With me today is a young man who's a Page for the Day. His name is Jordan Dooley. He's a junior at Morton High School. He's a senior drum major for the Morton High School Marching Band, which is the thirteenth time State Class 2A Champion. He also plays trombone. In addition to music, he is a member of the Law {sic} (Laws) and Order Club, the Interact Club, and the lighting operator of the school's theater program. Last May, Jordan had the honor of being inducted into the Morton High School chapter of the National Honor Society. He's a regular honor -- honor roll student. After high school, he'd like to study accounting/economics and then he'd like to continue on to law - which is what the world needs is more lawyers - so -- the end goal of becoming an -- an immigration or environmental attorney, and possibly pursuing political office one day. But the important thing that I want to tell you about Jordan is that his dad was my first campaign manager, was the director of my district office until 2012, then he went on to be a -- a -- a chef, a culinary arts person. But -- so I feel like Jordan is family. I knew him when he was, you know, about knee high to me. But, please, would the Senate welcome Jordan Dooley to the Senate today.

So what we've done is we've changed the Uniform Health Care Service Benefits Information Card Act to make changes to the definition of "health plan benefit" {sic} ("health benefit plan"). And it strikes out current language that would exempt dental insurance from the definition, so now it's the same as what would be for health care. I know of no objections. We worked very closely with the Dental Society, as well as the insurance companies, and I would ask for an Aye vote.

Essentially what it does is make technical changes so that the money that comes in from the Hotel Operators' Occupation Tax can be directly deposited into the Tourism -- Promotion Fund. It also reduces from the ten percent reserve that local tourism funds are now allowed to three percent. So, in other words, what now is being used for administrative offices in Springfield will go where it needs to go, which is our local tourism offices. Gets money back where it needs to go in our communities. I'd ask for an Aye vote. I know of no opposition.

Yeah, I appreciate the comments that were made, but even after those comments are considered, the School Management Alliance has still remained a No vote on this or has -- is an opponent on this and they still believe that there's unnecessary mandates here and also curriculum control that this is taking away. I don't understand the dynamics of the difference here, but I know they've still remained as an opponent. I'd just encourage the folks to take a serious look at this. I know I'll personally be a No vote on it. There's also concerns about religious freedoms with regard to folks that may have a difference in opinion with regard to how this is handled in a curriculum basis. Thank you, Mr. President.

And this is what we really have to -- to remember when we -- we look at legislation. This is -- this is not an additional mandate. We have -- there's a lot of mandates we can look at in regards to what we teach our students that probably have less importance than what we are talking about today. So I thank the sponsor for working with many people in this Chamber and with the community, and I urge an Aye vote.

Yes, I think this bill means a great deal to -- to a number of people. What we find is, there is an enormous drop, thirty- six percent drop, in people feeling bullied and getting derogatory remarks made about them when they're included in the curriculum, people of LGBTQ personalities. It matters, it really does. What -- few things that we do here really do help in that regard. I know there's been concerns about religious freedom. That's not what this is trying to do. As the Sun-Times noted in their support of this, it's just acknowledging that a person of historical significant {sic} was gay, lesbian, transgender, or bisexual. It makes no value judgment, except to say the person existed and made contributions. That's not the intent. This is just historical facts that we're going for. So I do appreciate your support and consideration of this very important bill. Thank you.

The -- what remains of the bill is a charge to the Attorney General to promulgate model policies for operating within these designated safe zones. I wish to call attention to the fact that seventy-two hours from today is the 5th of May, Cinco de Mayo, the independence day of Mexico, when they freed themselves from the rule of French tyranny, a monarchy imposed upon them by Emperor Napoleon III. They were assisted -- Benito Juárez was assisted in that effort by none other than General Philip Sheridan, remarkable Civil War 37 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 cavalry officer, who was assigned to the Department of Texas and Louisiana during the Reconstruction. He -- he did -- did a number of things in that regard. He removed the Governors of Louisiana and Texas, removed them from office by the point of a gun because they were assisting the Ku Klux Klan in murdering Black citizens, freed men, who wished to vote. He also arrested and court- martialed several thousand Ku Klux Klansmen, broke the back of the KKK. He ordered mayors in Louisiana and Texas to hire half of their police forces from Union veterans, which would include African Americans - half. He went on to give arms, several thousand in guns and ammunition, to Benito Juárez on the orders of General Grant, who at that time was General of the United States Army. And Sheridan issued an order to the French troops that if they didn't vacate Mexico, his battle-hardened Union troops would decimate the earth with the bodies of the French, and they left. Maximilian, the erstwhile tyrant, was executed for treason and Juárez became President of Mexico. It was a great partnership between the United States and the people of Mexico for responsible government and we should take an example from that and return to that these days. Thank you, Mr. President. Senate Bill 2429 amends the Public Aid Code and requires HFS to provide preventative dental care to all Medicaid-eligible adults. Preventative dental care services are currently only available to individuals under twenty-one years old and pregnant women. It also requires -- number -- number one, it requires HFS to monitor MCOs and their dental administrator and collect information on care coordination occurring between the two and, secondly, requires managed care organizations to confirm receipt of information on changes to dentists in the MCO's network within three days. Senator, appreciate your work on this and I know we've gone back and forth on some of the numbers and ways to try to bring this more in line to what could be handled budgetarily, but a couple questions. What is the estimated -- what is the Department's estimated cost for implementing this procedure?
PRESIDING OFFICER: (SENATOR LINK) Senator Aquino.
Thank you, Mr. -- Senator. So, as you can imagine, the Department and the Dental Society, who are the proponents of these -- this legislation, have different numbers. HFS ranges from an expenditure of ten -- ten million to I believe up to twenty-six million dollars a year. Illinois Dental Society has a lower number, as you can imagine, at about five million. And I believe that this is -- HFS's number is without the match from the federal government, so it'd be technically half of that.
PRESIDING OFFICER: (SENATOR LINK) Senator Syverson.
And, Senator, I would agree with you on that range between those -- those two -- those two groups. The -- some of the discussion was about - because of the budgetary problem - about making some phase-ins or making some limitations to it, maybe just one cleaning or checkup a year or one cleaning and checkup for certain types of individual that have certain dental anomalies going on, as a way to try to reduce that cost. Have there been any further discussions on that?

Well, a couple things. I was just notified by staff that we can do that in rules. However, I do know that the Dental Society and HFS have -- have -- have been having discussions about this. I haven't seen any new language, but I know -- I know that they are working together and have been since we've -- since I've introduced this bill.
PRESIDING OFFICER: (SENATOR LINK) Senator Syverson.
Yeah, I think we can find for a -- for a limited amount of dollars, we can find some of those -- those individuals that would fall under that high urgency need, that we could -- we could get this much more narrow so it could be something that's possibly affordable. And I guess, question is, whether or not you would be open to trying to narrow this to a point where maybe we can end up getting support from the administration, and if so, are you open to working with those -- or get a -- or give a commitment that working with the sponsor on the other side that we can have those discussions?
PRESIDING OFFICER: (SENATOR LINK) Senator Aquino.
Well, I'm -- I'm certainly open to -- to -- to having those discussions. We've been having these discussions, not only with HFS, but we had discussions with the MCOs and got them to neutral over time. So I'm hoping that on the other side, they would continue that. I know that the Dental Society has been diligent 43 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 in making sure that they had been taking that point. I think in -- if you remember in committee, Dave Marsh, did indicate, it seemed, that he was willing to consider some of this -- some of these suggestions. But, again, Mr. -- Senator, we haven't seen any new language from HFS, but I -- I would encourage that on the other side, if they did present some new language, that they would -- they would include it in -- in the bill, if they'd like.

Thank you. This is just the last question. It -- one other concern I have is, if we start paying for this procedure -- currently, a number of the MCOs already do this themselves and they pay for it. They do that as a -- as a -- marketing to try to get more individuals to go into their MCO. And so, currently, we have MCOs that are out of their own pocket paying for the adult dental. If we start funding that, obviously they're not going to do that any longer and so what we're ending up doing is we're -- we're -- we're paying someone who's already voluntarily doing it, which is also a concern. And I don't know if there's a better way to do that, where if these guys want to keep doing that, we should be encouraging them to do that at -- on their dime and not on the taxpayers' dime. But with that in mind, I -- I think this needs work. More things need to be done, and because there's a cost factor, we don't have the budget yet done, I would encourage our side to vote No until we have an agreement and a budget is done and we know how much we can afford to increase in the dental line now. But, Senator, I appreciate your working on it and getting it to where we are today and hope we can get it over the finish line. 44 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 Thank you, Mr. President.

It was after the executive director of a large provider of services to developmentally disabled adults in my district mentioned to me that his agency, his non-profit, serves non-verbal intellectually/developmentally disabled adults who simply cannot tell anyone, anyone caring for them or any family member, when their teeth hurt. Thus, the need for preventive services covering adults, especially this population, strikes me as convincing. And I urge a -- I appreciate the sponsor's work on this. I appreciate the conversation with the previous speaker. And, again, please be mindful of that - nonverbal, intellectually/developmentally disabled adults who currently do not receive preventive dental care. This bill would enable them to receive that care. I urge a Yes vote. Thank you.

I'd like to remind everyone, Members of the Senate, that recent atrocities have highlighted a need for greater security at large public -- large-scale public events. Senate Bill 2562 would give law enforcement the authority to utilize drones to prepare and monitor safety and security at large-scale events. The measure - - I want to remind everyone that Senate Bill 2562 passed out of 47 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 the Senate Judiciary Committee. I don't want Chicago to be the next Vegas-style outdoor terrorist attack. I -- but I also don't want drones to be in -- surveilling everyone's move day in and day out. This bill clearly is limited to the use of drone usage for providing safety of crowd control without stripping the public of its privacy rights. Drones are already used in Los Angeles and Boston, and we know what happened in Los Angeles and we know what happened in Boston. The bill before you reflects the laws in Las Vegas and in Massachusetts. I just want to remind -- just -- I just want you to remember that last October's massacre in Las Vegas, which killed fifty-eight and injured hundreds as the shooter rained bullets down from a hotel room, and just remember that we learned that the shooter booked, but never checked into a hotel room overlooking Lollapalooza in downtown Chicago. The only thing that stopped the attack on Lollapalooza is that the shooter never checked into the room. My children were at Lollapalooza and may -- and like your children, may have been subject to a shooter sitting in a hotel room raining bullets upon them. It's our responsibility to provide the maximum protection of all the residents of Illinois, whether it's at Lollapalooza or at the Illinois State Fair this year. I'd ask a favorable vote.

Senator Sandoval, the bill provides that a drone could be used at a private or public event with one hundred or more people. Does that mean law enforcement could use a drone to monitor a private event in my backyard?

Senator Haine, there must always be a "legitimate law enforcement purpose". If there is no legitimate law enforcement purpose to surveil a peaceful private party, then law enforcement cannot use a drone at an event. An individual's private event, on their own property, would not fall under the exception for law enforcement for use of a drone. The bill states that large-scale events are events taking place at a sports or entertainment arena, a stadium, a convention hall, a special event center, an amusement facility, any special event licensed or permitted by the unit of local government, or an event open to the public or on government property.

Thank you. The second question is, what if someone rents out a public space for a private event, for example, for a family reunion of my children and grandchildren, which would be over one hundred people, such as a large wedding or a large picnic? Could law enforcement use a drone to monitor our event?

The exchange on legislative intent makes an attempt to address questions that I raised during committee. For my sake, I appreciate the -- the -- the value of the utilization of drones to provide for law enforcement to have a tool to protect against tragic incidents that happen at mass gatherings and public forums. But the recitation of no legitimate law enforcement purpose remains vague to me. We took a step years ago to make sure that warrants would have to be issued for the utilization of drones to -- to invade upon private locations. And I think leaving that language is better than just this legislative intent that makes reference to the no legitimate law enforcement purposes. And so, notwithstanding that I know that my colleague's intention and the City of Chicago's intentions are to utilize - I want to trust - to 50 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 utilize the drones to protect against a tragic incident at Lollapalooza or some other mass gathering at a park, I'm not left with a feeling of comfort by a reference to no legitimate law enforcement purpose. And so for that reason, I cannot be in support of this measure.

The bill seeks to provide courts with more guidance when a person is charged with possession of a stolen motor vehicle. It provides that knowledge that the vehicle is stolen and -- may be inferred from surrounding facts and circumstances, which would lead a reasonable person to believe the vehicle was stolen. It creates a new process to deal with minors for carjacking or possessions of a stolen motor vehicle. Yesterday, on the way driving down to the Capitol, I -- I heard Superintendent Johnson talking about this problem and he indicated that he was sick and tired of hearing -- or arresting kids on Friday afternoon and the same kids being back on the street on Sunday and being rearrested on Monday for a subsequent carjacking. This bill is a step in the right direction, but, Leader, we have a long way to go. There are other issues we need to address to help Superintendent Johnson, help the Chicago police, and help law enforcement. I commend the sponsor for this bill. I urge an Aye vote.

I, too, would like to commend the sponsor for being open to the amendment process on this bill to address a lot of concerns that had been verbalized by a -- a number of Members, and I think he, as Senator Raoul referred to, I think he's really struck a good balance there. I think it's important to focus on the juvenile piece here. Earlier this year, the Chicago Sun-Times did a story on carjackings in Chicago. As many of you know, they're -- they're way up. Last year, there were nearly a thousand carjackings in the City of Chicago. Various reports have found that a majority of the arrests made in those carjackings have been of juvenile suspects. So that has really fueled the problem. But what we have seen is that a number of the juveniles are almost immediately released after they are picked up on these very serious charges. There were forty-nine youthful offenders, juveniles, arrested in Cook County last year for carjacking. Thirty of them were released within twenty-four hours. That's not very -- they're not a very effective example of how we should be administering these cases in juvenile court. This bill recognizes it, and what it does is it takes an existing statute and will ensure that these youthful offenders, when they are arrested, that they undergo some form of psychiatric evaluation while they're in juvenile detention to determine if they are a threat to themselves, they're a threat to the public - I think the evidence is, is that they likely are 55 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 - and it slows down the process. It slows down the revolving door that's currently in place. But, importantly, it does not warehouse these youthful offenders. It ensures that they are getting treatment that they desperately need. So I want to commend the sponsor for adding this amendment and I, too, urge an Aye vote.

Just to reiterate the key points, this is a bill that would protect the environment should the Trump administration succeed in significantly rolling back environmental regulations. It does not change the status quo. It does not do anything retroactive. It simply creates critical Illinois environmental protections in the event that the Trump administration does what they have unfortunately threatened to do, which is to endanger our -- our environment. I'd appreciate Aye votes.

Thank you. Mr. President, Ladies and Gentlemen of the Senate, as a point of background, I represent the Wood River/Roxana area, the home of the largest refinery in the State. And my refinery 57 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 tells me that this bill -- and by the way, this refinery has the largest percentage of union employees of any refinery, maybe of any factory, in the State. They only bring in union AFL-CIO craftsmen, laborers to pipefitters, and they're telling me a number of things. Number one, that this bill is unnecessary, that there hasn't been an instance, where there's a threat to the environment by implementing the bill. If -- if it becomes an issue next year or the year after, the Legislature is always available to remedy that. Number two, there -- there have been some federal rules changes, particularly on emissions, that are in litigation and that the refinery and the other refineries of the State - and -- and I can't speak for the other factories, although I will note that the Illinois Manufacturers are strongly opposed to this - have the same issue, and to require them to figure out what is extant in January of 2017 to now is simply costly; it brings them into a nationwide figure that we're in a State which is basically hostile to any changes in environmental regs, however reasonable. I understand fully the background of the bill. In fact, I initially was going to vote for it until I realized it goes back to 2017. But this is obviously a reaction to EPA -- national EPA Director Pruitt, who's frankly shown himself somewhat unfit for the office. That's up to the President of the United States to remedy that. But that doesn't mean the -- the -- the EPA regulations that have been mollified or modified are improvident or do anything to harm the people of Illinois or my area. And I would remind us all, again, that these refineries are regulated by the Pollution Control Board, by the national EPA, by the State EPA, I believe by the -- by IDNR, and a -- and a number of other entities. This is a national industry. The other states, which 58 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 would not be following this proposed bill, will look at Illinois as a place that is becoming hostile to fossil fuel refining, and they will make a competitive effort to divert some of the resources from our industries to their refineries. This happened in 2002 and '03 in California to our benefit. ConocoPhillips was debating whether to put a major CORE expansion in one of three states - one of which was California. I can't think of the other one. I feel like the former Governor of Texas. What's the other one? And the -- and one was Illinois in Wood River. And California passed a series of stringent emissions rules. The result was ConocoPhillips put four billion dollars - four billion dollars - into the Wood River refinery over a five-year period, hiring forty-two hundred union craftsmen - forty-two hundred - and brought tremendous benefits to my area as it faced the recession of '08. This is the wrong message at this time. Again, it's not necessary. If it was, it would -- I -- I'm sure the refineries could work out something. The -- the -- the -- and I speak -- I can't speak for CITGO and the other refineries, although I've been in contact with the person representing them. This bill does not specifically spell out actual cases where the Illinois agencies or statutes have failed -- failed the people of Illinois in pollution. This is obviously an effort to rebuke the Trump administration and Director Pruitt - and I'm all for that. I think that's great - if it didn't impact the business environment in Illinois. Every -- we are a low-energy State. We have many things that we did to encourage these expansions, and this is a signal we're going in the opposite direction. It is a bad signal at this time and -- and I don't -- again, I must say again, to reiterate, it's not necessary. If there's a demonstration that we need to tighten, if 59 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 there's something Pruitt has done that has harmed the air quality in my area, I'd like to know about it. I know of no such act and I -- I have a great and abiding respect for the sponsor and his beliefs and his acumen. After all, he's a professor. I'm a mere lawyer. But in all seriousness, I have a high regard for him and his -- and his proposals are well-meant. In this case, I think this is injurious to the business environment, to the manufacturing base of Illinois, which we're struggling to maintain. And I would respectfully ask for an -- a No vote. Only in the Capitol Building would we suggest that we are giving schools more flexibility by telling them exactly how many minutes their kids have to do P.E. This is a step backward from the agreement that we had last year. I think -- my suggestion - I think others would agree - that we let the 64 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 reform that we passed just last year work for school districts. What Senator Righter said is true; however, what I've heard from my downstate school districts is that the type of mandate relief they were seeking wasn't relief from P.E. They wanted relief from various assorted other things. But what they did say is they like the idea of flexibility. We can accomplish both purposes. We can have the flexibility for those school districts who are finding that their students can't meet all their curriculum requirements because they have to have so many days of P.E., and so they still retain that flexibility and that relief from the mandate. However, downstate school districts who do not have that wide of a curriculum choice or those that have a lot of sports participation and they allow those students to opt out of the regular P.E., they would prefer having the minutes, because they recognize that their teachers need to have students who have some time off to have a release valve. P.E. serves a very important purpose in our -- our education system. Adams County was just announced as the most obese county in the State. But that being said, we have to recognize that children need all types of educational activity in the classroom, but also outside as a release valve. So I think this makes perfect sense. I had asked that it be included when we did the original education bill. We didn't have time to get to the -- the main substance of that education bill. So I'd -- I'd ask everybody to give this a close look, because we're -- we're accomplishing both purposes. We're allowing schools that need the -- the relief -- the relief. Those that don't still have the option to put as many minutes in and give those teachers and those students, most importantly, some activity, learn about health and nutrition and all that -- that's covered in physical education. We also understand that it is a nationwide problem, the obesity crisis in this country and how much money it costs all of us when we see the health effects of this obesity. So I'm going to stand here and say, you know what, P.E. is a mandate on our schools, always has been, still is, just like math and English and science are, and the schools, I trust, will have the expertise and experience to figure out how best to incorporate this into their school day.

My concern is -- people know very well my -- my concern with the eleventh -- eleventh-hour additions that were put onto our education funding bill. I'm going to take it from -- at a different perspective. I've heard the obesity argument. P.E.'s been a mandate since the 1950s, so I'm sure the P.E. teachers do not want that hanging over their head. Secondly, there is no other subject that has mandated minutes. English does not have mandated minutes, math does not have mandated minutes, economics does not have mandated minutes. So to prioritize this over other subjects is - - is very concerning to me. I appreciate P.E. If this was a bill to take out P.E., I'd be the first one standing up here arguing against it. P.E. is definitely necessary. But so is music, so is art, so is English, so is speech, and we don't mandate minutes for them. Again, I understand the brain research very, very carefully. And -- and the reality, if we really wanted that to work, we'd all be starting our day off with P.E., because a seventh-hour P.E. class really doesn't help with the brain research when, after they're leaving, they're leaving school. Again, this -- I understand the need for P.E. I support P.E. in schools. I would never ask for the removal, but this is about being reasonable. You can achieve a strong physical education class without mandating minutes. Thank you.

Mr. President, I would just echo the comments of Senator Bertino-Tarrant. I completely agree. This bill doesn't reflect the way a school works. The -- the -- the P.E. mandate relief, as it was called, was a silly idea from the beginning. It shouldn't have been in the bill. But to fix it with another silly way of going about it doesn't make any sense to me. One example, you take a school on a block schedule, where they happen to have the every other day periods. When it falls where the kind of day that they have gym is only Tuesday and Thursday, they're still following the minutes requirement spirit, but there's no way they can meet two hundred and twenty-five minutes in that one week. Every time you do something like this that says it has to be this many per week, a school just doesn't work that way. You'll have the Monday off, but yet there's this, still, statutory requirement. And to -- to get up here and say, well, we understand that schools will meet that requirement as best they can - yes, I'm sure they will. The point is, they shouldn't have to. They should be able to make it fit the way it fits. I wish the P.E. "mandate relief", quote, unquote, never made it into this. But to take a silly provision and try to fix it with an equally silly provision, I -- I don't see any sense in that.

Yes, I just want to clarify one point and I -- I -- I'd like to make one point. Senate Bill 2541 requires the Department of Public Health to develop rules and appropriate revisions to the Child Health Examination form. This is a result of the new 72 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 118th Legislative Day 5/2/2018 requirements that we passed with Public Act 99-927 back in January of 2017. Our goal here is to make sure the requirements are in place that are related to social-emotional screenings of pupils by no later than January 1 of 2019. I'd be happy to answer questions.

Senator Syverson, that's already the law, Senator. This isn't what this bill is about. The law was already enacted, signed by the Governor in January of 2017. There was a rulemaking process through JCAR that should have been established so that school districts would have been -- families and students would have been ready to submit these forms for school by this school year and it did not happen because JCAR had not convened or the process of that team had not been set up. This will help in its self-sufficiency. It will eliminate the need for the Department of Natural Resources to carry insurance on these properties. There is the required provision that the State does have the right of first refusal in the event that the Waterway would be forced to get rid of the property. Ask for an Aye vote.

Senate Bill 2773 enables local units of government to permissively use IFA, or the Illinois Finance Authority, for bond financing of property assessed clean energy projects on privately owned commercial, industrial, non- residential agricultural, or multi-family real estate. It lowers the cost of these projects and it creates clean-energy jobs. For the Body's notice, historically the IFA has served as the primary statewide conduit for the public financing of these types of projects and is voluntarily undertaken by private borrowers, like health care systems, educational institutions, small manufacturing -- small manufacturers, and others like this. This preserves jobs and attracts businesses to Illinois. I know of no opposition and I would ask for an Aye vote.
