Amendment #78 is a supplemental appropriation to permit us to complete the current fiscal year with a minimum of disruption of State services and to address the very acute and pressing problems which have been brought to our attention by medical providers, foster parents and others. I would highlight the overall features of this Bill and then a couple of the specifics. This will appropriate a hundred and sixty-nine million in general revenue funds and eighty-two million in other funds. The major general revenue appropriation is to the Department of Public Aid. The appropriation is for one hundred and thirty-four million net, there are offsetting transfers from other lines SO that the total amount of medical payments which can be supported by this legislation would be a hundred and fifty-nine million dollars. The other major items are fourteen million dollars for substitute care, foster care, adoptions in the Department of Children and Family Services. The Sponsor of the Bill determined that he would go ahead and go ahead with himself. We would like to have some more time frankly, a lot of these questions that will be coming on this particular Bill, if we don't have the time, are going to be taking the time of every Member on the floor right now.
