this world. So, Ladies and Gentlemen of the House, I would ask for an 'aye' vote."

One of the funny stories about being mayor in a small town is, Mr. Duchossois had quite a large yard, as I'll put it. And I asked him if I could put some signs in his yard when I was running for mayor and he said, 'Well, would you like a contribution?' And I said, 'No, Sir. I'd just like to put a few signs up.' And he said, 'You've just distinguished yourself as my favorite politician.' Dick was a wonderful man. I enjoyed every moment that I got to share with him. I… you very rarely meet someone that's done so many things for so many people, and I'm just blessed to have a relationship with his family and to have been his friend for a period of time and his former employee. So, I want to thank the family for being here. And I am honored to be your neighbor and your friend and I was even more so to be that of your father. So, thank you for being here today."

Cesar Chavez was born and raised during one of the most turbulent times of our history on a small farm near Yuma, Arizona. He had to quit school in the eighth grade, after his family lost their farm, to support them by working in the fields. It is here that he experienced inhumane labor practices, backbreaking working conditions, and bitter racism. After serving in the Pacific and receiving an honorable discharge from the Navy, he took the harsh experiences from his youth and immersed himself in organizing farm workers. He fought earnestly to ensure that the essential workers that produced the food that feed our families are provided safe and healthy workplaces, stronger wages, and basic human rights. His steadfast leadership ultimately led him to cofounding the National Farm Workers Association, which would later become the United Farm Workers of America. So, the state puts out its procurement goals for the program, a vendor comes back. "So, this… let me take a step back. And this came straight from the Department of CMS, who I asked for this information. In the 2019 budget, there was $69 million in waivers granted. I asked them for what it was in 2020, it was $418 million in waivers granted. This does not eliminate a company's ability to receive a waiver. It simply defines what good faith efforts would be. So, for instance, if one department says, hey, I made a phone call at 1:00 in the morning and nobody answered, and a different agency or department is calling every single BEP person in that scope on the list, those are two totally different things. "I wish the previous speaker had spent more of her time actually understanding what the problem is. I've often said on this floor that we wouldn't have to do Bills like this if contractors would do better, if contractors would make good effort to choose minority businesses. They are businesses here in the State of Illinois. They deserve opportunity just like everyone else. But too often those companies are not doing the right thing by businesses that look like us, that look like me, and look like others in this chamber. They are in our communities, and they want to work and provide resources for their selves and their families just like everybody else. But because these processes are too subjective and they get to select who they want, they often don't choose. These businesses are certified, they are qualified, and they deserve the opportunity to work. So, when we talk about a good faith effort, that phrase was used too many times to say why they couldn't choose businesses. The Representative's effort is simply trying to figure out exactly what that means, create some uniform standard to that phrase so that it can't just be arbitrary and arbitrarily used to say, well, I can't find anybody. I can't find a black business. I can't find a Latino or a woman business. They're there. They exist. Now, the unfortunate part about this is that the pass not only requested by the vendor, by the contractor is given by people that work in state agencies. They give the pass. It is absolutely vital to keep these programs funded. I have a couple questions. Are you aware that Planned Parenthood provides care well beyond abortion? Are you aware that Planned Parenthood serves men? Comprehensive sex education, contraception, even vasectomies, STI testing and treatments, lifesaving cancer screenings, even general physicals, they are all services provided by Planned Parenthood. My neighbor state to the west, Missouri, they recently voted to defund all of Planned Parenthood. All that lifesaving cancer screenings, all the education, all of the contraceptive access, which can prevent unplanned pregnancies, all the STI treatments, and all the vital health care, even at clinics that do not provide abortions. Missouri has abandoned the most vulnerable women and men in their entire state. That's not how we treat people in Illinois. Illinois must set an example. We expanded the use of telemedicine all over the state to reach the areas of the state that were hardest hit that didn't have a health system, didn't have a medical practice nearby. Now, we are moving from the crisis of the pandemic and away from the pandemic to a crisis of extremist politicians deliberately restricting access to health care. It's one crisis to the next. We will not… I would repeat, we will not, in this chamber, stand idly by as other states systematically destroy their health care system and access to health care delivery because of their extreme ideologies and opposition to reproductive health care. I think it's pretty clear who stands with women in this state. Democrats stand with women in this state. Clearly, by their votes here today, they say, women, you're on your own. Democrats in this state will always fight for reproductive health care and a person's right to choose. Democrats are the ones that have this state on the right track. First, with the Amendments, it was an initiative of the oil and gas in cooperation with the Department of Revenue to, one, raise fees that the industry asked for so they can get abandoned oil wells and gas wells capped in an efficient manner. And then I explained the administrative rulemaking process in Floor Amendment #2. The underlying Bill was a solid waste operator certification. It was very similar to a House Bill that we passed, and I forget its number, but those leave the fees as is and changes being certified every three years to one certification and continuing education. "Thank you, Madam Speaker. And thank you, Members of the House. So, last year we passed the Student Rights… Student Athlete Endorsement Rights Act, which is better known as name, image, and likeness. We saw a lot of movement around it around the country after we moved ours and the NCAA subsequently made that… made that prohibit… legal in their space. But after nine months of this being in practice, after speaking with the universities and athletic programs around the state, we've found some ways to tighten up and to strengthen the Bill that makes this possible. And so, that's what this Bill is. It encourages all of the post-secondary education institutions in the state to provide financial literacy programs to the young student athletes who are participating in these programs. It allows our schools to have discretion in determining the manner or timeframe where they receive notice from the student athlete that he or she has obtained an agent. And so, this just changes this. And then, once again, strengthens the relationship between the university and the student athletes. I just want to go on the record one more time by saying that the work that we did here in this chamber did inform the work of student athletes name, image, and likeness around the country. And unfortunately, the NCAA has still been derelict in its duty to actually find a way to streamline these processes. And so, here we are again at the State Legislature trying to fix this. So, I urge an 'aye' vote."

This year it seems more important than ever to acknowledge, thank, and lift up the stories of the women who have led our progress towards equality. You might know that trans women kicked off the modern LGBTQ rights movement of the Stonewall riots. Marsha P. Johnson and Sylvia Rivera are two of the more familiar names. But you also need to know Miss Major Griffin- Gracy who brings a Chicago connection to those leaders. Miss Major grew up on the South Side of Chicago in the 1940s and 50s but made her way into New York City seeking safety and community. It is impossible to contemplate women's history and the fight for equality without including our trans sisters. I had hoped to introduce a special guest today, but she had to head back to Chicago. Lasaia Wade, the founder and executive director of Brave Space Alliance, was here in Springfield today to acknowledge Transgender Day of Visibility and draw attention to the epidemic of lost and murdered trans women of color. Lasaia, along with my constituent Stephanie Skora and Lasaia's husband Xavier MaatRa, founded Brave Space Alliance in 2017 to fill a glaring hole in services and access for trans and gender nonconforming people. In particular for those living outside the north side areas of Chicago most associated with resources for the LGBTQ community. Brave Space Alliance has continued to innovate and adapt to meet the needs of the community throughout the pandemic. They stood up a city-wide Crisis Pantry Program serving anyone in need, including home delivery, employment justice programs assisting trans individuals seeking work, mutual aid groups, multiple support groups and trainings, and a first in the nation heartbreakingly-needed Funeral Support Fund, which supported 278 BIPOC trans people last year. Trans women are women. They are our history. Pretending otherwise puts our sisters at risk. Our children are listening to us and our words directly impact their world view.
