And then, ah.. to send it ah. across a couple of Oceans, I certainly can't support that. And, I'm looking at the minutes where the move was made to expend the money to the Mississippi River Festival. And, it's ah.. There's no qualification as to whether it's State or Federal Funds. I ah.. I think, again, we're ah.. we're get- ting into a breakdown of communications in this Agency. And ah.. ah.., again, I guess I'll have to.. to ah.. ah.. remain consistent and urge the Members of ah.. the House to ah.. to reject this ah.. ah.. this appropriation again. Ah.. ah.. the first thing we know, we'll be sending Mr. Oehmishino over to ah.. paint subway in Tokeyo and, perhaps, that's where he should be, but not at our expense. And, I would ask for a 'no' vote on this appropriation."

Hall: "Mr. Speaker and Ladies and Gentlemen of the House the reason that I'm voting against this Bill is that, in talking about the purposes of the Arts Council, it was testified in Committee, by the people who ah.. operate the Arts Council, that the purpose of the State donations was as a seed fund ah.. for the encouragement of private donations in operating the Arts Council in conjunction with private donors, philan- thropic organizations. Further questioning, brought out the fact that less than $80,000 total is contributed outside of ah.. taxpayer funds for the operation of the Council. That is, to say, six years ago or five years ago, when I first voted on this measure, the State appropriation was $50,000. Today we're going to, apparently, appropriate $600,000 while pri- vate sources are withdrawing their funds because the Govern- ment has gotten into this business. Now, this is a ridiculous trend. When... When they had money privately to support the Arts, people who wanted to were supporting the Arts and had the money and could afford it. Now, we're putting it on the backs of the taxpayers. So, consequently, the private funds dry up and no longer care to ah.. ah. to support the ah.. idea in concept. So, I would suggest we ah.. ah.. vote a- GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES gainst this. and either lower the amount of the appropriations or make them find matching funds as they had promised to do when they ah.. ah.. first started this."

I think, this is ah. represents ah.. this appropriation, ah.. represents State intervention and State donation of taxpayers money in an area that can be best handled by the people themselves. I am certainly not opposed to the Arts or to the development of the Arts. But, I think, here is an area clearly that can be supported by private concerns, private individuals and right- fully so and keep this off the back of the taxpayers. And, if we won't draw a line on these kind of appropriations, and on these kind of expenditures, then where in heaven's name will we draw the line? I would urge a vote 'no'."

This is the, also the.. the same ah.. endeavor where Southern Illinois University at Edwardsville, with unconscionable disregard for the Legislative process, secretly put $250,000 into this effort. I.. I think, that this is something that we should take a very good, long look at. And, I think, it's all the more reason why we ah.. should today reject ah.. House Bill 4087."

"Mr. Speaker, in brief reply to the learned gentle- man's last speaker's remarks. The Mississippi River Festival is supported primarily by the people of the Area, not in just buying tickets and going to the Festival, but in contributions. The contribution that we get from the Arts Council we're very appreciative of because without it, we couldn't have the Festival. But, we do more than match it with local funds from individuals to contribute. And, it is these people, and there are a few people, of course, that are wealthy enough to contribute to something like this, but it is those people that are keeping this going and they are matching the funds contributed by the Arts Council, in reply to another gentle- man's criticism of the Council. I would urge your support of this measure, not just for the Mississippi River Festival, which is a very fine thing and it attracts several hundred thousand people to our Area to see these programs during the summer, but also in support of the entire programs of the GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 32. Arts Council. If we can't have a little culture in this State for these few dollars, then, I think, we're in pretty bad shape. And, I would appreciate some more 'green' lights. Thank you."

"Mr. Speaker, Ladies and Gentlemen of the House, I wonder if you could give me your attention for just a moment. I think, that Representative Hoffman has introduced a Resolution which has considerably more merit than many of us may believe. As a matter of fact, when this Resolution came up before the Judiciary Committee, a representative of the Illinois-Chicago Bar Association appeared in front of us and informed us that we had no right to pass this Resolu- tion. He indicated that the House of Representatives had no authority. This gentleman, representing the Chicago-Illinois State Bar Association, advised us that this House of Repre- sentatives had no authority to investigate the unethical practices of any Attorney. As a Lawyer, I resented his re- marks. And, as a member of both Associations, I think, he was completely in error. As a matter of fact, it would appear that even the Chicago Bar Association doesn't know exactly what's going on in its own house because its younger member's committee did initially support this. Now, to suggest at this time an Amendment be put forth to investigate Divorce Laws simply means that, if the Laws are not proper, Lawyers, GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 36. particularly in Cook County, have a right to be corrupt. I think, that it's a silly petition of any Member of the Bar to suggest that, because the Law is inept or inadequate, that we have a right to go beyond it. There are corrupt Lawyers practicing in the City of Chicago. There are corrupt Lawyers in the Divorce Field. And, this Resolution simply suggests that they should be investigated. This Resolution should be passed unanimously. We should investigate, not only those Lawyers, we should investigate those Lawyers in the personal injury field, in any number of areas. There is no excuse for any Lawyer suggesting that we can operate outside the Law. I submit that Representative Hoffman has an extremely laudable Resolution. I submit that its passage will alert the Bar Associations in the State of Illinois that the House of Representatives is fed up with their failure to police their profession. I urge a favorable vote."

"Ah.. Thank you, Mr. Speaker. Just briefly, ah.. this is nothing new ah.. to the House and to Committees which have been in operation. in this particular area for the past four or five years. And, many of our Members are experts in this field having all of this background. Now, the only thing that..... To have a meaningful Commission in this area, I.. I think, it would be necessary to adopt the suggested ah.. Amendments ah.. of the Young Lawyer's Committee because GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES all that that says is that ah.. the Committee shall study... include a study of existing Divorce Laws and the effects of those Laws on existing divorce operations which the Committee is going to study, practices and procedures. And, I think, that ah.. ah.. such an Amendment would be both meaningful and would relate to ah.. the suggested study ah.. that this ah.. Resolution ah.. pertains to. Ah.. this is an area ah.. that ah.. we find affects a family life, ah.. it.. it affects ah.. divorce statistics. And, I think, in arguing House Bill 631, which was directed towards curing some of these defects and a Bill which would tend to correct ah.. some of the abuses. in the divorce practice ah.. ah.. and was voted down by this House, ah.. I strongly feel that ah.. a meaningful Resolution, at this time, should include ah.. this broad aspect of a relationship to ah.. both the Divorce Laws and the operations, practices and procedures ah.. in the Divorce Courts. And, I would strongly recommend to the Sponsor ah.. that he include ah.. a such an Amendment which would not, in any way, ah.. detour from the present Resolution. I could then support the Resolution."

And, they would have to pay that along with personal property tax. And so, for this time, until the personal property tax situation is clarified why, this Amendment eliminates double taxation."

Chapman (Mrs.): "It is the public instrumentality of the State of Illinois created by the Legislature and the Governor to performing essential public functions to provide an alternate means of financing the construction of needed hospitals and health care facilities in the State. Now, Organizations, who are eligible and interested, may apply to the authority. And, if they would meet these requirements, bonds could be issued by the authority which would then be paid back by the Organi- zation receiving the loan. Ah.. hospitals in this State have calculated the amount of money in which they could save. Ladies and Gentlemen, we do an awful lot of talk about hospi- tal and health care expenses. In voting 'yes' today, you can save as much as $9.00 per day per patient in health expenses because these are tax exempt bonds."

The Congress of the United States, in 1969, said that, 'revenue financing by the States for hospital care is permissible type Legislation' and 'this legis'.. and 'if the States enacted legis... enabling legislation, that permitted States to issue revenue bonds for hospital financing, these bonds would not. GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES would not be subject to Federal Income Tax. The more market- able bonds, the interest rate is lower because an institution that would have to go out and borrow, let's say, a million dollars at a bank, might pay nine percent on today's market. Conceivably, the same institution would go to the bank, the bank would borrow... would buy the revenue bonds, and they would buy them at five or six percent, backing up the only.. the only credit is a lease running from the hospital insti- tution to the financing authority. The.. The advantage of these bonds is the lower interest rate, therefore, it's a saving to the health care institution."

"Okay.. So, we have them exempt from the local property tax and the private, for-profit hospital is not exempt. Now, you're trying to get them financing so that they'll have an advantage again over the for-profit facilities. It would seem to me, Mr. Speaker and Ladies and Gentlemen of the House, that we're, again, trying to destroy private enterprise in the State of Illinois. We give them an advantage on the property tax. We give them an advantage here in the financing and we're GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 61. going to give them every sort of an advantage so that we can destroy the private, the taxpaying, the self-employing facili- ties. I think, that if we're going to make this fair, and if we're going to eliminate discrimination everywhere, we ought to include all of the facilities, all of the health facilities. I mean, after all, aren't these health facili- ties providing you and I with the facilities to cure illness and to prevent death? And, just to give a not-for-profit group this kind of an advantage, I think, what we will be doing is, we will be closing the doors of every for-profit facility. And, Ladies and Gentlemen of the House, we don't have enough money in the State of Illinois to replace the for-profit facilities. And, if you think you're going to be saving money here, you're sadly mistaken. Because to re- place the thousands and thousands of beds will cost this State a tremendous amount of money. And, Ladies and Gentle- men, we don't have that money and it's not the responsibility of the State. And, I would urge you to vote 'no' on this motion to concur and let's get it into a House-Senate Confer- ence Committee and let's work out the details so that we will not place an intolerable burden on all of the people of the State where we have people, who are willing and are able and are presently serving all of the people by.. for-profit. So vote 'no'."

It does cost the State, in fact, probably more money to elect than they receive in revenue. This is because of a very complicated actuarial ah.. reporting form that is required."

Senate Bill 1436, when it came over from the Senate, was an Amendment to Chapter 38 of the Criminal Code. As the Amendment would make it, it is a new Act, not amending the Criminal Code, but just a new Act. Now, I raise the point. I have no objection to it, but I want to find out if this is proper procedure, by striking the Amendment to the Criminal Code and providing a new Act. The subject matter of the Bill is the ah.. same type of subject matter, but it is no longer an Amendment to the Criminal Code but a new Act."

"Mr. Speaker,.... Mr. Speaker and Members of the House, I introduced a Bill just a minute a ago which the GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 78. Clerk ah.. announced. And, I'd like to say that ah.. I was across the other side of the aisle and I have ah.. some Republican Co-Sponsors. I didn't have enough time ah.. to get around to everybody. I'd like to say that I introduced a Bill today that mandate County Collectors in Illinois to deposit in escrow personal property taxes paid by individuals. This account would be held pending the decision in the Lake- shore Auto Parts Case. And now, I introduced this Bill. And, I think, it is in the spirits ah.. of the Governor when he made the suggestion that individual personal property taxes, taxpayers should pay their personal property taxes in protest.. What we are doing by this Bill, we are mandating the County Collectors to put this money into an escrow account. In other words, it is an automatic protest. I believe, that the Illi- nois voters expressed their will overwhelmingly in the 1970 Election, that the personal property taxes to individuals should be eliminated. Now, Mr. Speaker, ah.. I just talked to Representatives Randolph. And, at your suggestion, I would like to.. the Chairman of that Committee to waive the appropriate Rule that this Bill could be heard in the Revenue Committee tomorrow. Ah.. I think, ah.. we would have over.- whelming support for this ah.. because it places the burden on... on us rather than the people ah.. to protest ah.. about their personal property taxes."
