Today we'd like to introduce Mr. William Penn Mott, Jr., Director of the National Park Service. Mr. William Penn Mott, Jr. was selected as the twelfth Director of the National Park Service in May of 1985. A career professional, Director Mott first joined the National Park Service in 1933 as a landscape architect. Prior to his tenure as Director of the National Park Service, Mr. Mott served as Director of the California Department of Parks and Recreation from 1967 until 1975. As Director of the California Park System, Mr. Mott was responsible for many innovative changes, including opening of park ranger ranks to women. During 1931, Mr. Mott received the Department of Interior's Public Service Award, the highest honor given to private citizens. I'd like to present Mr. William Penn Mott, Jr.."
"I'm honored to have this opportunity to appear before this distinguished audience. I would like to congratulate you on your support last year in funding the Open Land Acquisition and Development Act through the Build Illinois Program. The matching grants you made available will supplement the Federal Land and Water Conservation Fund. It is steps such as this that will enable Illinois to continue to be a leader in parks and recreation. This morning I heard the Governor speak about parks and recreation and how important these areas are to Illinois and how important they will be in the future. It will mean a great deal to you in the future. And I can tell you that statistics indicate that parks and recreation are becoming more and more important to the people of the United States. We anticipate this year, because of the increase in terrorism around the world, the decrease in gasoline prices, the ability of people to move around the United States safely, that we will have an increase in the attendance at the national parks of over 20 percent. We're already feeling that increase in Grand Canyon. This last month had an increase of 30 percent in its attendance over last year. So, I think you're going to find more and more people traveling to Illinois and throughout the United States and this will increase substantially the amount of spending that tourisms will bring to Illinois as well as other states in the Union. I'm glad to report to you that the Secretary has recently apportioned the 18.5 million dollars of historic preservation grants and Illinois will receive approximately 300,000 dollars from that particular funding program. Also, the Land and Water Conservation Program, which has been SO successful in developing parks throughout the United States, the Governor... the Secretary wili be allocating that money, approximately 35.9 million dollars, of which Illinois will receive approximately 1,400,000 dollars to help in the development and acquisition of parks in Illinois. I should also like to give you a few statistics with regards to the interest in parks and recreation in this coming year. There have been a number of surveys that have been made recently. The Gallop Poll figures, for example, indicate that the top recreational pursuits were swimming, fishing, bicycling, pool, weight 4 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 110th Legislative Day April 30, 1986 training, jogging, softball, camping, bowling and basketball and baseball. Again, Gallop Poll indicated that people will be spending this year, in their leisure spending program, and this is confirmed by the figures of the U.S. Department of Commerce, 21 billion dollars for toys and sport supplies, 11 billion dollars for hotels and motels and six billion for boating and more than 800 million for pleasure aircraft. I might say to you that in California we developed a number of tours of the state. We called them air tours, as part of our recreation program, and these became very, very popular. And when you... notice that 800 million dollars was spent on pleasure aircraft, I would suspect that here in Illinois you could develop similar air tours of the state that would be very popular to those who use their light airplanes for recreation travel. Travel spending in the United States in 1985, according to the U.S. Travel Data Center, totaled 259.4 billion dollars. The American Outdoor Commission, which was appointed by the President and will be making their report at the end of this year, made an independent survey that was financed by the National Geographic and that survey indicated that the people were interested in support of parks and recreation, had no objection to increasing fees to go to various park facilities and, also, they were... the report indicated that people were particularly interested in quality. And I'm glad to see that here in Illinois money is being spent to rehabilitate some of the old structures that were built during the CC days, and I can assure you that this is the sort of thing that the public appreciates and that you'll find a great deal of support for that kind of operation. The National Park Service has not increased its fees since 1972. We will be in... We have a Sill before Congress that will 5 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 110th Legislative Day April 30, 1936 increase fees to the national parks and will increase the fee schedules for the annual pass as well as the pass for senior citizens. I Was quite surprised in the House hearing relative to these increased fees that the House felt that our recommendation of increasing the senior citizen pass for which we give out 350,000 annually - and that's good for the lifetime of the individual - that they thought that the increase... charging ten dollars for that particular pass should be increased to 25 collars. And in my travels around the United States, I find that senior citizens are perfectly willing to make that kind of a charge and I think you'll see that increase take place as legislature goes through the Congress and is approved by the President of the United States. Again, I want to congratulate you on the very creative and expansive program you have here in Illinois relative to parks and recreation. And I can assure you that all the statistics and information that we have in Washington indicates that that's a good investment and that you will... it will return for every dollar expended ten dollars in revenue from tourism into the State of California. Thank you very much for this opportunity to speak to you and to be with you."

Seems that the Department of Central Management Services has desk audits being performed in a number of the agencies, boards and commissions. This would put 9... I'm sorry 10,274 in for personal services due to the desk audits showing that the people are not doing... they're doing a job for which they are not being paid for. This straightens out that wrong. Also, an additional 10,000 dollars is in contractual for attorneys' expenses and mainly reimbursements caused by the Attorney General's Office for something that was unsuspected in coming up. So, I would move to add 20,274 dollars to this budget by Amendment #3."

"Thank you, Madam Speaker and Members of the Assembly. If I could have your attention for just a few moments. This is a very important Resolution. It's a Resolution to try and help and take care of some of our forgotten ones in this state. This House Resolution 1139 creates a special 13 Member House Committee on Developmental Care to evaluate the quality of care being provided through various state facilities for the developmentally disabled, to review specific violations of health and safety standards that have been cited by the Illinois Department of Public Health and the Health Care Financing Administration of the United States Department of Health and Human Services. The special Committee must report by the end of the year. The Speaker and the Minority Leader of the House appoint six Members. In addition, the Speaker will appoint the Chairman. The Committee will conduct public hearings and consult with various federal, state and local and private agencies regarding the quality of state services for the developmentally disabled. First, I would like to emphasize that this should not be a partisan issue. In fact, I would encourage any and all Members to join as Cosponsors. I believe that it's the time the General Assembly to conduct an intensive review of state services for the developmentally disabled. We need to ensure the highest quality of care possible for such needy children and adults. Second, I believe that this study will ultimately prove beneficial for the Department of Mental Health and 20 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 110th Legislative Day April 30, 1966 Developmental Disabilities. General Assembly oversight in this case is intended to ensure that appropriate programs and resources are developed to improve care. By anyone's determination, this will not detract from current state efforts and should assure the highest possible priority for the DMHDD program. Finally, this study is important to the state budget. Now, please listen to this, please, my fellow colleagues. Medicaid reimbursement for the Department of Mental Health and Development Disabilities total more than 90 million dollars. A substantial portion is attributed to the care for the developmentally disabled. These funds have been put in repeated jeopardy. Most recently, the Health Care Financing Adwinistration has cited several, several Illinois developmental centers with violations of Hedicaid standards. This has occurred despite repeated, repeated plunges and budyetary initiatives of the DMHDD to improve services and achieve full Hedicaid certification of all its developmental centers. The Federal Health Care Financing Administration recommended that Medicaid certification for the Howe Development Center be terminated in August of 1995. The Department of Mental Health and Developmental Disabilities voluntarily withdrew their facility from participation on October... on August the 23rd of 1935 and has been losing 28,000 dollars a day in federal Medicaid funds ever since. Six other developmental centers have been cited, including Haukegan, Shapiro, Kankakee, Lincoln, Jacksonville and Anna. The Elizabeth 'Ludemann' Developmental Center in Park Forest Has scheduled for termination on April the 12th, 1986, but is pending based upon implementation of plans of correction that have recently been submitted by the Department. I believe that these matters and the fact that these are recurring problems warrants immediate and 21 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 110th Legislative Day April 30, 1986 special investigation by the General Assembly, especially considering the substantial sums of money that we have been asked to appropriate in the past, and for this year, to correct such problems. I believe we must be more fully informed about the quality of existing programs and the success or failure to correct deficiencies. In this point, I would like to further comment that the new Citizens' Council on Mental Health and Development Disabilities is in the process of being organized to conduct some oversight of state programs relating to the mentally ill. It's agenda and priorities for this year have not been established. So, I am not confident that the purpose of the study proposed by this House Resolution could be immediately carried out by that group. I must also say that the Sponsors of House Resolution 1139 are keenly interested in this subject. They expect to be active Members of this special plan... that special panel. I believe that their work would be complimentary to the activities of the new Citizens' Council. I should add that the goals of this study are supported by key community service associations, the Illinois Association for Retarded Citizens, the Illinois Association of Rehabilitation Facilities and "Ada S. McKinnely and other advocates for the developmentally disabled who have also expressed concern that loss of Medicaid certification and ill-advised reforms of developmental... training in Fiscal Year '86 are symptomatic of more serious problems to state programs. They have expressed strong, strong concern about the loss of federal funds in plans to divert and the plans that are there to divert these state funds to Medicaid compliance projects. This will reduce critical resources for efforts to maintain and improve these most essential community services. "I don't believe that I can reconsider my position on this Resolution, especially when we're losing 23,000 dollars a day, federal monies, Title 19 monies that we should have coming in to help our programs. A few years ago, when I first came to this Assembly, that problem was in regards to our little infants, our high risk infants, and we created a special Committee such as this, travelled throughout the state, cost the State of Illinois very little dollars, and we came up with a legislative package that's now in the Act that is taking care of those high risk infants. Something we can be proud of. And this is the same attitude and design we should have here.

"I stand in opposition to the Resolution for many reasons. The first and foremost is the fact that it duplicates the Citizens' Assembly on Mental Health and Developmental Disabilities. It duplicates an organization that combines not only the very best from this legislative Body and from the Senate, but the very best that can be provided from the private sector. As a consequence, we are in the... we are beginning again the process of duplication of effort, the very process of commissions that onerous word that describes past problems within this legislative body. We are beginning again that kind of a problem. As a consequence, we should not be in support of this Bill. The Representative indicated that there were problems in various state facilities. Indeed, there were. One of them occurred in Jacksonville. "Well then, I would just like to share with you and the Members of this 3ody with regards to the feedback that I received last Friday when I was there - rather, excuse me, Monday, with the parent group, the president of the parent groups and the Director of the facility at Howe, which has been decertified. Progress is being made there. The parent community, from the feedback that I received, did not question what we are doing down here in the General Assembly with regards to specifics with this Resolution. And I asked them to respond to that. The feedback that received from them was that they felt very comfortable and, in fact, sent many okays to the current Director there with regard to the progress that they're making and where they're moving to. Their main concern deals really with the client technician ratio and that's their effort and what they're working towards. I would just like to share that with you."

"Thank you, Madam Chairman, Ladies and Gentlemen of the Assembly. I speak on this issue not in any party capacity. I speak as the representative of one of the larger developmentally disabled institutions in our state system. Lincoln Developmental Center has been in my district since I became a Legislator. It is a fine institution and it is an institution to which I've devoted a great deal of legislative attention. I think that dealing with the problems of the disabled in state institutions and ensuring 26 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 110th Legislative Day April 30, 1980 that state institutions are properly run is most important. I, I think proper funding is necessary and I think that it's critical that agencies are responsible, and that does not include just the Department of Mental Health, but also Public Health, address these problems appropriately. I've worked at length in a bipartisan fashion with Members on both sides of the aisle on this matter. Representative Mautino and I, for years, have periodically sponsored jointly sponsored Amendments to raise the funding levels for various mental health institutions in order to make sure that there was adequate resources there to do the job. I rise against this particular Resolution, therefore, not because I don't think there should be very thorough legislative oversight of the problem, but because I think that the right place to do it is not some special Committee, but in the Appropriations Committee. Pardon me. Representative 3owman, Representative Hastert are strongly committed to the problems of the mentally ill and the developmentally disabled. There's no Committee that will be more diligent in dealing with that issue than a Committee chaired by those two Gantleman. I believe that they'll work at it very thoroughly. And I know that I've personally made input several times in the past year on this particular problem with Ar. Hastert. I don't see any reason why there should be any sense of partisanship on this matter. And For that reason and because I think we can do it very appropriately through the Appropriations Committee and through the various other oversight groups that this Legislature created, I oppose this Resolution. say to you, Mr. McGann, that that does not, in any way, mean that I oppose the need for very thorough oversight of this problem. No concern should be more important to us as a General Assembly than the proper care For people who 27 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 110th Legislative Day April 30, 1986 cannot care for themselves and to make sure that we've got the resources necessary to do that. job and agencies that aren't just tripping themselves up. I would like to join you in making sure that the Appropriations Committee thoroughly addresses that problem and that this Assembly does everything necessary to put the resources and the sense of organization into solving that problem. I don't think this Resolution is necessary to do that. I think it would be duplicative of that, and I think the Appropriations Committee should be the appropriate vehicle for that... for that study and for ensuring that there's compliance. And I would simply say to you one thing of critical concern. When you have the kind of study Committee that you're suggesting, that there's always the question in the bureaucrats' mind whether it has any clout. When you're dealing with the Appropriations Committee, when you're dealing with the people who can make sure that you don't even have toilet paper in the executive washroom, then you know you can get cooperation. And that's why I think the Appropriations Committee is the right place to deal with it. I oppose the Resolution."

"Thank you, Madam Speaker and Members of the House. I rise in support of the Gentleman's Resolution. It seems to me that although we do indeed have the appropriations process to deal with ongoing issues of funding state agencies, we do have a Citizens' Assembly, newly created, to help us take long term looks at problems facing women, children, the developmentally disabled and the mentally ill in the State of Illinois. This Resolution was introduced in response to a clear cut crisis, a crisis in which we are losing money day after day because our facilities are not in compliance with federal Medicaid requirements. In 23 110th Legislative Day STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE April 30, 1966 addition, the loss may well be expanded, because other facilities are under investigation by the Federal Health Care Financing Administration. This crisis is one that it is appropriate for our Assembly to respond to by creating a bipartisan 12 Member Committee of the Members of this House so that we can address the issue with focus, a focus that is not available through the ongoing appropriations process, nor through the ongoing Citizens' Assembly process. As Co-chair of that new organization, I still support this Resolution, for I think that it offers us the focus to target our attention to a crisis financial for the taxpayers of the State of Illinois and a crisis of care for the developmentally disabled of our state. I urge your support for House Resolution 1139.
