"It is a matter of great importance to the farmers of Illinois, to the economy of Illinois and to the people of Illinois. I live in an urban area. I represent an urban area. But I do not trash farmers. I do not put down agriculture. I love land as do farmers, and I respect land as do men and women who work the soil of our state. I also have respect for the kind of life that farm life engenders, the closeness, the working together. These are qualities in America, qualities in our land, that have been important in developing the leadership of people who have come, come to the towns often from the farms. And so I hear 12 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 13th Legislative Day March 12, 1985 throughout the land that there are men and women who are farmers today who will not be farmers two years from now. My friends, there are steel workers who were steel workers two years ago who are not steel workers today. There are auto workers who were auto workers four years ago who are not auto workers today. There is a whole class of Americans that I would call the recently disadvantaged. They're not the poor, the urban poor. They're the middle-class, who bought homes, who found themselves with they working and their spouse working, who found themselves with overtime a few years ago, and they pursued the American dream of home ownership. And now they find, through forces of which they have no control, they are out of a job, their income cut, they're unable to sustain their mortgage. They are people who live in urban areas. Accordingly, I have filed Amendment #2 to House Bill 485, which establishes the Illinois Homeowners Emergency Assistance Act. It allows an agency to come and work first with mortgage companies trying to get the lenders to develop a program to recast loans if necessary and then finally to help them for a period of up to 36 months, to help them in the payment of their mortgages so that the homes will be saved. I read the 'Chicago Law Bulletin' every day and I see more and more mortgage foreclosures. We are the leading state in home mortgage foreclosures. That is not a matter of which I am proud. And I say to you that this Amendment will provide homeowners in urban areas, not Chicago only, not just Skokie or Arlington Heights, but in places all over this state, in Decatur, in East St. Louis, in Alton, in every city... Springfield, every city in this state, we will have an opportunity to save the homes of Illinois people. It is for that reason that I have offered this. I believe it is as important and it's 13 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 13th Legislative Day March 12, 1985 crucial to our economy and to people who wish to live, as is the farm credit Bill. They should move together. They are of a single piece. The farmer and the middle-class person have been squeezed by circumstances and conditions over which they have no control. And we must respond to their needs as well as the farmers needs. I respect that farmer, and I respect his land. But I don't respect his land any more than I respect the 25 foot lot of an urban dweller or the 30 foot lot of an urban dweller. To him, that is his home. That's worth saving. That's where he brings up his kids. That's where his family resides. For that reason, I ask you to join me in the adoption of Amendment 2 to House Bill 485. Now, I have no illusions. I understand. Farmers are... seem to have caught the media's eye, and probably you'll discard my Amendment. But I suggest to you that you put this Amendment on today. Let this Bill move along to the Senate with this Amendment on. Let this Bill move toward the Governor's desk with this Amendment on, and there will be a response then for people who are living in homes who are losing those homes. If you live in an urban district, if you live in a place where people have homes and own homes, you should vote for this. Mr. Speaker, I'd ask for a Roll Call."

"Alright. It provides for a special lottery aimed only at this particular purpose, and on a short-term basis will engender and develop the kind of funds necessary to save Illinois homes. Now it gets to a point, excuse me, Mr. Huff, of five million where it cuts off. At the five million point it cuts off, and then that money is used essentially to help homeowners pay their mortgage."

But living now in an urban area, I also appreciate the problem that many people are having with this major financial obligation that they carry. And this, for many people, is their major investment. But this one merely provides for a 17 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 13th Legislative Day March 12, 1985 moratorium. There are a number of ways to skin a cat, as it were. The original Amendment #3 that I offered was an Amendment that provided for payment of mortgages. It helped savings and loans and lenders get their money. This one just says that we'll have a six month period in the event of certain times before a lender can foreclose. Now we're saying that the period has to be for two years, the coming two years. There has to be a 7.5 unemployment rate in Illinois, and the Governor... the Governor of Illinois has to declare an economic emergency exists. So there are a lot of things that happen before this particular good Amendment would come into play. However... However, it seems that it may have some trouble getting through. But it is a really a moratorium, and a very effective moratorium it is as well. So I would ask you to look at this Amendment with the same good eye that you, I know you would have adopted the other one had the Chair not been so erroneous in its declaration of ungermaneness. I commend it to you and hope you will support."
