Thank you, Mr. President. Senate Joint Resolution 1 designates the U.S. 20 bridge over Illinois Route 31 as the "Sergeant Marcos Leonardo Gudino Memorial Bridge". The Gudino family has been a staple in the Elgin area for -- for as long as I can remember as -- since as a child and they lost one of their own in a tragic accident. Sergeant Gudino was born in Elgin to Frank and Minerva Gudino and he passed away on March 25th in a -- in a -- in an accident on I-90 as he was heading home from training. He was the -- he was in -- he was on the passenger side and passed away. And in honor of him, we are naming this bridge. And I would like to read the resolution. "WHEREAS, It is highly fitting that the Illinois General Assembly pays honor and respect to individuals who have given their lives in service to their communities; and WHEREAS, Sergeant Marcos Leonardo Gudino was born in Elgin to Frank and Minerva Gudino on January 26, 1988; and WHEREAS, Sergeant Gudino graduated from St. Edward High School in 2006 and then attended Elgin Community College; and WHEREAS, Sergeant Gudino enlisted in August 2010 and served in the Illinois Army National Guard as a medic; and WHEREAS, Sergeant Gudino was assigned to the Headquarters Company, 1st Battalion, 178th Infantry Regiment based at General Richard L. Jones Armory in Chicago; he earned the Army Service Ribbon and the National Defense Service Medal; and WHEREAS, On March 25th, 2018, Sergeant Gudino passed away from his {sic} injuries sustained when his military ambulance crashed as (he was) returning home from a weekend training; and WHEREAS, Sergeant Gudino also worked at McGrath Auto Sales in St. Charles and was 9  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/4/2019 recently offered a position as a police officer for the Village of Streamwood; and WHEREAS, Sergeant Gudino was a member of St. Laurence Catholic Church in Elgin; and WHEREAS, Sergeant Gudino was preceded in death by his grandmother, Josefa Gudino; and WHEREAS, Sergeant Gudino is survived by his parents; his siblings, Troy Gudino and Mikel Palm; and his many aunts, uncles, nieces, nephews, family, and friends; therefore, be it RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that we designate the U.S. 20 bridge over Illinois Route 31 as the 'Sergeant Marcos Leonardo Gudino Memorial Bridge'; and be it further RESOLVED, That the Illinois Department of Transportation is requested to erect at suitable locations, consistent with State and federal regulations, appropriate plaques or signs giving notice of the name 'Sergeant Marcos Leonardo Gudino Memorial Bridge'; and be it further RESOLVED, That suitable copies of this resolution be presented to the family of Sergeant Gudino and to {sic} the Secretary of Transportation." Thank you, Mr. President, Members of the Senate. This is a -- a fun piece of legislation, but it's also a very important one. This declares that Penicillium chrysogenum NRRL 1951 as the official State microbe. And you might ask, why is Illinois wanting to do an official State microbe? Well, penicillin, as we know, was -- and I -- and I teased you with this when we were going to committee -- this is pretty important, folks, really. When we 13  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/4/2019 were going to committee, I held up a petri dish that had the original fungus that was discovered by Alexander Fleming in England. And I hope that I get the petri dish out here that has the original cantaloupe fungus that penicillin was actually produced by; it was produced in Peoria, Illinois. And the difference that it made is that -- the statistic is that in World War I, eighteen percent of the casualties in World War I were because of gangrene. By World War II, that statistic was that less than one percent of the casualties were from gangrene and it was due to this penicillin. This -- this is the actual petri dish of the original cantaloupe fungus that was -- that was able to produce mass quantities, commercial quantities of penicillin. And I think most people in Peoria understand this, but I don't think most people in Illinois understand that Peoria was the place that it was discovered. And so it's very important that we recognize this as a -- an important historical fact in part of our history in Illinois here. So I would ask for support that we declare Penicillium as the official State microbe and the only place that that can be done is Illinois and it's because of Peoria. Senate Bill 1881 attempts to allow the North Shore Water Reclamation District and other sanitary districts to lease property that's not required for district use to others for a period not exceeding fifty years. I'll be glad to answer questions, but the basic gist is this: Many districts, including the Champaign-Urbana Sanitary District, has property 16  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/4/2019 they don't use for sanitary needs. They lease that land out to parks and other things. They'd like to use it for renewable energy, including solar projects, which require a longer lease than they're currently allowed by law. Thank you. Thank you, Senator Rose. Essentially, what it would do -- I know in our -- in our instance, there is a large parcel of land that's owned by the sanitary district. They would like to allow that use for a solar project, for some solar energy, renewable energy, but frankly the energy companies do not want to put that kind of commitment on under the -- under a short-term lease, which is currently all that's allowed by law. This would 17  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/4/2019 allow a longer term lease so that our local sanitary districts can, frankly, make some money on leases, which hopefully will get turned over to ratepayers.

As those in agricultural areas may know, drought and excessive rainfall and the inconsistency of each have had severe consequences in Illinois agriculture over recent years. What this bill would do is help provide best management practices regarding soil health and soil health improvement. And the hope is that farmers in Illinois can become more resilient to these growing climate risks by turning to better practices to build soil health. Senate Bill 2023 amends the Illinois Banking Act and the Illinois Credit 23  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/4/2019 Union Act to prohibit the Secretary of IDFPR from issuing an order against a State bank, credit union, or subsidiary for unsafe or unsound banking practices solely because the entity provides or has provided financial services to a cannabis-related legitimate business. This is necessary, irrespective of what it is we do as we move forward, strictly for the medical use program we have in line today. This passed unanimously out of the committee and I would appreciate all your support, but happy to answer any questions.

The Illinois State Police believe this is a public safety issue. Right now, under current State law, headlights have to be seen at a distance of one thousand feet; taillights have to be seen at five hundred feet. And State Police believe these tinted covers reduce that light and therefore should -- would -- could violate State law. So what this legislation does, it prohibits tinted lights, allowing law enforcement officers to avoid the possibility of trying to figure out what's legal and what's not. Under Senate Bill 1379, the assessment officer may consider this data to determine the value of these properties. If a taxpayer fails to provide this data, they can incur a penalty. Additionally, the chief county assessment officer may disclose this data, but only in a compiled and anonymized format, providing it does not disclose individual property characteristics. Any person that reveals any information received by the chief county assessment officer in any other form not authorized by law shall be deemed guilty of a Class B misdemeanor and subject to a fine not to exceed seventy-five hundred dollars. This was done specifically to make sure that the data that is collected is actually as anonymous as possible so that we can protect confidential data and get more accurate and transparent assessments at the county level. It doesn't do that. In fact, it specifically exempts FOIA from the data that'll be collected. Any data the office releases will be summarized and anonymized and not shown at a property level. Further, none of this data will be used to conduct property-specific assessments. It'll be used to develop true market rates by property class and geography. Finally, the assessor's office employees under this statute are held responsible for proper handling of this data, similar to the Illinois Department of Revenue's provisions for its employees' 58  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/4/2019 handling of sensitive information. I understand that the Civic Federation put out a letter that made some errors in their analysis. Is that right?

It's fair to say I didn't agree with some of the analysis in the Civic Federation's letter, absolutely. The assessor's required to compile and anonymize data before disclosure and the bill has strong confidentiality provisions, including making it a criminal misdemeanor. The Civic Federation's letter also stated that making this voluntary is a viable alternative, but that isn't the case either. Show -- studies show that actually ten to twenty percent will comply, which is not enough to make use of the data. 59  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/4/2019 The -- the bill is actually supported by Brookfield Properties Retail Group, which owns Water Tower Place and nearly millions of square feet of retail space across the country. They testified in support of this in the Revenue Committee and they operate properties all across the country. We're, in essence, asking for the same information that most people would be giving when they go to appeal anyway. This is to make sure that the -- the information we have at the front end is as -- is as accurate and as reflective of the market as we can possibly get to add transparency and efficiency into our assessment process, which we know has been sorely lacking for decades. So with -- I would -- I would ask for everyone's support. Thank you for that.

So we know that this is not only happening in Illinois, it happens in multiple states across the country, and we also know that in -- even in those states, like, take New York, which does assessments on every single property, every single year, as opposed to three-year turn- 60  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/4/2019 arounds, which is what we do here, which means people who live in my neck of the woods who have had poorly assessed and underassessed and in some places drastically overassessed commercial property won't have another chance to try to fix the anomalies in the system for another three years, till 2023. We need to do this now, because the first step in getting to accuracy and transparency is to make these moves now. I recognize that there were some opponents that had some issues and wanted further clarification, and that's exactly why, due to the timing on the Calendar, we need to get this to the House, so that we can continue working on this. This is one of those moments where we have a bill that requires work, where people have put in hours and hours of work to do it. We have to get it through two Chambers and we're committed to making sure that whatever it is that they come up with in terms of further clarification in the House, I will -- more than happy comply with once it comes back here to the Senate. So I ask for your favorable support, for not only my district, but for communities all across the State who will now have an option to opt in to a program for more accuracy in the one thing that drives every single one of us nuts - property taxes. The federal Tax Cuts and Jobs Act of 2017 imposed a new tax on non-profits that provide transportation and parking benefits to their employees. Non- profits that provide these benefits are now required to pay unrelated business income taxes on these expenses. According to Forefront, this could be avoided if we chose to decouple from this provision. So this is to help our non-profits still give the benefits they have to folks who are making a little bit less in that sector than other sectors. The Department of Revenue had some cleanup things, which we did and took care of. Know of no opposition. Would appreciate your support.
