I've been trying to share them around for staff and everybody else on the floor as well too. I do have more if anybody wants to wear them in recognition. But this Resolution is just recognizing MS Awareness Week and Day here in the State of Illinois. Our own Bridget Cory, who works upstairs with our research staff, is… is afflicted with MS. And she was my LA for a brief period of time, and we talked a lot about those… how it impacts her life. Multiple Sclerosis is a disease in which the insulating covers of the nerve cells in the brain and spinal cord are damaged. MS is the most common immune… immune mediated disorder affecting the central nervous system. There's 2.8 million people, at least, who are affected globally. Some of the signs and symptoms are double vision, blindness in one eye, muscle weakness, trouble with sensation, coordination, and there right now is no known cure, but there have been amazing strides made recently. Our Bridget was diagnosed May 8 in 2017, having symptoms of loss of vision in an eye, hand and foot numbness. It… she's… we're very lucky that she's been able to take advantage of twice a year infusions that really help with her flare-ups and symptoms. But it's still a struggle every day, and you never know when you're going to wake up with that. I do have, in the gallery, some representatives from the National MS Society who are up there. If we could give them a wave. I have Corbin McGhee, who's here with us, and that's the note on your desk, is… is from Corbin. But there are two advocates. I have Kim Albin, who was diagnosed nearly 30 years ago. A tireless advocate and was really crucial in working to create the MS lottery scratch off that we have here in the State of Illinois. So, thank you, Kim, for all your hard work. And Denise Davis, her son was diagnosed as a sophomore while in high school. She's has to jump through hoops just to gain access to medications, and we need to do more to make sure that families can take 10300022.docx 6  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 22nd Legislative Day 3/15/2023 care of their loved ones. I learned this morning, when I was distributing the pins, that our own Wayne Padget has a family member afflicted with MS, his aunt. And so, it's just… we all are touched by MS, probably more than we know. So, it's very important that we pay attention and that we are all aware of the disease and the work that's being done. I would really appreciate if all Members could be added to the Resolution in support. Thank you."

"Thank you. I rise in support of House Resolution 57. Having a daughter, my only daughter, who is struck, and in many cases debilitated, by MS, she has experienced many of the symptoms that Representative Katie Stuart just mentioned. But she also experiences some that cannot be identified as far as the source and to solve the problem that she's experiencing in her symptoms. It has caused her to not only lose her full-time job… she works part-time currently, and she also suffers with additional paraparesis, sometimes on her right or left side because it is a disease of the brain, the neurology. She's lost her vision, and she nearly had an accident with my granddaughter in the car when her vision went out taking her to day care. This is a disease that we know very, very little about. But there's much information out in the world about MS that varies depending on the people. I learned just last week, as she has gone to the MS conference in Washington, D.C. this past week, that the State of Illinois 10300022.docx 7  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 22nd Legislative Day 3/15/2023 does not invest any money into research for MS in our state. Something that Representative Stuart and I certainly would like to address. I also have a staff member in my office who also suffers with MS. It is a disease that you cannot see, and so often people just dismiss the people who are suffering from whatever condition they have. And lastly, I'll say that our HR policies in the State of Illinois do not reflect the condition of MS. And in some places where we don't have the latitude to allow a person to go home to deal with whatever the symptom might be that day, because it's daily, our HR policy does not support people that live with MS. And I would also like to redress that. So, Mr. Speaker, we thank you for the opportunity to move this Resolution. And we thank you for allowing all of the Members to be added to it. It is a statement of principle, but we have to do certainly much more than that. So, thank you so much. And thank you, Representative Stuart."

Those that recall, Representative Will Davis recognized him for Black History Month, but we passed a Resolution to honor Major General Boyd. But we just want to make sure that we honor and put into the record the accomplishments and the outstanding role that he has in the Illinois National Guard as the first Major General. So, we… he is joined by the Adjutant General, Major General Neely with him. And, of course, I would be remiss if I did not recognize all the work and support that our military families do for our service members. His wonderful wife, Darlene, is with him as well. So, he also has a pretty good Representative because he lives in my district. So… so, with the indulgence of the Body, I would like formally read into the record the contents of House Resolution 72. Now, he is an extraordinarily amazing individual, so it might take more than a brief minute or two to go through all the accomplishments of this military man. To Major General Boyd, reason that I wanted to say something to you today is that every February, as a Member of the Illinois Legislative Black Caucus, we take a day as a Member and we highlight someone in black history. I want to thank Representative Kifowit for bringing Major General Boyd here so that we can see greatness on display. I want to thank you for the kind words you've shared with us today, Representative, about the General because I've the pleasure of knowing Major General Rodney Boyd for years. I couldn't miss this opportunity to join you and brag about such a wonderful example of humankind. Major General was the police chief in my hometown of Bellwood. He's just another guy from the woods, Bellwood. He's also my fraternity brother, and he's really become a great friend. As a member of the greatest fraternity ever, Alpha Phi Alpha Fraternity, Inc., Major General Boyd knows the test of a man. He knows that the test of a man is the fight that he makes, the grit that he daily shows, the way he stands upon his feet, and takes life's numerous bumps and blows. A coward can smile when there's not to fear. And nothing his progress bars, but it takes a man to stand and cheer, while the other fellow stars. It isn’t the victory after all but the fight that a brother makes. "I want to welcome my wife, Celia, and daughter, Gabriella, to Springfield. My… my wife's great-grandmother, also named Celia, fled Mexico during a revolution with her family as a child and took a bullet to her shoulder while crossing the river. Decades later, after working on building our Nation's railroads, her family was awarded a box car in which to start their lives in Silvis, Illinois. Years later, Celia, along with her siblings, ended up owning and operating the best Mexican restaurant in the area for decades, right across from the famed Hero Street in Silvis. I see in my wife, every day, that same strength, spirit, and determination as I share my life with her that brought her family here. I also want to welcome my daughter, Gabriella, to Springfield today. In July of 2011, at the age of 47, I was blessed to be gifted with Gabby as she hit the ground running, and she has not stopped. It is Gabby and her generation in whose eyes I view the world through every day. And I can't think of a better place for her to be than right here, seeing that her possibilities are endless. Whether it's former Leader Barbara Flynn Currie, or current Minority Leader Tony McCombie, or, in order of seniority, all of the wonderful women on both sides of the aisle, from Leader Flowers, to Gabby's best friend, Nabeela. "Thank you, Mr. Speaker. I rise today to tell the heartbreaking story of Chicago Firefighter Walter Stewart. Last Tuesday evening around 9 p.m., Firefighter Stewart was working on Truck 55 in the Norwood Park neighborhood when Battalion 11 was given a call to respond to a working fire, and Firefighter Stewart immediately knew that it was his address that they were going to. Firefighter Stewart jumped in with the chief, the chief sped off to the emergency. When they arrived on scene, Firefighter Stewart had the unthinkable, the unimaginable task of having to help 10300022.docx 21  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 22nd Legislative Day 3/15/2023 resuscitate his family out in front of his own home. Unfortunately, at this fire, Firefighter Stewart lost his whole family. His wife, Summer Day, his children, Autumn, Ezra, and Emory all passed away within this past week. I ask this Body to keep Firefighter Stewart, his family, and all first responders, especially Local 2, in your thoughts and prayers during this difficult time. Thank you very much."

In 2020, we lost twice as many people to opioid overdoses as to fatal car crashes. Ninety- three thousand people died from overdoses around the country in that year. Many of these deaths are from people who didn’t know they were taking opioids at all. So, last year, this General Assembly passed House Bill 4556 to allow for certain entities to distribute fentanyl test strips so they can test for the presence of this cheap, synthetic, and deadly opioid in a variety of substances. So, in that Bill, we allowed for hospitals, doctors, and other medical practitioner to dispense these test strips. And this Bill would simply allow an additional set of providers, namely providers who are enrolled in the state's drug overdose prevention program. These are highly-trained and skilled folks who are working with people on the front lines of addiction and recovery. But… but the way that this has been put forth to me is that this is really more about protecting the transit workers that are currently experiencing certain levels of harassment when an individual is coming on board a train or a bus and spitting in one of our operator's faces, and then allowed to come back and do it repeatedly and repeatedly. And boards don't feel like they can currently address that. That's what this is really geared towards."

"So, I appreciate the anecdotals. I've heard a lot about the buses. Of course, I've ridden the buses myself. My concern is that, unfortunately, a couple things tend to happen when we do this. You see an increase in disparities, as to who is representative, right, without any parameters. So, if someone, of course, spits in your face, that's a legal issue. I can call the cops. They can come deal with you. And then I can take it to the board, right, to determine whether they should have their rights revoked? But I don't think we should give that much latitude if we're putting it in the state statute to allow them to determine all the rules without any parameters because from the extreme that we experience on the buses or trains, to the annoyances that some people produce. And he has been… the police have been called on him when he has had episodes. And I would hate to see his bus privileges revoked, based on his mental illness that someone else determined as rowdy behavior. And so, I would hope that you work with your Senate Sponsor to put a little more protections for the people into this Bill. Thank you."

It… the standard for hospices owning or operating residences shall have a max of 24 persons per locations instead of 20. Furthermore, it asserts that licensed hospice residents shall not exceed 16 instead of 5 for hospice residences in counties with a population of less than 200 thousand or counties with 700 thousand or more. The Joliet Area Community Hospice Organization, which is now Lightways, brought me this Bill. One of the reasons they asked me to do this is, number one, we see a growing need for hospice care, and the inverse is true for pediatric hospice care. And it adds to the factors to contemplate, in charging sexual assault, the concept of coercive control. Current law only specifically allows charges to be brought when there has been violence or a threat of violence. In… there were… the State's Attorney's Office Sexual Assault Unit raised several issues, several examples of cases where they had not been able to charge sexual assault. One example was a… an undocumented woman whose landlord threatened to have her deported if she did not engage in consensual sex with him. Other instances where someone's… someone was threatening somebody's child, as opposed to threatening them. So, this… this will allow a greater number of sexual assault victims to seek justice. This Bill came about as the result of an environmental catastrophe in the State of Nebraska where seeds that were… had been pretreated were used in the manufacture of ethanol. And it created… it was a sort of a novel idea to use these unplanted, pretreated seeds in manufacturing ethanol. Unfortunately, it was a highly toxic process that resulted in severe environmental contamination in the area. The State of Nebraska banned this practice once they discovered these byproducts. No one in Illinois is currently using pretreated seeds, and they wouldn't do it because they know that it would be harmful. But we want to make sure that nobody comes to our state and engages in this practice. So, this Bill would preemptively ban this practice from the State of Illinois. In honor of Women's History Month, I want to celebrate a trailblazer in my own community who I am lucky enough to call my mentor. Patrice A. (sic-T.) Carey made history and broke the glass ceiling when she first… became the first woman mayor of Grayslake, Illinois in 1993, and so far, the only woman to hold this post. Pat Carey did not set out to become mayor or politically active but became involved in local politics when a local farm in the late 1980s was set to sell to a developer, which would create a new subdivision of 4 thousand homes in our community of only 10 thousand people at the time. She and her friend, whose name you might know, Melinda Bush, organized community efforts to make their voices heard. They rolled up their sleeves and led a grassroots organization to stop the development and demand their local elected officials listen to what the people of the community really wanted. In the end, their grassroots community coalition prevailed and the land became what is now one of Lake County's largest forest preserves, Rollins Savanna. That experience sparked an interest in Pat, and both she and Melinda went on to run for local office. Pat became the first woman mayor of Grayslake in 1993 and served our community for two terms. Later, in the early 2000s, she also served on the Lake County Board. Pat also broke barriers in her professional life as a chief information officer in the technology sector in the late 90s, a time when the technology sector was in its infancy. She was the first woman CIO of her company and the only woman C-suite executive during her entire career. In honor of Pat, I will leave you with my favorite lines edited as she did, 'It is not the critic who counts; not the woman who points out how the strong woman stumbles, or where the doer of deeds could have done them better. The credit belongs to the woman who is actually in the arena, whose face is marred by dust and sweat and blood; who knows great enthusiasms, the great devotions; who spends herself in a worthy cause; who at the best knows in the end, the triumph of high achievement, and who at the worst, if she fails, at least fails while daring greatly, so that her place shall never be with those cold and timid souls who know neither victory nor defeat.' Today, I want to highlight a woman who is known for telling stories through the art of opera. Jessie Bartlett Davis was an actress and opera singer born and raised in the wonderful 75th District. While Jessie and I share a great last name, there is sadly no relation. She was born in 1861 in Morris, Illinois to her parents Elias and Rachael. While working this production, she met her husband, Will, who she married a year later. She eventually joined the Boston Ideal Opera Company, where she served as its prima donna. For anyone who doesn't know opera terms, this means the lead female singer. Jessie's most famous role was Alan a-Dale in the 1890 opera Robin Hood. In this role, she introduced the song Oh Promise Me, which has since been used in many films and TV shows. She starred in multiple other operas, including Les Huguenots, The Merry Wives of Windsor, and Faust. On March 16, 1897, which will be 126 years ago tomorrow, she made her Broadway debut as a member of the opening cast of The Serenade. Sadly, Jessie passed away suddenly from kidney failure in 1905, but her legacy continues today as she is referred to as 'America's Representative Contralto'. One newspaper even wrote that Jessie had no peers among America's singers. This remarkable and talented woman deserves to be honored for her contributions to the art of storytelling, and I'm humbled to have shared her story here today.
