Okay. Thank you, Mr. -- President. Illinois has been a leader in the women's suffrage movement for over a century. Women's suffrage organizations throughout Illinois, led by prominent citizens, including Jane Addams and Ida B. Wells- Barnett, worked tirelessly to secure women the right to vote. In 1913, Governor Edward Dunne signed the State suffrage bill into law, making Illinois the first state east of the Mississippi to give women the right to vote for President. And on June 4th, 1919, the U.S. Congress passed the Susan B. Anthony Amendment, sponsored by James Mann, U.S. Representative of Illinois, giving women the full right to vote. On June 10th, 1919, Illinois was the first state to ratify the Amendment. Thank you, Mr. President. This resolution urges Illinois to use American and Illinois steel to help increase the steel industry, create jobs, build the middle class, and protect American companies and workers. U.S. Steel Corporation plant is in Granite City, in my district. They had a shutdown in December of 2015 in response to challenging market conditions. This cost my district two thousand jobs, which was devastating to our area. The plant was able to resume production in June of 2018 after twenty percent -- twenty-five percent tariffs were enacted on all steel imports. This effort to preserve American industries put people back to work, but now we must utilize the resources that are within our State. The Granite City Works facility and employees and the surrounding communities have suffered too long -- unfairly traded steel products that have flooded the U.S. markets. We have companies in the State that can compete with outsourcing, create jobs that support our employees and the communities, and will strengthen our economic security. I thank you, Mr. President.

Women play a critical role in the vitality and diversity of our communities and are essential to ensuring Illinois is well represented. Under the Commemorative Medallions Act, the State Treasurer is authorized to issue medallions to commemorate popular contemporaneous events of statewide interest. Under this law, the General Assembly selects 10 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 28th Legislative Day 3/28/2019 the events to be commemorated by joint resolution, adopted by the affirmative vote of three-fifths of the Members of the House and Senate. The Treasurer will select a vendor through a competitive bidding process to produce, distribute, market, and sell the medallions. This is not expected to cost the State any money, as the production costs will be paid for out of the sale of the medallions. The Commemorative Medallions Act was enacted in 1999 and five medallions were issued by Treasurer Judy Baar Topinka in 2001. Most recently, a medallion was issued by Treasurer Frerichs in 2018 for Illinois Bicentennial. This medallion will commemorate the one hundredth anniversary of the ratification of the 19th Amendment. And I ask for a Yes vote.

Yes, thank you, Mr. President, Members of the Senate. This is a bill that makes some cleanup changes concerning vacancies in the office of the Cook County Board President. Currently, there's an anomaly in the law. If -- if a person -- if there's a vacancy in the office and there's less than twenty-eight months, then a special election would be held by the commissioners to fill the vacancy. But the anomaly is, and the problem is, that if there's more than twenty-eight months, there's a general election, a special election held, but under the current law, a member of the public can't run. It would just be -- have to be somebody also who was a member of the -- board of commissioners. So this solves that problem. I would point out that this bill actually passed last Session and the vote on this bill in the Senate was 50 to nothing, and in the House, it was 97 to nothing. So on the Friday before the Governor -- the previous Governor left office, after we had adjourned, before the Monday when he left office, he decided to veto this bill, and he said that there's special rules for Cook County and we should all have the same rules. Well, unfortunately, the Cook County commissioners' law was first enacted in 1893, was amended in 1914, amended in 1947, and amended in 1980, and they have a different statute, so we amended that statute. So that was the reason why the Governor vetoed it. Not very convincing to me, so I would ask that perhaps all -- all fifty who voted for it who are here vote again, and everybody else who's new, I would urge you to vote Aye. Be happy to answer any questions.

So Senate Bill 211, as amended, would allow State purchasing officers or a State agency to enter into renewable energy resources contracts and leases, but cannot exceed twenty-five years. The 13 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 28th Legislative Day 3/28/2019 problem it's trying to solve is that, of course, we are trying to -- we are trying to let the State get into more renewable energy, including solar and wind. Unfortunately, many companies will not put that kind of investment in if they can't get a sizeable length of that lease. Under the current law, there would not be enough time for them to get any kind of return on that investment. And so we're hoping, by extending it to at least twenty -- to a maximum of twenty-five years, we will see more investment on renewable energies all across the State - resources - including our universities.

Right now, under State law, communities that do not have home rule, and that includes Rockford, and they take part in video gaming, they can only charge a license fee of twenty-five dollars per machine. Most other municipalities charge anywhere from five hundred dollars to more than a thousand dollars per machine. What is before you right now is an agreement between the City of Rockford and the local chapter of the Illinois Licensed Beverage Association that will put that fee and cap it at two hundred and fifty dollars. Local establishments believe two hundred and fifty dollars is a fair fee, and the additional revenue will help the City of Rockford balance its budget without increasing property taxes. So, again, this is a local agreement dealing with video gaming license fees. I'm happy to answer any questions.

These requirements include notifying the nearest police station and animal control facility to where the dog was found, arranging for the dog to be scanned for a microchip, and attempting to contact and return the dog to the owner. To my colleagues on the Floor, I'm pleased to be joined by a dear friend of mine, former Senator Deanna Demuzio, who's with me on the Floor for a very important purpose in regards to a resolution - thank you - in regards to a resolution that's going to be coming up on the Consent Calendar prior to our adjournment today. It's Senate Resolution 273. And it seeks to celebrate the memory and life of Joe Bergen, who passed away last year, on November the 24th, 2018. I would tell you, as a former staffer, to the Members that have been here for years and those that are new, you're quickly learning that this -- this Body doesn't function without the support of the people that staff us in so many different capacities. So if you were part of the Capitol between the years 1984 and 2004, I guarantee that you would have known who Joe Bergen was and what he did. Joe spent a good portion of his life in the Capitol, working for the Senate Democrats. He was a member of the staff and he was a fixture in the Statehouse. Joe came to the Senate staff on the recommendation of my mentor and Senator Demuzio's husband, Majority Leader Vince Demuzio. Joe's job was to serve the staff and the Members of the Democratic Caucus, but I think it's fair to say that Joe was of service to everyone in the Capitol complex when he was here. He literally knew everyone. He knew everyone's name in this building, whether they were a lobbyist or an activist or even a -- a custodian. He knew everyone who worked in this building on both sides of the 41 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 28th Legislative Day 3/28/2019 aisle. Joe Bergen was on a first-name basis with our Governors. I remember he would always come to my office when I was on the staff and tell me about, somehow, somehow, how he got into the Governor's Office and would have conversations with Governor Ryan or Governor Blagojevich. No matter your title, your office, or your affiliation to a party, status was not a thing that Joe paid attention to. He respected everyone. He came to the Capitol every day to help people and, by extension, help our State. If Joe wasn't around the office - and I would admit that sometimes that happened from time to time; he would -- he would disappear because he was doing different responsibilities and tasks that he was given from Members - we knew that he was helping someone. Joe was an eccentric individual. He was a very unique individual. But he was undeniably genuine. And he is missed by many that still work here today and many that have come here today that worked in the Senate previously with Joe. I think it's safe to say that he's left us all with some unforgettable memories from the staff days in the Stratton Building. And, Mr. President, I rise today to point to the Consent Calendar and ask that the Senate as a Body observe a moment of silence to honor the memory of our friend, Joseph Michael Bergen.

It also would have every chief procurement officer submit a fiscal year report to Department of Central Management Services delining -- deleaning {sic} how many bid/offers, numbering {sic} of contacts awarded, and the value of contracts awarded that were set-aside for veteran-owned small business. This is a page-and-line amendment that amends "substantially equal installment" to include regularly scheduled payment that may be less than, but not more than five percent larger than -- than, the previous scheduled payment according to the disclosed payment schedule agreed upon to both -- by both parties. It also amends a section to include payment may be less than, but no more than five percent larger, the previous scheduled payment. I know of no opposition to the bill.

Thank you, Mr. President. The License to Work Act, Senate Bill 1786, removes most of the reasons for which a person could have their driver's license suspended that had nothing to do with driving. Driver's license suspension is a draconian debt 54 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 28th Legislative Day 3/28/2019 collection tool used to squeeze revenue out of Illinoisans throughout our State who can least afford it. License suspension leads to job loss. If you can't work, you're not going to be able to pay. And if you can't pay, you won't be able to drive. We have narrowed the scope of this bill as a result of negotiations over the last three years, bringing law enforcement to neutral, as well as the Secretary of State. We passed a version of this bill through the Senate last year and last week we passed it unanimously through the Transportation Committee. It has bipartisan support. We have support from ACLU, as well as Americans for Prosperity, Heartland Alliance, and the Illinois Policy Institute. It follows recommendations from the Chicago Jobs Council, as well as ALEC. Like I said, bipartisan support for years, and I ask for a favorable vote.

This bill provides that when a permit is required under the Environmental Protection Act to construct a new facility, the Illinois EPA must provide notice to the State Senator and State Representative of the district where the construction is to occur, in addition to providing notice to the public on its website in a format that is searchable by a zip code. Furthermore, the bill provides that the IEPA must adopt rules to implement this bill within six months. Reasoning for this bill, there was an asphalt plant built in my district, across the street from a McKinley Park facility, where kids go to swim and -- and people walk around the 57 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 28th Legislative Day 3/28/2019 park with their families. There was no notification. IEPA said they was -- notices were sent out. As a result, my community in McKinley Park and Brighton Park were blindsided. It is a sixty- five-million-dollar project. Although the company did not do anything wrong - they filed the necessary paperwork to start this company - but nonetheless the community has to suffer for this. So I hope it doesn't happen to anyone else in their districts. I ask for an Aye vote. I know of no opposition to the bill.

And so we're just moving it from five hundred to a thousand. It hasn't changed in a long time and there's been no opposition. And it's very good for our -- our elderly and infirm citizens.
