So, that experience has driven home for me just how important it is for us to come together in the fight against child abuse. So, I'd like to take a quick moment and just remind us of some of these signs of child abuse and encourage that we all utilize our social media platforms today, not to just post a picture of us in blue and with the hashtag, which is great, but also remind our constituents of some of the signs of child abuse. You know, withdrawal from friends or activities; change in behavior, such as aggressive anger, hostility, hyper activity, or change in school performance; depression; anxiety; unusual fears or a sudden loss of self- confidence; an apparent lack of supervision; frequent absence from schools; reluctant to leave school activities as if he or she doesn’t want to go home; attempt at running away; rebellious defiant behavior; self-harm; or attempted suicides. Now, these are not all the signs and they can vary depending on the abuse the child is suffering. But today, as we wear blue and raise awareness for Child Abuse Prevention Month, let us also remember that we must all remain vigilant in watching for the signs, encouraging our constituents to remain vigilant. And please, if you see something, say something. Speaking up may not only stop child abuse, it may save a child's life. I hope that our hearts and our prayers can be with Greenfield, Illinois, in Green County. Two individuals were killed in a fire yesterday, a 77-year-old woman and a 10-month-old baby. Her father is a police officer, and I hope that we can all keep them in our prayers, as most of us here are parents and we understand that the loss of a child, especially as you think in your own personal experience, how it would be hard to go on and continue to serve the public. They will continue to work hard, but we need to keep our thoughts and prayers with them and their family, their neighbors, and everybody involved. And I want to say thank you to the emergency services, the sheriff's department, the local volunteer fire departments that all came. Three different volunteer fire departments came and they are also very affected by this. So, I hope we can keep them in our prayers. Thank you."

What this would simply do… it's an initiative of the Secretary of State's Office in conjunction with the Auto Dealers Association of Illinois. It would do several things, none of which are controversial. It would adjust the fee schedule for delinquent vehicle dealer transfer fees to ensure that no fee is imposed prior to the Secretary of State receiving the certificate within 45 days of the vehicle transfer. It reduces the fee that would be imposed. And in addition, it would create a one-time rebate on the title fee for passenger vehicles and small trucks manufactured in Illinois as well as a motorcycles. There were some questions about affordability for the rebate. However, it would be about $300 thousand a year and would come from the Secretary of State's road fund."

The Bill will require the Department of Human Services to submit a report to the General Assembly regarding access to applied behavior analysis therapy for people diagnosed with autism spectrum disorders. The therapy is tailored to the needs of each person with the goal of building skills and reducing dangers or harmful behaviors. Treatment plans can be intensive and could require up to 40 hours of therapy each week. Unfortunately, access to ABA may not be equitable for all children in need of treatment. "So, currently as this stand, the Bill has no protections for abuse or misuse. There's no clear definition of negligent. They have to determine whether they feel like they're in danger or not. And all of that is based on subjective ideas of the person who's authorized to use it."
"Well, it states point blank in it that the use of it is prohibited for reasons outside of their own personal protection. That being said, there is parameters set in place here in the Bill that are… that were brought forward between ACLU and AFSCME to help actually set up parameters. And actually, I think the most important thing, that it would be adding a training that would help them deescalate a situation so they would not have to be using it. It's caused by the HPV virus and can be prevented by the HPV vaccination and regular screenings for precancerous changes. A group of doctors, many of whom filed witness slips in committee, have been working for the last two years really looking at how to lower the incidents of this preventable cancer. This Amendment really addresses a few of the ways that our health care system sometimes fails women. The first, it ensures that women always get their cervical cancer screening results in language that a layperson can understand. Many of you, I think, can understand that when you get the results from your doctor and you have no idea what they mean. The problem is, is that then these women don't follow up and their early cancer turns into a more dangerous cancer. In the second part of the Amendment, improves access to HPV vaccines for those who want to get them. They would be… the Food and Drug Administration expanded the age at which the HPV vaccine is approved for up to age 45. What Senate Bill 3930 does is to expand what must be included in DCEO's plan to facilitate this. And then also creates what we call the Border Community COVID-19 Mitigation Grant Program, subject to appropriation. So, in the first part, DCEO is required to add to the plan to make sure and notify small businesses and municipalities of all funding opportunities that the State of Illinois and the Federal Government are offering to small businesses and municipalities. And second, it requires notification to small businesses and municipalities whenever there are new restrictions placed upon those communities, as it may relate to COVID-19 public health emergency. Fortunately, most of those mitigations are… are gone, but in the worst-case scenario, if they were to come back, we'd want to make sure, especially in our border communities where the other states may have different mitigation strategies, to make sure that those local governments and small businesses are aware of what those restrictions are to make sure they can make… you know, make the best of a bad situation. I'd like to add a few… I pulled this up from the Illinois Department of Revenue, and I just want to read few of the reasons why I believe that Illinois is in a perennial anti-competitive status. "And then also, it talks about that this is COVID-19 Mitigation Grant Program. I think most would agree that COVID- 19 is pretty well over with. Why are we narrowly defining this program along this virus that's pretty well over with?"
"Well, I would hope and agree with you that it seems over with. I hope that is the case. I believe it's important to have this in place in that worst-case scenario. I think we have other levers that we can pull when we talk about DCEO grant programs with EDGE tax credits, enterprise zones, and the like. We can do… we can certainly do more of those programs if you'd like. I'd be happy to work with you to do that."
"Well, I guess I'd like to eliminate some of these programs and especially one like this. We could all agree that many areas of this state have been hit hard, some harder than others. But we agree that this… these border towns are hit extremely hard. Towns like Danville, Paris, Marshall, Robinson, all along the eastern side of the state. So, my question is, to the Members of this Body is, what is our plan to reduce these costs in our state to make us more competitive to our neighboring? Are we going to cut property taxes? Are we going to cut some income taxes? Are we going to cut some other taxes? It seems like that’s quite to the contrary that we want to just tax everybody and pinpoint just a few. And so, I think this is the wrong policy. I think we need to be looking at some reform that helps everybody in this state to be more competitive with our neighbors across the border. Thank you."

"I wanted to let the chamber know that today former Illinois House Speaker Mike Madigan had yet another Federal Court status hearing. He likely, once again, was using his campaign funds to pay his lawyers for his public corruption and racketeering criminal case. According to the Illinois State Board of Elections, Mike Madigan resigned from this chamber on February 18, 2021. And then in that same quarter, one of his campaign funds, the Friends of Michael J. Madigan, handed over 2.6 million to the law firm representing him in that criminal case. He has another 10 million sitting in that fund. Thus far, he's declined to respond, let alone act. But I can expect that from Speaker Welch. But it's sad that not a single Democrat in this chamber has shown their willingness to support HB29 (sic-2929), even in some amended form. I told you about this legislation here on the floor, that it would ban this practice. Not one of you came to talk to me about it or otherwise show your support. Not one of you was willing to stand for reform by signing on as a cosponsor. And not one of you even said that there was a way you could support it as long as we could make some language changes. Now, supposedly there are at least 19 of you who claim that you want to stand up against Mike Madigan's corruption and make for a better Illinois. But are you actually going to put a real vote behind your press conference promises? Because if you don’t, each and every one of you in the Majority of this chamber who fails to act are a effectively endorsing, with your inaction, that it's okay in Illinois for public official A to use their campaign funds to fund their criminal public corruption defense. And to the people of Illinois, we're down to the last seven days in the end of the Legislative Session. Mike Madigan is scheduled to go to trial in September. So, that means if that the Democratic Party won't do anything about this now, they ain't going to and he's going to be able to use all of those campaign funds.
