WHEREAS, chronic kidney disease is the progressive, gradual loss of kidney function, which results in a decrease in the ability of the kidneys to remove waste from the body; And WHEREAS, it is estimated that 37 million adults in the U.S. have chronic kidney disease, and of those, approximately 90 percent remain undiagnosed; And WHEREAS, without diagnosed -- diagnosis and treatment to slow the progression of the disease, chronic kidney disease can progress to end-stage renal failure, which is fatal without dialysis or kidney transplant; And WHEREAS, regular screening and early detection can prevent the progression of kidney disease to kidney failure; And WHEREAS, kidney disease is the eighth leading cause of death in the State of Illinois; And WHEREAS, the month of March is designated as National Kidney Month to raise awareness of kidney disease and the importance of prevention and early detection. therefore, be it RESOLVED, BY THE SENATE OF THE 103RD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we declare March 2024 as Kidney Month in the State of Illinois; and be it further RESOLVED, That a suitable copy of this resolution be presented to the National Kidney Foundation of Illinois as a symbol of our respect and esteem. I wanted to take a minute to highlight the Senate district I am honored to represent. The 41st District is a place - has a special place in Illinois's women's history. The 41st was the home of the first ever female State House caucus leader, my predecessor, former Republican Leader Christine Radogno. The 41st was also represented by the first female state legislator in Illinois history, Lottie Holman O'Neill. On January 23rd, 1923, Lottie was escorted by more than 1000 women to take the first seat ever held by a woman in the Illinois General Assembly. The Gallery was packed 28 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 94th Legislative Day 3/22/2024 with suffragists who just 2 years earlier, had finally secured their right to vote and help make Illinois the first State in the nation to ratify the 19th Amendment. As a Republican Representative, Lottie Holman O'Neill would go on to serve 13 terms in the Illinois House of Representatives before being elected to the upper Chamber or, as we like to say, the Enlightened Chamber, and served 3 terms in the Illinois State Senate representing the 41st Senate District. During her time here at the Capitol, Senator Holman O'Neill focused on legislation to -- to improve the lives for people who had not previously had a voice. She promoted policies to improve care for mothers and babies, fund schools for disabled children, and secure better working conditions for women, including an eight-hour workday. Senator Holman O'Neill was also an advocate for justice, introducing bills year after year to allow women to sit on juries in our State. Thanks to her perseverance, in 1939, Senator Hoffman O'Neill and her colleagues sponsored and passed legislation finally permitting women to take their equal place in the justice system as jurors. Senator Holman O'Neill was a proud resident of Downers Grove, where she lived with her husband and 2 sons, and was an activist for equal voting rights and a leader in the Downers Grove League of Women Voters, the Red Cross, and President of the Parent Teachers Association. She retired from the Illinois General Assembly in 1963 at the age of 84, as one of the State's most notable Republican leaders. Her life and achievements are commemorated with a statue in the Illinois State Capitol and in the heart of Senate District 41 with O'Neal Middle School in Downers Grove, where my daughters have, and one more will attend school.
