Mr. Speaker, when we heard this Bill in Committee, apparently there is some problem with inspection of fire vehicles, and Representative Leverenz put forth the Bill in Committee with the idea that all fire equipment should be inspected as the second division vehicles are throughout the state. We don't perceive downstate, in the collar counties and all the other 101 counties, that there is any problem with fire inspection.. or firetruck equipment or inspection thereof. In fact, you'll find that most downstate communities paid better attention to their fire equipment than anybody else in their private car or any other sector of the community of the State of Illinois that drives trucks, and especially emergency vehicles. Number two, the Bill would not have been introduced if it were not for a township in DuPage County, which is in the collar area, that asked me to introduce the Bill, because that's where the problems are. And Amendment #3 will solve the small, single firetruck... fire protection districts, as I agreed to work something out. So, your Amendment is ludicrous, to say the least; and, if you really believe in your Amendment that firetrucks should be tested in part of the state, then you would vote red, as I ask everyone to do so that we have uniformity in the state."

"Thank you, Mr. Speaker. I support this Amendment. What we've got to keep in mind in many of our rural areas, these firetrucks to be inspected are going to have to go 40 or 50 miles. And that's the reason why Representative Davis has this Amendment on; because, in rural areas, it's entirely different. And these are volunteer fire departments. They take care of those trucks. I don't think there's any... any truck on the road that's taken better care of than these people do as volunteers. And, therefore, it will work a real handicap, and we're going to have places where they're going to be without fire protection for three... or three to five hours. And so, therefore, I think this is a good Amendment and should be supported."

"Yeah, thank you, Mr. Speaker and Members of the House. I want to speak in support of the Amendment, in that to truly reiterate what the previous speaker said. There are a number of small towns in downstate Illinois that really only have one piece of fire equipment. And the fact is that if it is required to be away from that community for any length of time, as is truly the case, that we're asking for a real fire problem should a fire come about in that particular community. I know of no other piece of equipment, other than maybe a law enforcement's revolver, that's taken any better care of than is a fire engine. And I think that in small communities, for fire protection, is an uppermost importance to them that this particular area need not be inspected, and that I urge support of this Amendment so that these small communities are well protected."

We think, perhaps, even the Bill is ludicrous. I'm not certain that there is a problem in the City of Chicago, which the Amendment aims at, but the truth of the matter is - downstate, there is no problem. I don't know what township Representative Leverenz refers to in DuPage County, but the perception of all downstaters and virtually every Member that lives outside of suburban Cook in this House and in the Senate would agree that fire equipment, as Representative Ropp said, gets better care than mother's milk and policemen's revolvers. I think this Amendment should be adopted, if for no other reason, to point out the ridiculous nature of the Bill itself. So, I would move for its adoption."

Because it doesn't set out anything about what we will put into the pension systems in the five years this covers. What it says is, that we will divide the amount we quote, unquote, 'owe by five and add 6% interest'. And then we will pay that back. But, of course, the logical thing will be, and I predict what will happens is that we 46 STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 38th Legislative Day May 3, 1983 will come to some conclusion as to how much we can afford to put into the system. And then we will deduct from that the amount of the quote, unguote, 'pay back'. And we will all pat ourselves on the back and say, "We did a wonderful job, and everything is safe for American has been saved again.' And then we will go home with the pension fund in whatever shape it may be in. All in the world that happened here is that it took the Senate a couple of weeks to screw its courage up to the sticking point, at a cost to the state of about $15,000,000- And all that came out of that was this meaningless piece of paper. Like I say, this is one of those things we'll vote for. And then we will write our constituents, and tell them what a wonderful job we haven't done. I think everybody ought to vote for it."
