We have members of the African Methodist Episcopal Church here and we're -- we'd like to present a Proclamation to them, because we actually have Bishop John Franklin White here, who is a Presiding Bishop of the Fourth Episcopal District of the AME Church. And if I can get everybody's attention for just a moment and if we can just listen, because this is very important. The bill has to do with school districts that elect their school board members in what are called "congressional townships". I've asked around a little bit, Madam President. I haven't found anyone who knows what a congressional township is, except for it's a line by which school boards sometimes divide their boards into districts. What the bill would do is, if there is a -- not a candidate in a 15 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 111th Legislative Day 4/18/2018 particular district in one election, in the next election the board would put on the ballot for the voters to consider electing the school board at large, as opposed to by district. What it does is it provides that the notice of tax lien shall also include the county or counties where the real property of the debtor to which the lien will attach is located. It also provides that the tax lien that is filed in the registry shall be attached to all of the existing and after-acquired real and personal property of the debtor.
