Madam President, this is very important. If I could have everyone's attention for just a couple of minutes, I would just really appreciate it. Thank you, Madam President, Members of the Senate. In the latter part of February, I was contacted that a constituent of mine was going to be -- was going to be receiving the Governor's Volunteer Service Award, one of the Winners for -- Winners for the Outstanding AmeriCorps Seniors member at a Williamson County - lives in Carterville. When I received the email, my heart instantly sank because one week prior to receiving the email, he was tragically killed doing volunteer service work, which he did. His name was Jeffrey Gee. And so, I would just like to say a few words on. I was I was honored to be there for the lunch just a few minutes ago and in support of Jeffrey and to receive this award on his behalf. Jeffrey served his communities 15 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 41st Legislative Day 4/27/2023 and numerous others other countless ways over the years. He -- he was pastoring to - for over 40 years- from volunteering with various ministries the area -- in the area that he served as a youth minister. Jeffrey was the founder and board member of Herrin House of Hope; which provides meals every day to the underprivileged. He was actually one of the co-founders and he volunteered and with Celebrate Recovery; he was a member of the Carterville Lions Club; founder of the Williamson County 4-H Hands of Help; volunteer with Lutheran Social Services and Marion Extensive -- Extension Center; and member of the Blue Heron Marina. What was - Jeffrey was probably best known for, and I was involved in this program too. I got to see it firsthand. Jeffrey was the founder of a ministry called Bicycle Resurrection, which provided a bicycle - it was a bicycle ministry to children and citizens who couldn't afford transportation or a bicycle. As of December 2022, over 2000 bicycles have been given away. Jeffrey is survived by his loving wife of 47 years, Pamela Gee of Carterville; son, Joseph Duncan Gee of Carterville; daughter, Michelle Renee Stanley; granddaughters, Kaitlyn Stanley and Kailey Renee Gee; siblings Leanne Thompson and lleen Jarvis, and Tina Benefield, along with Terri Harrison, Tommie Gee and Nancy Smith, along with numerous nieces, nephews, great nieces and nephews and great-great nieces and nephews and his beloved dog, Cooper, and a host of many friends, of course. Jeffrey Gee was nominated and ultimately received the Governor's Volunteer Service Award, of which, as I mentioned, I was honored to have accepted on his behalf, in his family's behalf, just minutes ago. Madam President, if I may, I would like to ask for a moment of silence to remember Jeffrey Gee.

SB 689, as amended, makes changes to the Illinois Local Library Act, Library System ACT, Public District Act of 1991, Village Library Act and the School Code to prohibit library systems, school districts, and Board of Trustees of a library or village library from limiting access to or prohibiting the purchase of books or materials related to autobiographies, biographies, memoir, race, ethnicity, sexual orientation, sexual and reproductive health, gender identity, religion, human rights activism, or any other subject. The bill does not restrict imposing limitations on access to books or materials in libraries for safety reasons or based upon the age and developmental level of persons who will have access to those books or materials. This legislation is in response to six other states that have already, just in the last school year, have banned 2500 books that are related to each of those protected categories I just mentioned. This is an effort to make sure that Illinois is on the right side of history and does not ban books in our classrooms, does not ban books in our libraries, does not ban books in our community centers or any facilities that are funded by the State. As the first openly gay member of the Illinois Senate, this 18 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 41st Legislative Day 4/27/2023 is especially important legislation to me and to my community because I want the next generation of young people to have access to the same books in their classrooms and libraries as I did growing up. Ladies and Gentlemen of the Senate, Senate Bill 1352, as amended, amends the School Code to clarify the process of resigning from licensed professional educator's positions. What that means is that prior to the school term, educators must submit resignation letters 30 days prior to the student's first day of attendance and during the school term, the board must approve their resignation. It applies to both tenured and non-tenured teachers. It provides timeframes for notification when a district chooses to submit referrals to the State Superintendent and when Board refuses to accept resignation 20 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 41st Legislative Day 4/27/2023 of licensed professional educators. Four items to that piece first, the district notifies the state superintendent within ten business days of refusal to accept resignation and desires a hearing. Secondly, the district notifies the professional educators within five business days of notification of that information being submitted to the State Superintendent. And then the State Superintendent provides written notice to professional educator or designee with the outcome within 14 business days upon completion of the hearing, what we're doing is actually setting up a structure that's very clear and detailed Statewide for the teacher profession, and we spend some time negotiating this bill. I wish I could have gotten us much further in negotiations, but I do believe this is a good bill and I'd be happy to answer questions.

22 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 41st Legislative Day 4/27/2023 Thank you, Madam President, Ladies and Gentlemen of the Senate. Senate Bill 1872, as amended, specifies probationary periods for educators who hold a Professional Educator License and were first employed on or after July 1 of 2023. It sets the deadline for notification of non-renewal for {sic} Riff (removal) or dismissal as - before April 15th for all professional educators. It makes changes in the probationary period from 4 years to 3 years for educators with at least a proficient rating in both the second and the third years of service. And it makes changes in probationary periods from 3 to 2 years for educators with an overall rating of "Excellent" rating in both of those years. The reason we're bringing this bill before you is there's 31 states that currently grant tenure upon the third or less years of service. The April 15th date would allow more time for administrators to finalize evaluations, and it also provides administrators more consistency with staffing and budgeting a year earlier. I really want to note here that tenure is not a guarantee for a lifelong employment. It is simply affording educator's due process. This shows the education profession respects and it honors our teachers. This is definitely a way to attract and retain educators during the teacher shortage in our State and beyond. I spent considerable amount of time, we held about 7 meetings. Again, this was one I was hoping to really bring the -- both sides of the education coin much closer. I think there is some language in here that did that. Some clarifying language in both Amendments No. 1 and 2, and I'd be happy to answer questions.

Thank you, Madam President and Members of the Senate. This resolution declares April of 2023 as Prescribed Burning Awareness Month. Prescribed fire is one of the most important management practices in maintaining and restoring healthy landscapes. But only approximately 6 percent of conservation lands in Illinois are currently being managed with Prescribed fire. Prescribed fire is used to restore and maintain fire dependent ecosystems and to manage wildlife habitat for many species. It also isn't -- is done by the Illinois Prescribed Fire Council, which is an organization both public and private partners, with a mission to promote safe and continued use of Prescribed fire on the Illinois landscape. I think this would be a fitting for us to do this today while we're still in April. And so, I'd ask for support on this. Thank you.

Thank you, Madam President. Senate Resolution 108 declares April 2023 Limb Loss and Limb Difference Awareness Month. Approximately 2.1 million Americans are living with a limb loss and limb difference, and over 500 Americans lose a limb every day. The physical, emotional, and financial stress that comes with losing a limb weighs heavily on those impacted. And it is important that those living with limb loss have their health care needs met. With a number of those living with limb loss expected to rise to 3.6 million by 2050, it is necessary that more conversations are had to better meet the needs of those dealing with limb loss. This resolution is especially important to me, as many of my friends have been impacted by this. Craig Ressler, Saeed Mazhar Ali, Ruby Garcia, Vidal Lopez and my late grandfather, Jose Villa. I urge an Aye vote.

Sikhism is the world's fifth-largest religion, with nearly 30,000 adherents, roughly one million of whom call the United States home. Senate Resolution 225 reaffirms the importance of those in the Sikh community for their role in supporting and enriching the social fabric of the State with the Sikhs religion, religious central principles of truth, living, service to humanity, and inspiring its believers to create inclusive communities where all are respected. Senate Resolution 225, declares the month of April as "Sikh Heritage Month" to acknowledge the culture, history, achievements and contributions of Sikhs in Illinois and across the nation during the month of Vaisakhi and the Sikh calendar, also known as Baisakhi, which typically falls on April 14th.
