Good afternoon, everyone. May I have your attention, please? May I have your attention, please? Thank you. We have some very important guests visiting with us here today. If you can recall in 2015 -- 2016, we -- I brought them down here and it's no other -- none other than Wendell Phillips High School. Wendell Phillips High School Head Coach is Mr. Troy McAllister. Illinois High School Association Football Class A State Champions. State Champions. And get this, they had a record, you-all, of fourteen to zip - undefeated season. And furthermore, they were the only - let me repeat - they were the only Chicago public league -- in public league history to ever win the football State championship. Now, this is not their first championship, but this is their second championship in three years. So, on this coming August 26, the Wildcats got some really, really good news. They will become the 9 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 123rd Legislative Day 5/15/2018 first Chicago Public School football team to ever play on national TV. Their game against Pickerington Central High School in Ohio will be broadcast live on ESPN, you-all. This has never happened before to a public high school, especially in Chicago. So let's here from our -- from the Coach, the Head Coach, Mr. Troy McAllister. WENDELL PHILLIPS FOOTBALL HEAD COACH TROY McALLISTER: (Remarks by Wendell Phillips Head Coach Troy McAllister)
And they also would like to recognize the leader of the -- the team and it's the Captain. His name is Imori Heard. And he's a little shy today. You know, I think that today is such an overpowering day for him. But let's welcome our young men to Springfield. Thank you. What I forgot to mention was that they will be receiving next month their State Championship football jackets. Thank you. Senator Link in the Chair.

PRESIDING OFFICER: (SENATOR LINK) Welcome to Springfield. Senator Aquino, for what purpose do you rise?
Thank you, Mr. President. A point of personal privilege, please.
PRESIDING OFFICER: (SENATOR LINK) State your point.
Everyone in the Senate, I just want to take a moment really quickly to share something very personal to me. I want to make an introduction to -- to some people that went to a -- the beautiful Isla del Encanto, Puerto Rico. When American citizens needed help, ComEd and Exelon were there to respond. And I just want to read something here and -- and share a little story. Well, when ComEd and other Exelon utilities went to Puerto Rico, they went as one team and with one mission - to help the people of Puerto Rico regain some normalcy. Through their efforts, more than eleven thousand Puerto Rican residents, American citizens, got their power and lives back. For some, it was truly life savings. One family in Barranquitas had a family member who needed support machines -- life support machines. They had gone through their life savings to keep a generator fueled to keep the life-saving machine running. They had approached other utilities to do the work, but were turned down because the terrain was too extreme and the work was too complicated. But not for ComEd and not for Exelon. When ComEd arrived in the area, they immediately put in place a -- a prioritized plan in the -- and prioritized, excuse me, the area. Within days, the family had their power restored. 11 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 123rd Legislative Day 5/15/2018 And additionally, ComEd and Exelon crews went above and beyond and collected amongst themselves two thousand dollars and presented it with that -- to that family. But the work didn't end there. ComEd crews took time to improve the community as well while they were in Puerto Rico. At the facility they stayed in, in Puerto Rico, at an Olympic training village for Puerto Rican athletes, they worked for {sic} Exelon crews to repair the lighting at the baseball field, replaced the fencing that had been damaged after the hurricanes, and restored the landscaping at the facility. This was the work that helped make the training facility usable again by athletes and the community groups and {sic} used various fields for athletic camps. This is the only way the Olympic training village generates income. ComEd distributed over thirty-five hundred Luminaids – solar-powered, inflatable lamps that were made here in Illinois – to the Red Cross to give to U.S. citizens who were still without power. They partnered with Chicago area Girl Scout troop and brought school supplies to girls in Puerto Rico in Humacao - a particularly hard-hit area. And, with the Exelon crews, they took up a collection and rebuilt a playground with all new equipment. These crew -- crews made an extraordinary impact on Puerto Rico. More than just restoring power, they restored peace of mind. This is what ComEd means when they say "They Power Lives". And so we have some of the gentlemen -- some of the men and women that -- that went down there to Puerto Rico, to the island that my family is from. I -- I went -- I had the privilege of going to Puerto Rico three months after the storm. Not only one hurricane, but two Category 5 hurricanes went through that island and devastated that -- that island. I went in -- in -- in -- in three months after the -- the hurricane and six months after, 12 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 123rd Legislative Day 5/15/2018 and they -- ComEd, six months after the storm had hit that -- the island, were still there working hard. And so I just want the -- the people from ComEd, those that went down that are sitting in the gallery right now, the President's Gallery and our guest gallery right here, if they can stand up and we can give them a round of applause for all their efforts. And I just -- I just want to reiterate, this is a very personal issue for me. As a -- a -- a legislator of Puerto Rican descent, I come from a tiny little island, a speck on the world, and from a very rural area. My grandfather is about eighty-nine years old and lives with -- he has diabetes and needs insulin. He did not receive his -- his power to his home until six months after and it's because of people like you that went out there to a place you've probably never been before to help people that you'll never see again probably. But from -- on behalf of myself, the other Puerto Rican Members, Senator Martinez and the other House Members, Representative Crespo and Representative Arroyo, I just want to say thank you so much and we are going to be celebrating you all in my community at the National Puerto Rican Museum of Arts and Culture in June for a proper thank you. So thank you again. Thank you for the time.
PRESIDING OFFICER: (SENATOR LINK) President Cullerton in the Chair.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. I am joined today on the Senate Floor by a very special guest. Brayden Reed, from Oak Park, is with me. He just turned fourteen this past Sunday. He is an eighth grader at Ascension Parish School in Oak Park, where he participates in track and field, and drumming. He's starting at Oak Park-River Forest High School in the fall and he just made the drumline. He loves history and is a avid debater, I'm told. He lives on the border between my district and Senator Lightford's district. So it's perfectly appropriate he's sandwiched here right between us today. And I'd ask you all -- oh, he's here with his mom, Lisa, who's up in the gallery. So I'd ask you if you'd join me in giving them both a warm welcome to the Illinois State Senate.
