President and Members of the Senate, Today, I rise to honor the life and legacy of Dr. Cheryl Green, a pioneer leader in Illinois higher education and our beloved President of Governor State University. Who passed away, a few weeks ago. Dr. Green was more than an academic administrator. She was a trailblazer, a champion for equity, and a beacon of compassion for countless students and faculty alike. When she assumed the Presidency of 23 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 44th Legislative Day 5/8/2025 Governor State University in July of 2020, in the midst of a global pandemic, she became the University's first African American President and one of the few women of color to lead a Public University in our State's history. Her leadership was not defined only by her intelligence and vision, but by her profound humanity. She established University Social Justice Initiative. She launched Latinx Resource Center. She spearheaded the creation of both an honors college and a college of graduate studies. These weren't just institutional milestones. They were lifelines for students seeking opportunities and belonging in higher education. She believed that education would be transformative, accessible to all. She backed that belief with action, often using her own personal funds to support students in crisis. Her dedication to equity and inclusion was not just performative, it was personal, and it was powerful. Her legacy extends beyond University Park and Governor State University. She served on numerous statewide and national boards, enriching our higher education system with her voice, experience, and unrelenting dedication to service. Mr. President, Members of the Senate, Dr. Green left an indelible mark not only in the campus of Governor State University, but across the landscape of higher education in Illinois. Her example challenges each of us in this Chamber and beyond to lead with purpose, to serve with empathy, and to uplift those who are often left behind. If the fitness center fails to do so, then it must honor the original terms of the membership for the life of the customer. Senate Bill 1274, as amended, 33 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 44th Legislative Day 5/8/2025 allows a sexual assault survivor -- services voucher beginning January 1st, 2026, to be used to seek payment for rideshare or taxi services, if available to the survivor's home, a shelter, or the transfer hospital they initially present it to. This document was created by -- it's an -- it's suggested by the Illinois Sexual Assault Medical Forensic Services Implementation Task Force that this ride share service be an option for support for sexual assault survivors. The current law requires hospitals to issue a sexual assault services voucher at the time of sexual assault. Survivor receives medical forensic services. And this just adds that the voucher may also be used to seek taxi services or use a rideshare care program.

Thank you, Mr. President. Senate Bill 1486 creates a Junk 37 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 44th Legislative Day 5/8/2025 Fee Ban Act. Just to kind of give some context, our -- our economy unfortunately, is -- we see sort of pervasive throughout there in a lot of different industries that when a consumer goes to purchase an item or get a service that at the -- when they go to pay and they get a receipt of what they're paying for there's a lot of sort of hidden fees that aren't explained that are added on and tacked on. And this is costly to the American consumer, to the Illinois consumer, and so this -- this bill aims to seek -- clarity and make sure that consumers are able to know exactly what they're paying for why they're paying for something and not surprise when they get a final bill that they somehow are spending a lot more money than they intended to when trying to purchase something or- - get a service. And so, we spent a lot of time working on this bill. It took two years that we meticulously sat down with a number of industries to -- to work hard to make sure that we kept the integrity of the bill, of seeking transparency. But at the time - - at the same time not being overburdensome to industries that are already regulated either on the federal level or State level. And so, I think we've come to a good place where I ask respectfully for an Aye vote and I would ask -- ask the -- Mr. President if I can have an opportunity to close at the end of -- before we take the vote. Senator Aquino, I appreciate your -- your hard work on this. Quick question, it relates to this bill, but I see it often, and it always kind of strikes my curiosity. Some of the most pervasive taxes and fees that we see as consumers are those levied by government. And so why -- why is government once again exempted from this bill and you know, the fees and levies that they charge consumers?

So, this bill doesn't -- address taxes and so forth. It does address the -- the fees that are tacked on in -- in folks' bills. And again, and unfortunately throughout our economy in a number of different industries. And so, I think that most consumers would understand that there are some taxes that are going to be paid when they either purchase an item or get a service rendered, but those are explained and those are understood of -- like it goes, you know, the sales tax or, you know, goes to the county, to the State or federal government and so forth. But some of these hidden fees are quite literally just tacked on with no explanation at the end of -- of -- of the purchase. And people are just burdened with having to pay for an amount on something that they were not anticipating that they were going to have to pay. And so, this -- this cost American families, I think it was somewhere on average $3,000 a year. I -- I know largely because of your -- your hard work on this bill, a lot of groups have -- have that were initially opposed, have gone neutral or -- or maybe even are proponents. I'm not certain, because I know you have worked hard on this. It exempts a large number of groups, large number of organizations. So, I guess seeing all of the people that are exempted from this, who -- who, you know, if it goes into law, who do you see that it applies to?

So, what we did was -- we wanted -- we didn't want to make this bill overly burdensome. And so, if -- if there is an industry that already has to -- that has over -- regulations that they have to adhere to, either on the federal level, the State level, for instance, as aviation. We didn't feel that it was necessary to add on and make things even more difficult for businesses to -- to operate. That wasn't the intention of this bill. The intention was to make sure we were protecting consumers, getting more clarity in terms of what people are preparing for -- and in a way where -- again, we took a long time to ensure that we were balancing -- protecting consumers and -- and getting clarity, but also making sure that we weren't being overly burdensome to businesses.

It came over from the House, and it was one of those things that we did have many, many opponents when I first took this to Judiciary. And we've whittled that down, I -- I think, again, finding a balance of making sure that we're protecting consumers and their and their money in their pockets, their hard-earned money and not being overly burdensome to -- to businesses. And so, we took our time to be meticulous and understanding that there is -- that good legislation is a balancing act, and that's what we've done here. So, I want to take just a quick time to thank this staff member to my left and Ted Teros who just led us up on this bill in such a great way. I mean, he really kudos to Ted. I hope to be standing next to him when this hopefully gets signed into law. He should be proud of the work he's done there. But to all the proponents that ESP and all those that have -- have -- have helped with this bill in some sort of way, I want to thank them and I want to thank all the -- the businesses and industries that initially had paused with this bill but came to the table and diligently worked together with us to make sure that we have a good final product here. Thank you, Mr. President. Senate Bill 2253 with Floor Amendment -- Senate Floor Amendment 3 is legislation that is an initiative of the Illinois Department of Transportation. It really speaks to the challenges that we all have experienced and heard, which is the need for IDOT to get projects out the door faster. It has four main provisions. One, it updates notice to property owners to align with federal regulations and provides more ways to contact them. Second, it clarifies the language and statute that a case 46 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 44th Legislative Day 5/8/2025 can be brought to eminent domain if the property owner cannot provide documents needed to show clear title. Third, it adjusts the required disclosures required by property owners. This change will allow for publicly available information on ownership to satisfy that requirement. Expand who may sign the disclosure and remove secondary and tertiary levels of disclosure for IDOT highway projects. Lastly, and this is the biggest change in the amendment, this bill provides a timeline for IDOT cases going before the ICC, when bringing in an action to acquire property needed for highway projects owned by utilities and railroads, the ICC will essentially have a fast-track process of six months to come to a decision, with an allowance for a three-month extension. This has been heavily negotiated. Know of no opposition. Want to thank all the stakeholders. Also want to thank our -- our staff member, Montana, for all of her hard work on this. Senator Villivalam, if you will, I'd like to kind of go over the questions that I asked yesterday in Committee. Certainly, for the record. Was this bill brought because you felt like the ICC process was too slow and did not enable IDOT to meet a timely work frame to begin construction?

This -- this process has been brought forward by this -- this legislation was brought forward by IDOT as they identified land acquisition as a challenge to get projects done faster. The average project timeline I think, was approximately 418 days, which is well over a year. And so, this is an attempt, to meet where the opponents -- the position of the opponents initially their position was to keep the ICC process instead of completely removing it, which is what the underlying bill did. So, we're keeping the ICC process and we're creating a fast track, which is six months and an extension of three months. And then obviously they have to make a decision before it moves forward.

Thank you for that. And we didn't discuss this much in Committee, but I've become aware that IDOT has become short staffed, in some ways. I just learned recently that my District Engineer had retired in December and has not been replaced. Do you think that IDOT has sufficient staffing at this point in time to fulfill those requirements?

So, I think staffing at IDOT and every State agency is a conversation we're going to continue to have. I would say that this process and this legislation has identified a specific problem and is presenting a specific solution, which is the challenge of 48 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 44th Legislative Day 5/8/2025 land acquisition. And so having this process continue with the ICC is what the railroads, utilities, and others had wanted. We agreed to that with them. We worked with the ICC to determine the process that works for them. And now we not only have a fast-track process, but we also have certainty over the land acquisition process. So, I believe that this takes a big step forward to ensuring that IDOT is able to work with those stakeholders to acquire land and get projects out faster.

If IDOT finds that this solution doesn't actually become the solution. Do you think that we'll go back to the prior procedure and process?

Mr. President, so Senate Bill 2426 is not a Transportation title. Although, its tree transportation. And what this bill actually does is it allows for transporting -- out of our forestry divisions where people cut down trees, and it just makes them have to define what they are transporting and to make sure that it was legally tendered.

This is an issue that came to me from my district. It's -- it's a -- it's an issue that is kind of growing nationwide and we just want to bring some awareness to it. This is a disability that that causes a multitude of -- of issues, especially with young children. One of the biggest things that it does is -- a lot of these -- a lot of these folks that have this disability, they are unable to be satiated, meaning they continue to eat, and they never feel full. And you can imagine as a -- as a little child this is detrimental. And it's -- it's a hard thing to go through, and we just want to make sure that we're bringing more light to it with this resolution. Thank you, Mr. President.

TD is a condition that is marked by uncontrollable, abnormal, and repetitive movements of the face, torso, limbs, or extremities. About 60 percent of the estimated 800,000 U.S, adults living percent with TD remain undiagnosed, and even mild TD symptoms can be stigmatizing and impair physical, social, and emotional well-being. So let us declare this as an education for us all to learn more about our neighbors and show compassion.

Today we bring forward a resolution on ALS, and most of us are familiar with what ALS is, in that many people that you know have ALS or have passed from ALS. ALS has no cure. And every 90 minutes someone is diagnosed with ALS, and with ALS, someone passes away from on the average of that 90 -- every 90 minutes. And patients diagnosed with ALS only survive 2 to 5 years from the time of diagnosis. So today, we'd like to recognize that and our thoughts and prayers go out to those people that are suffering from this ailment. Thank you, sir.

Thank you, Mr. President. On the 50th -- 15th anniversary of Latino Unity Day. This year's theme is the infamous Quinceañera. The Quinceañera is a cherished milestone in Latin American culture that is celebrated when a young woman turns 15 years old. The 55 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 44th Legislative Day 5/8/2025 Quinceañera celebration blends Spanish culture -- culture with indigenous traditions, incorporating influences from both Aztec and Mayan civilizations. When these indigenous tribes traditionally taught young women who turned 15, the skills needed to take on their roles in society and to prepare them for adulthood. Today, the Quinceañera celebration sees the young women wearing lavish ball gowns that can take up to seven months to make. The celebration has family members and godparents in attendance, followed by a reception with the young woman getting a coronation with a crown, and a father-daughter waltz, and the waltz of honor from her court of honor. The Quinceañera has provided new generations with the ability to recall their cultural heritage, preserve traditions, and strengthen the bonds between family and community and Latin American culture. So, on this day, May 8th, this resolution declares today as Quinceañera Day in the State of Illinois. It's almost like a holy occasion as well, now that we have our new Pope as Quinceañera's typically start off at a mass in a church. So, the new Pope from the United States, from Chicago, it's almost like an additional celebration that we have going on. I hope to see all of you tonight at the Latino Unity Day reception.
