What this bill does - it -- it's very similar to a bill I passed last year that had a sunset date - it allows an exemption for hiring for certain positions at the School for the Deaf and the School for the Visually Impaired. These teachers and some social work-type positions are very difficult to fill and -- they are already certified positions, and having a dual certification by the State Board and then also CMS makes it difficult to hire. And since we have been implementing these exemptions, the staffing has been filled and the students are being better served. So I would ask for an Aye vote.

The amendment requires ISBE to establish the Future Language Teachers Program, beginning in 2019-2020 school year, to assist qualified participants in acquiring a Professional Educator License with an endorsement in English as a second language and bilingual education. It's been supported, bipartisan support. You're restarting the task force, but at the same time, you're imposing the mandate to go forward with plain language statutes. My point is, why have the task force to study the question if you are deciding to move forward with the mandate?

The task of the task force, the Language Task Force, is not just in reference to updating to apply to the Plain Writing Act of 2010; it's also being implemented -- to implement, to monitor, and maintain this legislative initiative, including training requirement and other assistance, and release a report within one year about the implementation of the Act and the state of plain language efforts in Illinois government.

Oftentimes, what we find ourselves doing in this Chamber is amending law based on court decisions, and the courts, of course, write their decisions in what a lot of people would say is anything but plain language. I think part of Senator Collins' bill, the task force part, is exactly right, but we should make sure that the appointments are made to the task force and the task force can explain to us what the practical hurdles of this might be. I think, absent that, it's premature to just say, well, we're going to start changing the way we write bills, we write statutes. We're going to tell the -- we're going to ask the -- the executive branch and the judicial branch, who always listens very carefully to our directives, that they should change the way they write as well. I think Senator Collins is on the right path. I think we need a discussion of what is proper and clear without giving up the essential basis of the law, which is frequently not clear to the person not trained in the law or in legislation. I agree with that. But I think you're on the right path, Senator, and I think it's -- it's deserving of a careful study. I do want to caution your task force, though, that I personally believe that we need more Latin in the -- in the bills. The -- the language of Latin was the basis of Roman law, which is the basis of our common law. Many phrases are - such as habeas corpus - are based upon great principles and should not be watered down. I just want to caution your task force. And I have here an opinion that my dear friend and distinguished colleague, Senator Pat McGuire, gave to me that came out of his county on a bill, which says the following: "based on the principle of expressio unius est exclusio alterius". This -- this means the Legislature intended all other exemptions from being applied for a partial year ownership for the homestead bill. Now, nothing could be more clear to me than the phrase "expressio unius exclusio alterius". Isn't that correct? So I would caution this task force to keep as much Latin, the universal language, in the law. Don't give it up. Don't give it up for fashion. Keep Latin, and we, the priests of the law, the lawyers, will bill for explaining to you what it means.
