Because of a...clear rule violation perpetrated by the Majority Party in that committee. Representative Kubik had offered a Bill to which a hostile Amendment was offered, that hostile Amendment was adopted. When Representative Kubik tried to withdraw the Bill from the record, when he moved to table that Bill so it would not further be considered, one of the senior 3 The page is blank. That's in clear violation of our rules in every conceivable respect. As a matter of fact, our rules were recently amended to expressly provide that a Sponsor of the Bill controls the Bill even through a Conference Committee which had been a change from our prior practice. It has always been our practice, except for Conference Committee Reports, to always allow the Sponsor to control his own Bill for having it called. When there is a Roll Call not pending, he has an absolute right to have the Bill withdrawn from the record. That was not honored and I tell you that that is an outrage that we cannot allow to pass by. There is at stake here more than a particular Bill, more than a particular Amendment. We're talking about the integrity of our system. It is a clear violation. I submit to you that best way to remedy it, the best way to put this behind us is to withdraw from the Executive Committee Report as 'do passed' that particular Bill. And I would like that Motion acted upon, I'm happy to have the Motion debated and if there is a defense to what happened this morning, I would love to hear it."
