This date is based on U.S. Census figures showing that the average woman who works full time is paid on average just 84 percent of the typical man's pay. Started by the National Committee on Pay Equity in 1996, the goal of 10300021.docx 22 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 21st Legislative Day 3/14/2023 Equal Pay Day is to raise awareness about the ongoing gender wage gap. In 2022, changes were made to the methodology and the equal pay day calendar now encompasses a broader cross- section of women, including those who work part time or seasonally and to represent a more accurate picture of how the gender pay gap impacts diverse communities. How the COVID- 19 pandemic pushed many women, especially women of color, into part-time or seasonal work or out of the workforce altogether. And because of this, past methods of calculating the wage gap fell short of accurately capturing the full picture. With this new inclusive methodology, we can advocate on behalf of all women in the workforce. Because the pay gap varies significantly amongst different communities, other equal pay days have been added to the calendar over the years to reflect the fact that many women must work far longer into the year to catch up to men. So, LGBTQIA+ Equal Pay Day is June 15. Black Women's Equal Pay Day is July 27, with black women working full time and year-round paying… getting paid 67 cents on the dollar compared to men and are paid 64 cents for every dollar paid to non-Hispanic white men. Moms Equal Pay Day is August 15, with moms working full time and year- round being paid 74 cents on the dollar. And all earners, including part time and seasonal, paid 62 cents for every dollar paid to dads. And Latina Equal Pay Day is October 5, with Latina women working full time and year-round being paid 57 cents on the dollar and 54 cents for every dollar paid to every non-Hispanic white man. And we know that the pay gap between men and women has long-term effects on women's economic security, with the gap affecting women's Social Security earnings, their ability to save for retirement, and their child's… their children's education. Pay equity is closely linked to the eradication of poverty and is essential to having highly motivated and skilled workforce. So, equal pay should be a priority for all of us. And we here, in this Body, have the ability to help close the wage gap in Illinois. We have legislation before us this year that will help make it easier for women and people of color to negotiate fair wages by passing wage transparency, helping women take care of their families while staying in the workforce by funding affordable and high-quality child care, and by supporting paid family leave policies. We can make a difference in the lives of women and their families across Illinois by not only recognizing that we still have a pay gap and a gender… and we still have gender inequality, but by taking the steps to close that gap. "Thank you, Madam Speaker. A woman's work is never done. It's a cliché, for certain, but ideas are cliché because they involve a deep truth. Because women earn less on average than men, we must work longer for the same amount of pay. Today, March 14, is Equal Pay Day, which symbolizes how far into the year women must work to earn what men earned in the previous year. The gap is even wider for women of color. Even after the year is over, a woman's work is never done. During Women's History Month, and in recognition of Equal Pay Day, I rise to honor lawyer and political activist, Florynce 'Flo' Kennedy, whose dynamic career fought sexist and racist policies that perpetuate the gender wage gap and discrimination in the workplace. Born in 1916 in Kansas City, Missouri, Kennedy was no stranger to racism. Her parents once stood up to members of the Ku Klux Klan who tried to drive their family from their home in a predominantly white neighborhood. Kennedy left Missouri in 1942 to attend Columbia University. Within a few years, she'd be rejected by Columbia's Law School. Not because she was black, but because she was a woman. In her autobiography, she responded, 'Whatever the reason was, it felt the same to me.' After threatening a discrimination suit, Kennedy was admitted as one of eight women, and the only black person in her class. She became one of Columbia Law's first black female graduates in 1951. After representing musical giants Billie Holiday and Charlie Parker, Kennedy left law to become more involved in political activism. She was a founding member of the National Organization for Women and led demonstrations against the New York Times. Kennedy was also a tireless advocate for a woman's right to choose and founded the Feminist Party, which nominated Congresswoman Shirley Chisolm for President in 1972. And we all know Shirley Chisolm; if they won't give you a seat at the table, you bring your own chair. In 1974, People Magazine called Kennedy 'the biggest, loudest, and indisputably, the rudest mouth on the battleground where feminist activists and radical politics joined in mostly common cause.' Her life's work is a constant reminder that a woman's work, her work to lift up other women, close the gender pay gap, and end discrimination of all kinds, is never done. And on Equal Pay Day, we bring the joy. We learn about and remember Flo Kennedy and recommit to carrying on her legacy here in Illinois. Thank you, Madam Speaker." Elizebeth Smith Friedman outwitted mobsters, bootleggers, and uncovered Nazi spy rings. Born in 1892 to Quaker parents in Indiana, she studied literature in college. While studying Shakespeare folios at the Newberry Library in Chicago, she landed her first job in 1916. The librarian at the Newberry introduced Friedman to Colonel George Fabyan. The Colonel was a rich industrialist determined to uncover secret codes hidden within the Shakespearian documents. Together they studied Shakespeare, not finding any codes, but instead they found love for each other and codebreaking. As World War I approached, Colonel Fabyan established the first codebreaking unit, putting Friedman and William in charge. They developed their own methods of decrypting based on math, instead of linguistics. The U.S. government soon came calling. Friedman trained the first team of codebreakers in World War II, while William broke codes on the war's front. After the war, they moved to Washington, D.C. for William's work with the U.S. Army Intelligence. Friedman left office to become a mom, but never gave up codebreaking. She loved deciphering codes so much that even her notes and cards to family and friends contained codes for them to break. In 1925, all that changed when the U.S. Coast Guard came knocking at her door. They needed her help. They needed her to decipher the coded radio messages around illicit alcohol and organized crime. She decrypted about 25 thousand messages a year, while creating the first strategic intelligent gathering. Her work became so essential that in 1931 the Coast Guard approved her plan to develop a codebreaking unit, putting her in charge. The first woman to ever run such a unit. Her codebreaking made her the key witness in court cases to bring down Al Capone and international rum operations. Fed up with the objections of attorneys and defense attorneys calling her work witchcraft and foolishness, she set up a black board and gave a class in court on how deciphering works. When World War II started, her unit moved under the Navy and a military officer she had to train was placed in charge. The unit was assigned to monitor communication between spy rings in South America and Nazi high command. She decrypted messages transmitting the location of Allied ships in the Atlantic Ocean to U-boat captains, who were destroying the ships. On behalf of FBI Director J. Edgar Hoover, Brazil began arresting the spies and giving away the code that had been broken. The radio waves went silent. When they started up again, she had to break new codes, and they were more complex, in order to keep the Allied ships safe. With mere pen and paper, she destroyed some of the most important codes during the war. Within a year after the war ended, her unit was disbanded. She signed a Navy oath of silence until her death, sitting silently while J. Edgar Hoover took credit for the decryptions and erased Friedman and her team from the official record. Because her work was classified and she was forbidden to speak about her service to the U.S., her work was often attributed to men, her husband, colleagues, and the FBI's J. Edgar Hoover. Her husband, William Friedman, was considered one of the greatest codebreakers of all time, but in truth, they were a dynamic duo of codebreaking. She helped to create codebreaking methods that formed the basis and theory of decrypting today, giving rise to the many U.S. intelligence agencies. She died in 1980, taking her secrets with her, upholding her oath. In 2008, the files detailing her work were declassified, and her story can finally be told. Before I talk about Cole, I want to talk about Cole's mother, Lori. She's a hero to the Severin family because she taught my grandson how to ride a bicycle. So, thank you, Lori. I want to tell you a little bit about this young man. He's a sophomore at Benton High School. He's number one in his class. He's a part of the student council, the Youth in Government, Scholar Bowl, band, drafting, team cross country, and track. He participates in community activities and Vacation Bible School. And I'm like, why do we need such a long list? We need such a long list, Ladies and Gentlemen, because it just doesn't seem like we're being heard. The problem still exists in 2023. We're not asking to be paid more than men. We're just asking to be paid equal. Why should we do the same job and make pennies on the dollar for someone else who is doing the exact same job? It's hard for me to even believe that I'm standing up and speaking about this. And if we want all these special days to go away, there's an easy solution. "I just wanted to take a minute to introduce… I have a very special Page with me today. I want to introduce Ryan Jenkins to the Body. I met Ryan back when he was a junior in high school, and he had done an assignment for his English class and indicated his interest in politics and government. And so, his wonderful English teacher, Dave Lipe, reached out to me and said, 'I think this young man would love to meet you. Is that possible?' We met for coffee and had a long talk, and it's turned into a relationship where Ryan has been interning with me in all the intervening years. He is now a sophomore at Saint Louis University, doing very well. He's majoring in political science and economics. He's a member of Model UN. He's also part of the Econ Club. And he also has a really interesting job with Urban Harvest, where he has learned more about plants than anybody needs to know and is lots of information when we are out walking and meeting people in their neighborhoods. He's here today to see the process here on the floor, but also to find out about his future plans. And hopefully, we can someday get him to work here on our staff here in Springfield.
