Mr. Saville is a career diplomat who joined the Foreign and Commonwealth Office in 1981 after graduating from Oxford University with a -- a degree in geography. I think there's going to be some language that is going to be introduced in the House. Ladies and Gentlemen, Senate Bill 3232 would create a five-year demonstration program in the Illinois Public Aid Code to amplify a privately funded bridge to self- sufficiency for individuals currently living in poverty. It's a very unique idea that came from one of our local hospitals in central Illinois, Carle Hospital in particular. And -- you know, right now, people sort of get stuck in -- in poverty and they're not -- you know, they -- they can't necessarily get a job without giving up some of their benefits and they never get to that next level where they don't have to keep -- to get beyond benefits. This would create a thirty-six-month-long pilot program - again, it would be through a -- a local entity, no GRF involved - that would allow us to get these people to work, get them the training they need to get out of poverty, and stay -- and become self- sufficient taxpaying Illinoisans. I would like to personally thank Senator Scott Bennett for his help on this, who has also been critical and instrumental in supporting this bill, along with myself on behalf of our local folks, Carle Hospital. We believe this will be great for employment in our area and help people, move people out of poverty and into the workforce. I'm strongly in favor of the bill. It benefits the Senator's district and I do want to call attention, I couldn't help but notice there's a reference to Pulaski County. And as a matter of historical reference, Count Pulaski was a Polish Count, who trained as an officer in the Russian Army and rebelled with the Polish Nationalists in 1780 {sic} against the Czar of Russia and came to the United States to join the American Revolution. He was a very effective military officer. Flash forward to World War II, when the Nazis destroyed the Polish Air Force on the ground in 1939 as they invaded the -- most of the Polish pilots fled west. And fully -- twenty-five percent of the RAF in the Battle of Britain were Polish pilots, and then the battle of -- over Monte Cassino, the Polish Legion which fled Russia, came to Italy, fought under General Clark and took Monte Cassino and smashed the German line, led by General Kesselring. So we have a history of Polish actions for freedom and liberty throughout the world. And I'm not Polish. It's too bad Dan Kotowski isn't here to hear my little historical reference. It's not worth the -- the appraisal amount. So the -- the municipality that -- or the Departments {sic} actually just want to transfer it to municipalities -- the municipality because it's actually in a floodplain and it's not worth the appraisal value.

This bill, as amended, excludes from the definition of "installment sales contract" financing arrangements for religious or cultural purposes that do not accrue interest. These financing agreements must still come from entities operating under the authority of the State and federal laws. This came to me by the way of the Community Bankers. There's still one other small discussion that's going to take place as this goes to the House, but I think this is a -- a good bill and I'd appreciate an Aye vote.

However, the more seniors we keep out of the nursing homes and keep them in homes so that home health care workers can service them, the State is saving dollars over those four-year period -- over that four- year period.

Thank you. I don't doubt the good work that these home care workers are doing. The concern is, we have billions of dollars of unpaid bills. We have long-term care facilities that haven't been paid. We have large number of people that we have made promises to that we are not currently funding and to have this record amount of increased spending without any revenue to fund it, I think would be a -- would be a mistake. And I, I guess, reluctantly request that we vote a No on this eight hundred million dollars of new spending, and instead let's work on getting our current budget passed and then we can talk about these kinds of bills in the future, once we have a true balanced budget. But as the sponsor just indicated, it might be a good idea for us to sit down and try to figure out a budget before we go spending another eight hundred million dollars - which we don't have. And, realistically, we have some very tough work to do. We'd have to make some tough choices in deciding which programs we're going to cut in order to have a balanced budget and have this additional eight hundred million dollars coming from somewhere. So, until we figure out which programs we're going to cut by eight hundred million dollars, I would strongly encourage us to vote No on this. It makes no sense to just keep thinking we can spend another hundred million here, five hundred million there, billion there. As former Illinois Senator Everett Dirksen said many, many years ago, billion here and a billion there soon adds up to real money. Thank you.

The bill provides that beginning in 2019, the Department must increase or decrease the amount deposited each year by the amount the estimated payment differs from the amount determined from the end- year financial audit. The State's preschool program, known as Preschool for All, operates in both school and community- based settings. This mixed delivery model is one of the system's greatest assets. Unfortunately, community providers have been disproportionally affected by the statewide teacher shortage. This is a bill that tries to find different ways for a piloted program to get certified preschool teachers into classrooms where there are shortages and where community-based childcare programs really can't compete with school districts on wages, benefits, and other things you get when you work for a school district. So this was negotiated by all the stakeholders, both ISBE, Higher Ed, universities, Ounce -- Ounce of Prevention, Illinois Action for 64 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/24/2018 Children, a number of community-based centers, and we're hoping that in five years, we're going to show a different way and path to -- to shorten or to lessen the teacher shortage for preschool centers and work towards barriers and removing those things as we move further. It only -- the only exception for ferals {sic} cats is if they are brought in to a veterinarian to be sterilized. And so, I know of -- I just know of one opposition, but other than that, there is no other opposition. So I would ask for an Aye vote. It's a -- it's a good public health service. It was just brought to my attention today that armadillos are now the highest incidence of rabies coming forward from the wildlife sector. And, of course, we know they're moving up. They've been spotted south of Saint Louis. Another big item is bobcats. Bobcats are spreading rabies. If you were attacked as -- if you have a bobcat attack you, most likely it is rabid. We had a situation where -- we have a one-year statute of limitations for sexual assault from the time it occurs from the date of -- of coming forward. What we discovered was, if a person was unaware if they had been the subject of a date rape drug or unconscious at the time of the sexual assault, they may not be -- avail of this statute of limitations. So what this bill does is extend the statute of limitations to one year from the date that the person discovers that -- or learns of this sexual assault and it is -- it has physical corroborating evidence to support that -- that prosecution. So I would entertain any questions, but I very much would appreciate an Aye vote.

The displaced individual must prove that they are staying with an Illinois resident and can either provide proof of having an equivalent placard issued by another jurisdiction or has a certification from an Illinois medical professional stating the individual qualifies for a placard. This is an initiative of the Secretary of State. According to them, the issue was brought to their attention based on individuals from hurricane-torn areas, such as Texas, Puerto 70 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/24/2018 Rico, and Florida, wishing to receive assistance while staying in Illinois. It's a -- it -- it -- it -- it hits a little close to home for me, as, after Hurricane Katrina that -- that -- excuse me, Hurricane Maria and Irma that affected Puerto Rico, many Puerto Ricans decided to leave that island, the Island of Enchantment, to come to the United States. Specifically, one of the places was to Illinois and to Humboldt Park, as we have a -- a large Puerto Rican community there. I just want to take this time and thank the City of Chicago, specifically the Park District and the Mayor's Office, the Secretary of State, Congressman Luis Gutiérrez, Alderman Roberto Maldonado, and the Puerto Rican Agenda. Because of their efforts and many others in our community, we had a welcoming center in Humboldt Park, and this bill comes in direct relation to the - - the trouble and the bureaucracy of -- being unable to give people that wanted to call -- or want to call Illinois home that live with -- with a disability to receive a placard. This bill was -- was introduced in order to reconcile the maintenance statute with the newly enacted Tax Cut {sic} (Cuts) and Jobs Act at the federal level, which repealed the alimony deduction for all new maintenance cases effective after January 1st of 2019. This bill creates a new formula for calculating the amount of maintenance, or otherwise known as alimony, an individual should receive after a divorce. In addition, the bill should -- the bill allows judges to deviate - so let me say that again - this bill allows judges to deviate from both maintenance and child support guidelines when the payments exceed fifty percent of the obligor's income. The bill amends the definition of both "gross" and "net" income to provide that maintenance payments must not be considered income. Furthermore, the bill creates three new definitions for maintenance - indefinite maintenance, fixed-term maintenance, and reviewable maintenance. Lastly, the bill makes a number of technical changes in the previous trilogy of Dissolution of Marriage Act amendments that we've passed over the last three years. Senate Bill 2298 creates the Industrial Hemp Act, which requires a person to apply to the Illinois Department of Agriculture for a license to cultivate and a registration to process industrial hemp. Bill gives the Department the discretion to adopt rules necessary for the administration and enforcement of the Act, including rules concerning the standards and criteria for licensure and registration as well as testing requirements. At this moment, we -- there is going to be some small amendment that I'm aware of just to do some cleanup stuff for DNR. Outside of that, I think this bill is ready to move and I look for all green lights. I'm happy to take any questions and I ask for an Aye vote.

This language was worked on with the Attorney General's Office and with the Township Officials, who both support this clarifying language. Thank you, Mr. President. This bill, as amended, would increase the cap on awards in tort cases before the Court of Claims, which has jurisdiction over claims against the State. Currently, tort awards are capped at a hundred thousand dollars, except for torts involving a State employee's operation of a vehicle, which are not capped. 2481 would raise the cap to two million dollars for all cases filed on or after July 1st of 2015. Auto-related claims will remain uncapped. Senate Bill 2481 makes additional procedural changes to clean up the Court of Claims Act at the request of the Court of Claims. This bill is a byproduct of bipartisan conversations in regards to Court of Claims and tort cases. And I'll answer any questions.

As amended, Senate Bill 2432 provides that a court's jurisdiction is not affected by a technical error in format of a summons if the summons has been issued by the clerk of the court, the person or entity to be served is identified as a defendant on the summons, and the summon is -- summons is properly served. This would abrogate a 2015 Illinois Appellate Court decision called Arch Bay, which is contrary to the -- the bill. Senate Bill 2432 would additionally require subsequent purchasers of foreclosed property to be named as parties in the actions to reopen the foreclosure and allow them to remain on the property during the action to reopen, would require actions to recover foreclosed property to be brought within two years of the -- of the date a subsequent purchaser takes possession. It also clarifies that a subsequent purchaser who holds the property and pays property taxes for two years holds legal title to the property, and makes it a violation of the Mortgage Rescue Fraud Act for a distressed property consultant to 86 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/24/2018 enter into, enforce, or act upon any agreement with a foreclosure defendant that provides for a division of proceeds derived -- derived from litigation related to the foreclosure. Senate Bill 2559 requires the Illinois Student Assistance Commission to develop a three-year education loan information pilot program for use by each public institution of higher learning that enrolls eligible students for financial aid. Each institution would be required to communicate with each student - it could be in email form - or to their guardians annually, detailing the education loan amounts and the repayment amounts for that individual. You know, the purpose of this legislation is that there's evidence that students really don't have a good understanding of what's in their financial aid packages or how much they may owe once they graduate from a four-year or two-year institution. I'm happy to answer any questions.

Thank you, Mr. President. The -- the number one complaint that the FCC receives every year is from problems involving telemarketing robocalls. They actually receive a staggering thirteen thousand complaints a day, making it the number one complaint filed. In 2017, there was an estimated 2.5 billion robocalls made in the United States. That's up twice as much from the previous year. That's being caused because of new technology with Internet-powered systems that allow for more sophisticated and faster calling systems. In the past, many of these calls were just annoying. You could see the ID, that it was from out of state or out of country, and you wouldn't answer the phone. That has changed today because of what they call spoofing, where individuals receive phone calls and, on your phone ID, you see a local phone number and you think it's a local person calling and you answer the phone and it turns out to be a robocall from out of state or out of country. This legislation tries to address a couple of those issues. One, is it bans the use of spoofing, which means you can't change the ID on the phone that you're calling. So when you're receiving a phone call, they cannot spoof or change that phone ID number that you see on your screen to a local phone. And second, it matches the -- mirrors the federal laws when it comes to giving the Attorney General the power to prosecute and go after these telemarketing companies. We've worked with the 91 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/24/2018 telecommunications companies and the Attorney General's Office to pass this legislation. I do want to clarify that not-for-profits and charitable groups are not -- are not in the underlying part of this bill, are exempted and are not affected by this legislation. With that in mind, I'd be happy to answer any questions. Oh, the last thing is the criminal -- criminal side. Robocalls have cost consumers hundreds of millions of dollars, as they're -- have been fraudulently taken by people scamming. The most recent large scam was IRS calls, in which individuals have lost over a hundred and fifty million dollars from people calling, using local phone numbers, posing themselves as IRS agents wanting to collect those dollars. So this is something that's not just an annoyance, but it is something that is criminally a problem as well. So with that, I'm happy to answer any questions, or otherwise seek a favorable roll call.
